Throughout the revolutionary struggles, the efforts and sacrifices of thousands and tens of thousands of cadres and party members of the Communist Party of Vietnam have encouraged and united the entire nation: winning the August Revolution in 1945, opening the era of national independence associated with socialism in the history of the nation; achieving total victory in the heroic resistance wars against colonialism and imperialism for peace, complete independence and national unification; successfully carrying out the cause of renovation along the socialist path with great achievements of historical significance. The 13th Congress affirmed: "Our country has never had such a foundation, potential, position and international prestige as it does today". Building a clean and strong Party is an important premise that governs the nature, goals, tasks, and effectiveness of building the political system. At the same time, the effectiveness and efficiency of the activities of agencies and organizations of the political system are evidence affirming the Party's leadership role and a measure of the capacity, prestige, role, and position of the ruling Party.
The work of Party building and rectification has achieved fundamental and important successes, ensuring the continuous improvement of the Party's leadership and governing capacity. However, the work of Party building still has many limitations and shortcomings in terms of politics , ideology, ethics, organization and cadres, especially a number of cadres and Party members who have degraded in political ideology, ethics and lifestyle. The degradation of political ideology, morality, and lifestyle leading to "self-evolution" and "self-transformation" is just a short step, even a very short one, but it is incredibly dangerous, and can lead to assisting or colluding with evil and hostile forces, betraying the ideals and revolutionary cause of the Party and the nation. The Party has frankly pointed out 27 manifestations of degradation of political ideology, morality, and lifestyle, "self-evolution" and "self-transformation" in Resolution 4 of the 12th Central Committee (October 2016). The leading manifestations of that degradation are: Fading revolutionary ideals; wavering and declining faith in the goal of national independence and socialism; skepticism and lack of trust in Marxism-Leninism and Ho Chi Minh Thought.
General Secretary Nguyen Phu Trong has repeatedly emphasized that the fight against ideological degradation is fundamental and of decisive significance in ensuring the revolutionary nature, fighting strength and leadership and ruling role of the Party. Ideological degradation, fading of ideals, and deviation from the Party's principles and goals are the most dangerous things to the survival of the Party and the regime. Therefore, it is necessary to fight against hostile and reactionary forces, protect the Party's ideological foundation, and protect the goal of national independence associated with socialism. That fight requires even more purity within the Party, and must prevent and repel the degradation of a number of cadres and Party members, especially the fading of revolutionary ideals and deviation from the path chosen by the Party, Uncle Ho and the Vietnamese people.
The 12th Politburo has put forward a policy of strengthening the protection of the Party's ideological foundation, criticizing and rejecting the wrong and reactionary arguments of hostile forces. Through that struggle, the entire Party and people will be vigilant and contribute to raising awareness of ideology and theory, increasing resistance within the Party and the whole society. Those who have faded ideals, wavered, lost faith, or are influenced by wrong and hostile arguments, deliberately colluding with and assisting the enemy, or due to limited awareness, unstable political will, little willingness to study, practice, cultivate, and even subjectivity, arrogance, deliberately turning their backs on the truth. Preventing the fading of revolutionary ideals and the decline of faith requires every cadre and Party member, regardless of their position, to cultivate and practice pioneering spirit, sacrifice and revolutionary ethics. Deeply understand your country and people, be proud of your nation, be proud of the glorious traditions of the Party and the nation, and constantly study. Study to improve your intellectual level, theoretical understanding, and correctly perceive the objective laws and realities of the country in order to act proactively and effectively.
The Party's ideological foundation is Marxism-Leninism and Ho Chi Minh's thought. That theory and ideology determine the revolutionary and scientific nature, political mettle, and fighting strength of the Party, and also determine the revolutionary will, ideals, and political qualities of each cadre and Party member. The Party has repeatedly emphasized that studying and researching the Party's ideological foundation is not about memorizing words but must firmly grasp the values of laws and scientific methodologies to apply creatively and constantly develop. The work of General Secretary Nguyen Phu Trong: Some theoretical and practical issues on socialism and the path to socialism in Vietnam published in 2021 is an important development of theoretical awareness of socialism in line with Vietnamese reality. It is necessary to thoroughly grasp and deeply perceive the Party's valuable scientific and practical conclusions in each Party organization and each cadre and Party member, especially leaders and managers. That is important to prevent and repel political and ideological degradation and fading of revolutionary ideals.
In order to carry out the work of Party building and rectification, the 13th Central Committee's mid-term conference organized a vote of confidence for Politburo members and Secretariat members. This is a task that has been continuously carried out by the Central Executive Committee since the 11th, 12th and 13th terms. The General Secretary said that this is an opportunity for "self-examination and self-correction" so that each individual in the Politburo and Secretariat can do better in the process of leading the Party and the country, achieving even greater victories. The assessment of the Central Committee and Central Committee members in assessing the confidence of Politburo members and Secretariat members is based on the spirit of communists, impartiality, integrity and putting the interests of the nation, people and people above all. At the same time, it is necessary to carefully consider and avoid group interests, factions, localism, degeneration... in taking the vote of confidence. This requires scientific and objective organization. Each Central Committee member must use his own eyes to evaluate objectively and not rely on the feeling of "like or dislike" but must rely on specific results to evaluate their trust in the most accurate and honest way. Thanks to the vote of confidence as a mirror to see oneself, self-examine, self-correct.
The Party's ideals and goals are very clear: national independence and building Vietnam into a powerful, prosperous, and happy socialist country. As cadres and Party members, we must be absolutely loyal and strive for that noble ideal. We must ensure that there are no Party members whose ideals have faded, and even more so, no Party members who stray from the Party's principles and goals. Always remember the oath you took when joining the Party.
