Vice Chairman of the Provincial People's Committee Hoang Gia Long welcomed the Asian Development Bank (ADB) delegation working with the province on the survey and preparation of a pre-feasibility report for the implementation of the Climate Change Adaptation Infrastructure Development Project to support production for ethnic minorities in Ha Giang province (formerly), now Tuyen Quang province.
According to the report dated June 2, 2025, the Prime Minister decided to approve the Project Proposal "Development of climate change-adaptive infrastructure to support production for ethnic minorities in Ha Giang province", borrowing ADB capital in Decision No. 1062/QD-TTg of the Prime Minister. Managing agency: Tuyen Quang Provincial People's Committee. Project investor: Tuyen Quang Provincial Foreign Capital Project Management Board. Expected sponsor: Asian Development Bank (ADB). Total investment of the project: VND 3,417,036 million, equivalent to USD 144,758,989, including ADB loan capital and counterpart capital.

The specific objective of the Project to upgrade and renovate the road traffic system is to connect regions and areas with a total length of about 105.15km including routes DT.177, DT.178, DT.184 (Ha Giang City - Dong Tam - Kim Ngoc road) and Ngoc Minh - National Highway 34 road. Construct 2 new multi-purpose reservoirs and key works (total capacity of about 0.9 million m3 ) to serve the daily life and production of about 20,000 ethnic minorities in the former Ha Giang province, now Tuyen Quang province.
The project also enhances capacity and provides technical support to stakeholders in the project area to improve livelihoods for indigenous communities and attract participation from the private sector, enhance climate change adaptation and disaster risk management capacity, manage forest and water resources, reduce carbon emissions, and move towards a green economy.
The project will be implemented in Quang Binh, Bac Quang, Xin Man, Hoang Su Phi, Meo Vac, and Vi Xuyen districts of Ha Giang province (locations before the merger). After the merger, the project will be implemented in Hoang Su Phi, Xin Man, Pa Vay Su, Quang Binh, Dong Tam, Bang Hanh, Ngoc Minh, and Meo Mac communes of Tuyen Quang province. Mr. Hideki Matsuda, Head of the Asian Development Bank (ADB) delegation, said that he had conducted a preliminary survey and supported this important project. The unit will conduct more detailed technical surveys. The Asian Development Bank (ADB) is committed to creating the best conditions for loan capital and seeking non-refundable support capital for the project. In the project, the delegation is interested in migration, environment, efficiency, safety, sustainability of the project and the beneficiaries are ethnic minorities. Mr. Hideki Matsuda hopes that the project will be implemented soon in 2027, and at the same time recommends that the province establish a team of consulting experts, carefully study and evaluate the components and sub-projects...
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long agreed with the recommendations of the ADB Working Group on the three components. The province has assigned the relevant agencies to coordinate with research institutes and leading experts in Vietnam on transportation and irrigation to survey and carefully evaluate before constructing the project, especially the two multi-purpose reservoirs of the northern mountainous communes of Tuyen Quang province. The province hopes that the project will be implemented effectively, economically and with high practicality. The Vice Chairman of the Provincial People's Committee assigned relevant departments, branches and sectors to absorb the contributions and recommendations of the ADB Working Group; and evaluate the effectiveness of the project for ethnic minority areas.
