To achieve this goal, Quang Ninh has implemented many synchronous solutions, from planning, training, financial support to product promotion, initially recording positive results. The Department of Agriculture and Environment has piloted a number of models of a widespread nature, creating attraction for agricultural tourism combined with traditional occupations. Typically, the model of planting Peony grapes on an area of 0.1 ha in Luc Hon commune, the model of planting Tam Hoa plums on a scale of 1.2 ha/5 households and the project of grafting star anise in an organic direction on 5 ha/5 households in Hoanh Mo. Through these models, farmers have access to scientific and technical advances, improved production processes, thereby improving product quality and brand positioning in the agricultural tourism market.
In addition, localities also focus on developing traditional handicrafts. Typically, Binh Lieu commune is maintaining the craft village of processing cassava in Luc Ngu village; encouraging the development of traditional weaving from hats, net bags to leaf trumpets of the San Chi ethnic group to build souvenirs for tourists; preserving the craft of making Tinh lutes of the Tay people... These products are not only sold at markets and homestays but also become highlights in community tours .
In Hai Son commune, emphasis is also placed on restoring the traditional occupations of the Dao Thanh Y people. Households have restored the craft of weaving baskets, baskets, conical hats, and bamboo and rattan; along with preserving the cuisine: Khau nhuc, humped banh chung gu, three-color rice... and traditional medicinal herbs such as oral and bath medicines for women after giving birth.
The province has also issued Decision 238/KH-UBND approving the Plan for developing rural occupations and craft villages to 2030, with a vision to 2045, which clearly defines the task of developing traditional craft villages into cultural and tourism products. The province currently has 405 OCOP products with 3-5 stars, with 178 entities participating in the program and 100% of products put on e-commerce platforms. 7 typical cooperatives integrating agricultural production and rural tourism, such as Hoa Binh Lieu Cooperative, Cam Mung 10/10 Cooperative (Van Yen) or Tinh Hoa Green Agricultural Medicine Cooperative..., have attracted thousands of visitors each year, contributing to the effective dissemination of the multi-functional collective economic model.
Regarding infrastructure planning and investment, localities have completed detailed 1/500 planning of community cultural villages, providing tens of billions of VND from the provincial and district budgets to improve the landscape, build new village gates, community activity houses, and create attractive spaces for tourists. Binh Lieu, Van Don, and Mong Cai have all implemented village road renovation, and mobilized people to install bamboo fences, paint murals, plant flowers, and put up signboards... to enhance aesthetics and preserve local identity.
Training and coaching play a key role. From 2023 to 2025, more than 2,000 students have participated in elementary vocational classes on food processing, community tourism services, training on civilized behavior with guests, OCOP product introduction skills, cooperative management, agricultural and forestry technology transfer... with the participation of commune People's Committee officials, villages, artisans, prestigious people... Thereby creating consensus and promoting local internal resources.
In addition, communication and promotion activities are diversified through mass media and social networks. Events such as the San Diu Village Opening Ceremony, Po Hen Culture - Sports - Tourism Festival, the workshop "Preserving Then Heritage" ... are all opportunities to introduce the image and traditional products of the province to the public.
In the coming time, the province will continue to improve policy mechanisms, remove difficulties in investment capital, expand value chain linkages, encourage cooperatives and households to invest in processing equipment, innovate packaging, and promote the export of traditional products. At the same time, strongly develop experiential tourism and heritage education, aiming at the goal of "Specialty products - handicrafts - cultural experiences" to become a sustainable tourism brand, contributing to building a model new countryside and developing the economy - society of ethnic minorities in Quang Ninh.
