Promote international cooperation projects on environmental protection

Ba Ria - Vung Tau is one of the few localities in Vietnam that enjoys preferential policies from international projects on environmental protection (EP). Therefore, one of the major goals of the Agriculture and Environment (A&E) sector is to promote these preferential policies to better EP.

Cooperation on water resource protection

Currently, Ba Ria - Vung Tau has received support from international organizations for two environmental protection projects related to water resources, namely the project "Strengthening water environment management capacity in Vietnam" funded by the Japan International Cooperation Agency (JICA) and the project "Pollution management of industrial zones in the Dong Nai and Nhue - Day river basins" (VIPM) funded by the World Bank.

According to the Department of Agriculture and Environment, within the framework of the project "Strengthening water environment management capacity in Vietnam", Ba Ria - Vung Tau province was selected by the Ministry of Agriculture and Environment to participate in two components of the project: strengthening capacity for environmental monitoring and analysis, capacity for water environment inspection and strengthening capacity for implementing activities to raise awareness of environmental protection.

Implemented since June 2011, the project has brought many positive results for environmental protection in the province. With the environmental monitoring and analysis category, the province's environmental monitoring staff and engineers have participated in training courses guided by JICA experts on environmental sampling and sample analysis methods to accurately reflect the concentration of pollution and toxic substances in wastewater, river water and sea water. In addition, this project also supports Ba Ria - Vung Tau with a number of machines and equipment such as gas chromatographs (GC) and atomic absorption spectrometers (AAS) to serve the environmental monitoring and analysis process.

For the pollution source inventory and inspection category, JICA experts have supported localities in investigating, making statistics, and mapping pollution for hundreds of facilities operating in the fields of seafood processing, rubber, tourism, oil and gas, hazardous waste treatment, and factories of different types located in industrial parks... In addition, the project also provided Ba Ria - Vung Tau province with ArcGIS software and organized a training course to guide its use.

Meanwhile, with the project "Pollution management of industrial parks in the Dong Nai and Nhue - Day river basins", Ba Ria - Vung Tau participated in 3 components: Strengthening capacity and institutions in industrial pollution control; Piloting re-lending to build wastewater treatment systems for industrial parks in localities participating in the project; Technical support and project management. From this project, Ba Ria - Vung Tau has invested in 3 automatic monitoring stations along Thi Vai river; equipped with specialized monitoring vehicles, handheld devices, rapid field measuring devices, and supported with training and communication about the project in the province.

Building a “zero carbon city”

In addition to the two projects related to water resource protection, Mr. Pham Quoc Dang, Deputy Director of the Department of Agriculture and Environment, said that on December 6, 2023, within the framework of the COP28 Conference in Dubai (United Arab Emirates - UAE), the Provincial People's Committee and the Sakai City government agreed to sign a memorandum of understanding to strengthen and promote cooperation in the environmental field, towards building a "Zero-carbon city, circular economy and the ability to develop joint credit mechanism (JCM) projects".

Implementing this memorandum, in the 2 years of 2024-2025, Sakai City and Ba Ria - Vung Tau have actively coordinated to build a mutually beneficial cooperative relationship in the environmental field, towards building a "Zero-carbon City", "Circular economy and the ability to develop joint credit mechanism (JCM) projects", complying with the laws, regulations of each country and international treaties to which each country is a member.

According to the Sakai City Environmental Policy Office, Sakai City was selected by the Japanese Government as “a leading area for decarbonization with the Sakai Local Energy Production and Consumption Project”. By reducing energy consumption and emissions, localities such as Ba Ria - Vung Tau or Sakai can save costs, increase efficiency and reduce waste.

Japanese experts also affirmed that the carbon neutral solutions that Sakai City has implemented can be completely applied in Ba Ria - Vung Tau. At the same time, Sakai City will support Ba Ria - Vung Tau in solid waste management to achieve the goal of carbon neutrality by 2050.
