Some limitations discovered when inspecting 3 large private high schools in Ho Chi Minh City

(NLDO) - The Department of Education and Training of Ho Chi Minh City has just announced the results of the inspection on enrollment, regulations and rules at 3 major high schools in the area.

According to the conclusion notice signed by Deputy Director of the Ho Chi Minh City Department of Education and Training Huynh Le Nhu Trang, from February 8 to March 4, the department's inspection team conducted inspections at Nguyen Tri Phuong Primary - Secondary - High School, Minh Duc High School and Dinh Thien Ly Secondary - High School.

The conclusion announcement stated that these schools are privateeducational institutions under the national education system, established by the Ho Chi Minh City People's Committee and permitted to operate by the Department of Education and Training. The inspection contents include enrollment; implementation of regulations and charters for the 3 schools.

According to the inspection conclusion of the Department of Education and Training of Ho Chi Minh City, the above schools have the following limitations:

The enrollment plan of Minh Duc High School and Dinh Thien Ly Secondary and High School does not guarantee the enrollment time frame for the 2023-2024 and 2024-2025 school years.

Regarding the implementation of regulations, charters, and information and reporting regimes for the 2023-2024 and 2024-2025 school years, the content and components of Minh Duc High School's records are not complete according to Official Dispatch 5014/2023 of the Department of Education and Training guiding internal inspection work for the 2023-2024 school year and Official Dispatch 5521/2024 guiding internal inspection work for the 2024-2025 school year (there is no interim report on internal inspection work for the 2 school years).

At Nguyen Tri Phuong Primary, Secondary and High School, the time of public announcement of the 2023-2024 school year (in September) is not in accordance with Circular 36/2017 of the Ministry of Education and Training; the content made public on the school's electronic information portal for the 2024-2025 school year is not fully updated according to Clause 7, Article 417 of Circular 09/2024 of the Ministry of Education and Training.

The inspected schools are private educational institutions belonging to the national education system established by the Ho Chi Minh City People's Committee and permitted to operate by the Department of Education and Training.

At Dinh Thien Ly Secondary and High School, the content of public tuition fees and other fees has not been posted on the school's electronic information portal according to Clause 2, Article 518, Circular 09/2024.

At Minh Duc Secondary and High School, the content of publicizing tuition fees and other expenses has not been posted on the school's electronic information portal according to Clause 2, Article 519 of Circular 09/2024; the time of publicizing for the 2023-2024 school year (in September and December) is not in accordance with the provisions of Circular 36/2017.

The Director of the Department of Education and Training of Ho Chi Minh City requested the Principal of Nguyen Tri Phuong Primary - Secondary - High School to learn from experience in the time of publicizing the 2023-2024 school year (in June every year); to publicize general information about educational institutions related to the organization and apparatus on the school's electronic information portal according to Clause 7, Article 4 of Circular 09/2024.

The Principal of Minh Duc High School draws experience from the enrollment plan for the 2023-2024 and 2024-2025 school years to ensure the prescribed time frame. The content and components of the internal inspection records for the 2023-2024 and 2024-2025 school years must be fully implemented according to Official Dispatch 5014/2023 of the Department of Education and Training and Official Dispatch 5521/2024. Implement the information and reporting regime for the 2024-2025 school year to the Department of Education and Training according to Official Dispatch 5521/2024 within the prescribed time. The school needs to publicly disclose financial revenues and expenditures on revenues and tuition levels for students.

For the Principal of Dinh Thien Ly Secondary and High School, experience in planning enrollment for the 2023-2024 and 2024-2025 school years ensures the prescribed time frame. The school publicly discloses financial revenues and expenditures regarding revenues and tuition rates for students.
