Disbursement reached 23.2% of the plan
In 2025, Lam Dong 's public investment capital is more than 18,900 billion VND. As of July 30, 2025, the locality has only disbursed 4,382 billion VND, reaching 23.2% of the plan. According to Lam Dong Department of Finance, the slow disbursement of investment capital is due to many reasons. One of the biggest obstacles identified is site clearance. Many projects and construction items have completed procedures and documents, but the site is not available, so implementation is slow. Among these, we must mention the "big guys" such as: Dao Nghia - Quang Khe Road Phase 2 project, Gia Nghia Central Square project; National Highway 28B Renovation and Upgrade project...
In addition to the problem of site clearance, leaders of project management boards in Lam Dong said that currently, many personnel have to adjust their work. Some tasks in the process of performing tasks will be somewhat affected. On the other hand, due to the lack of specificity and clarity about the scope and authority of the new management boards, there are still shortcomings. The process of resolving backlogs for some ongoing projects is still slow. In addition, the work of settling costs, earth filling materials, etc. at some construction projects is still unfinished.
“If we are not determined and resolute, we will not be able to do it. Now, we need to make sure that all the stages operate together quickly. The secretaries and chairmen of communes, wards and special zones review the problems that the projects and works are facing so that we can discuss and find solutions together.”

At the online conference to assess the socio -economic situation in July and deploy tasks for August 2025, held on August 1, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi acknowledged that the disbursement of public investment capital is still very low, with the whole province only disbursing 23.2% of the plan. With this result, Lam Dong is on the list of localities with low capital disbursement nationwide. In addition to objective reasons, low disbursement of public investment capital also comes from subjective factors. "Many works and projects are unfinished, suspended or not yet put into operation. No matter what the cause, it is very sad. Because the capital of the people, of enterprises, of the State is stagnant," Chairman of the Provincial People's Committee Ho Van Muoi affirmed.
Focus on site clearance
Site clearance is considered the biggest "bottleneck" in the construction of works and projects. If this problem is resolved, the next steps in the construction progress will be quickly carried out. Regarding site clearance for projects, at the meeting reporting the socio-economic situation in July 2025, held on August 1, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc said that after the merger, many works and projects of the province were stuck and needed to be resolved. The biggest obstacle is still site clearance. "When merging, the procedures and processes for establishing the Lam Dong Land Fund Development Center were delayed. We must have this center, the procedures in site clearance and land price implementation can be accelerated. Currently, Lam Dong is completing the procedures to put this center into operation in August 2025," said Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc.
To speed up the disbursement progress, the project management board in Lam Dong is coordinating with localities in site clearance for projects. Representative of the Construction Investment Project Management Board No. 3 Ha Sy Son said that the unit is coordinating with localities to conduct inventory and mobilize people to hand over site for projects. For example, for the Dao Nghia - Quang Khe Road project, the unit is coordinating with Dong Gia Nghia Ward, Kien Duc Commune, Nhan Co to mobilize households to hand over site for construction.
Dong Gia Nghia Ward is a locality with many key projects. According to Mr. Thach Canh Tinh - Chairman of Dong Gia Nghia Ward People's Committee, in recent times, propaganda and mobilization work has been carried out regularly and continuously by the locality. Thanks to that, there are projects that people are very supportive of. People donate land, even many assets on land to implement the project. However, in many scattered projects, there are difficult cases that the locality has not been able to implement. "We will continue to mobilize people to support and hand over the land. Because when the land is available, the project will be implemented and put into operation, bringing many benefits to the people. As for cases of deliberate resistance, the last resort is forced enforcement", said Mr. Tinh.
Get in on the action
Many key projects and works with medium-term capital sources for 2021 - 2025 in Lam Dong are due for completion in 2025. Meanwhile, the backlog of capital in key projects is very large. If disbursement is not accelerated, the public investment and economic growth targets will not be achieved.
At the online conference on the socio-economic situation in July and the implementation of tasks for August 2025, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi directed that projects and works must be accelerated 5-6 times. To do this, during the implementation of projects, investors must promptly propose and make recommendations on any issues that can be done or cannot be done. The Provincial People's Committee will resolve them thoroughly, avoiding the situation where every issue is discussed at a meeting, leading to delays and wasting time. Regarding accelerating public investment capital, at the working session with project management boards in Lam Dong in July 2025, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that project management boards must disburse all capital sources, especially key projects. If the disbursement results are good, everything will be good. To do this, project management boards need to be determined, resolute, united, and internally unified. The unit coordinates with departments and branches and promptly reports the disbursement situation to superiors.
Currently, the tasks of project management boards are very heavy. Project management boards must change their working and management methods to increase their responsibility. “Each officer and employee of the board must be responsible for the work they are doing. Avoid the situation of not focusing on work and shirking responsibility. Anyone who does not complete the task must definitely change position and job,” Chairman of the Provincial People's Committee Ho Van Muoi resolutely said.
