
Provincial leaders exchanged opinions at the Steering Committee conference of the Project on rearranging and reorganizing 2-level administrative units of Dien Bien province held on June 19.
Implementing the resolution on the arrangement policy, two communes Na Bung and Vang Dan of Nam Po district merged to establish Na Bung commune.
In recent days, in Na Bung commune, preparations have been carried out urgently, from checking all materials, assets, and finances to classifying, editing and digitizing files and documents, serving the arrangement. On weekends, the team of commune officials still diligently completed the related tasks from files and documents to checking and arranging personnel and draft documents. It is worth mentioning that this spirit of "no holidays or days off" has been maintained here for a long time.
According to Chairman of the People's Committee of Na Bung Commune, Chang A De, the commune is currently handing over all kinds of documents to the district's departments and offices; at the same time, implementing procedures to retrieve the seal to prepare for handover according to regulations. "Although the time of operation at the district level is only a matter of days, we still work with the highest sense of responsibility, without any distraction or hesitation" - Mr. Chang A De said.
Muong Thanh is a ward merged with 4 wards: Him Lam, Tan Thanh, Thanh Binh, Thanh Truong and Thanh Minh commune to form Dien Bien Phu ward. Officials and civil servants of Muong Thanh ward are doing their best to complete all preparations for the 2-level government model to officially come into operation. The review of the system of records, the completion of the staff and the understanding of the people's aspirations are being carried out seriously and methodically.
Mr. Nguyen Van Quy, Vice Chairman of Muong Thanh Ward People's Committee said: "The whole ward has 19 cadres, civil servants and workers. During the transition period, each civil servant must uphold the spirit of responsibility, work hard to ensure uninterrupted service to the people. We both handle daily professional work and focus on completing records and documents for handover in accordance with regulations. In addition, we study and update new procedures according to the two-level government model. This is the time when everyone must double their efforts to ensure the new apparatus operates smoothly."

Before implementing the merger of commune-level administrative units, the whole Dien Bien province had 129 communes and wards. After the arrangement and merger, the whole province had 45 units left, including 42 communes and 3 wards, a reduction of 84 units (65.1%). This arrangement not only helps to streamline the apparatus, save costs but also improve the quality of service to the people. Therefore, the top priority of the province is to focus all resources to put the 45 communes and wards into operation immediately after the merger. From the Party Committee to the government and functional branches of the new communes, the headquarters, means of operation, and accommodation for cadres, civil servants and public employees must be ensured. From there, a feasible plan must be agreed upon to maintain security and order in the localities, end the district-level activities and operate the two-level local government model.
According to the plan, from June 25, Dien Bien province will start testing the operation of the People's Council and People's Committee in 3 new communes and wards: Na Sang commune, Thanh Nua commune and Dien Bien Phu ward. The testing operation includes: Organizing the first People's Council meeting to approve work contents related to the organization of the People's Council and People's Committee of communes and wards; organizing the operation of the Public Administration Service Center of communes and wards.

The working headquarters of Dien Bien Phu ward will be located at the current headquarters of the City Party Committee, People's Council and People's Committee of Dien Bien Phu City.
The trial operation aims to review and perfect the steps and procedures in the direction and management activities; check the ability to receive, process documents and return results of the new commune and ward authorities and staff.
Along with that, from June 26-27, the People's Committees of districts, towns and cities completed the arrangement of facilities and personnel so that the new communes and wards could officially start operating from July 1. Headquarters, public assets, equipment, facilities andeducational facilities were handed over and rearranged in the direction of effective use, in accordance with regulations.
With a proactive, scientific and drastic spirit, together with other localities in the country, Dien Bien is entering the final stage, ready to operate a two-level local government. This is a historic step towards a streamlined, effective and efficient administration, serving the people better.
