Building the Party politically , ideologically and morally to strengthen the Party's strength
The most worrying thing today is the political, ideological, moral and lifestyle degradation of a significant number of cadres and party members. This degradation in three aspects has greatly affected the people's trust in party members and party organizations; negatively affecting the spirit of national solidarity.
Therefore, the urgent task in the current context is to identify viewpoints and truly effective solutions in building the Party politically, ideologically and morally in order to restore the people's trust in order to strengthen the Party's strength and continue to move the country forward.
Building the Party politically, building the Party ideologically, and building the Party ethically is not only the responsibility of ideological work but also the continuous task of the entire Party, Party organizations, each Party member, and the whole nation.
The concept of "building the Party politically" is understood as building the Party in terms of its platform, long-term guidelines as well as specific policies of the Party through each revolutionary stage; in terms of the Party's legitimate representation, in accordance with objective laws and historical characteristics of the country in each stage of development; in terms of leadership methods; in terms of organization to successfully implement that platform and guidelines in practice; in consolidating and maintaining the people's trust in the Party; in ensuring the Party's position and leadership role in all aspects of society.
In particular, for a political party, having a correct political platform is the basis for ensuring the success of the revolution and of the construction of society after the revolution is successful... Therefore, the issue of building the Party politically is of the most important significance and is given top priority.
The concept of building the Party politically is inseparable from the concept of building the Party ideologically. The task of building the Party ideologically is to make the whole Party unite in one will, to unite closely within the Party to join hands with the whole people, to unite and successfully implement the Party's platform, guidelines, and the State's policies and laws.
Building the Party in terms of ideology is most important and first of all includes the following basic contents:educating steadfastness and continuous learning to grasp the content and nature of Marxism-Leninism and Ho Chi Minh's thought; maintaining Party spirit in ideological work; improving the quality of propaganda and education on Marxism-Leninism and Ho Chi Minh's thought; strengthening education on the glorious traditions of the Party; widely propagating the Party's guidelines and policies, the State's policies and laws; constantly improving the level of political theory for cadres and Party members; linking research and study with following Ho Chi Minh's thought, morality and lifestyle; actively fighting to protect the Party's ideological foundation; protecting the achievements of the Vietnamese revolution, protecting the Party's innovation line; firmly maintaining the goal of maintaining national independence closely linked to socialism; Especially in the current extremely complex, rapidly changing and unpredictable world situation, it is even more necessary to heighten vigilance, foil all plots to sabotage the Party, the State and the revolution, foil the "peaceful evolution" plot of hostile and destructive forces, firmly protect the achievements of the revolution, resolutely prevent and combat all fluctuations and inclinations, especially "self-evolution" and "self-transformation" in ideology and actions in a negative direction by cadres and party members.
In particular, to succeed in Party building in terms of ideology, it is necessary to promote the role of self-training, self-awareness, and self-cultivation in political ideology of each cadre and Party member.
Parallel to the concepts of Party building in politics and ideology is Party building in ethics.
President Ho Chi Minh once said: "A revolutionary must have morality. Without morality, no matter how talented, he cannot lead the people." This is true not only for each Party cadre and each Party member, but also for the entire Party and all Party organizations from the grassroots to the Central level.
According to the widely accepted concept, ethics are standards of behavior accepted by the social community and actions according to those standards.
Party ethics is revolutionary ethics, revolving around core values, fundamental principles such as diligence - thrift - integrity - uprightness, impartiality, "loyalty" and "uprightness"; "Every Party member and cadre must truly imbue revolutionary ethics, truly be diligent, thrifty, honest, upright, impartial and upright. We must keep our Party truly clean, and be worthy of being a leader, a truly loyal servant of the people."
In short, building the Party politically; building the Party ideologically; and building the Party ethically have specific connotations that are important tasks, closely linked together, contributing to improving the leadership capacity, governing capacity and fighting strength of the Party. Implementing these three aspects well will effectively contribute to consolidating people's trust in the Party, the State and the socialist regime, effectively contributing to arousing the aspiration to develop a prosperous and happy country. We must not forget the truth that losing the people's trust means losing everything, because "the people carry the boat, and the people also capsize the boat".
Need effective solutions to develop science and education work
Historically, the Communist Party of Vietnam has paid early attention to the leadership of science and education. Right from the early days of the Democratic Republic of Vietnam, President Ho Chi Minh personally proposed many policies and guidelines on science and education to affirm the Party's science and education policy (such as the issue of eliminating illiteracy, promoting talents and intellectuals...), but he also proposed specific solutions to guide and educate all levels to implement the policy. The smooth combination between the leadership in setting out policies and resolutions and the implementation of policies and resolutions of President Ho Chi Minh has always been a lesson that we all must follow.
Entering a new phase, the reality of human economic and social life will change at a rapid pace and face unpredictable challenges. If we want to realize the aspirations of the times, we need to discuss and solve the way of working to be truly scientific and effective, in the end, it is essentially to fight bureaucracy in the way of working and create appropriate mechanisms so that the Party's guidelines and resolutions can enter life more effectively.
To contribute to the development of science and education in the coming period, it is necessary to enhance the Party's leadership role in science and education work and build Party science and education.
In particular, it is necessary to continue to consolidate the position and build the Party's science and education work. Party science and education is an unpopular concept, but it can be understood that Party science and education has the task of presenting the ruling party's opinions on the development path and applying issues related to science and education.
Party science and education is different from that of the government and functional sectors in that: the task of Party science and education focuses on building strategies (including the guidelines, viewpoints, and goals of the ruling party) and providing guidance to ensure proper implementation of those strategies; while the main task of government science and education is to implement specific policies and plans on science and education that have been built based on the strategy of the ruling party.
In addition, the Party's education department also has the task of checking and monitoring the implementation of the government and functional branches to see if it is in accordance with the ruling party's strategy.
At the same time, it is necessary to build a team of Party science and education advisors. These are people who are capable of advising the ruling party on strategic ideas about policies, viewpoints and methods to implement science and education fields. Therefore, they must meet two basic criteria: They must be steadfast in political qualities, specifically, they must agree and be loyal to the policies of the ruling party; they must have a certain level of knowledge in science and technology.
In addition, it is necessary to unify the Party science and education organization system from the central to local levels. This system currently lacks uniformity in functions and organization nationwide and this significantly affects the results of the work. Therefore, it is necessary to re-establish the Party science and education system from the central to district levels.
Along with enhancing the Party's leadership role in science and education work, it is necessary to further specify ideological issues and viewpoints as well as guide dialectical cognition in aspects related to Party science and education.
Regarding science and technology, it is necessary to develop and guide a dialectical and objective perspective when evaluating high-tech scientific achievements. First of all, it is necessary to develop a dialectical perspective to simultaneously consider and evaluate both the positive and negative impacts (or limitations) of each technology. Second, it is necessary to simultaneously consider the positive and negative impacts of a new technology or a new scientific achievement, not only in terms of scientific and technological progress but also in terms of social progress.
Regarding training high-quality human resources, it is necessary to pay more attention to training science and technology managers, both strategically and tactically, before talking about training other types of high-quality human resources in specialized fields.
In addition, it is necessary to establish a working relationship according to clear regulations between the central Party science and education agency and ministries and branches, and between the provincial and district Party science and education agencies and the authorities at the same level.
Ninh Binh continues to synchronously implement solutions to build the Party in terms of politics, ideology and ethics.
In the past terms and especially since the beginning of the 2020-2025 term, the Provincial Party Standing Committee and Party committees at all levels in the Provincial Party Committee have led and directed the implementation of Party building work in terms of politics, ideology and ethics with many synchronous and specific solutions, high political determination, and great efforts of the entire political system. Thereby, it has contributed to building the Provincial Party Committee increasingly clean and strong; completing and exceeding the targets and tasks set out annually; many targets have so far been achieved, exceeded and approached the targets of the Resolution of the Provincial Party Congress for the 2020-2025 term.
In addition to the achieved results, the Party building work in terms of politics, ideology and ethics in the provincial Party Committee still has some limitations. From that situation, the Ninh Binh Provincial Party Committee and the Standing Committee of the Ninh Binh Provincial Party Committee propose a number of solutions to contribute to the effective implementation of the Party building work in terms of politics, ideology and ethics in the new period:
Firstly, strengthen the education of Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, and the State's policies and laws. Focus on building the Party in terms of politics, ideology and ethics, along with building the Party in terms of organization and cadres, creating unity and consensus in implementation. Continue to innovate content and methods, further enhance the combativeness, persuasiveness and effectiveness of ideological work. Invest in building effective models and new models in Party building to summarize and replicate.
Second, pay attention to directing and creating conditions for the Propaganda Department to operate, especially at the grassroots level. Promote the role and responsibility of press agencies and press management agencies in Party building in general and Party building in terms of politics, ideology and ethics in particular. Proactively orientate the provision of information to combat and refute wrong views and distorted arguments of hostile forces. Timely reward collectives and individuals with achievements, good people and good deeds, and strictly handle violations.
Third, leaders must properly implement regulations on setting examples and exemplary responsibilities of cadres and party members. Dismiss and replace cadres who work ineffectively, fail to fulfill their tasks, have degraded political ideology, ethics, lifestyle, and low credibility; regularly review and filter out party members who are no longer qualified, lack self-cultivation and training, cause internal disunity, and violate regulations on what party members are not allowed to do.
Fourth, promote democracy, concentrate intelligence, build solidarity and unity within the Party; overcome the situation of deference, avoidance, and fear of conflict; protect straightforward and honest people who dare to fight for the common interest; grasp the internal political situation and the situation related to internal political protection work to protect cadres and Party members, and protect the Party's internal purity.
Fifth, strengthen inspection, supervision, and strict handling of cadres and party members who show signs of degradation. Resolutely fight against corruption, waste, and negativity with the motto of prevention as the main focus; promptly prevent and handle cadres, civil servants, and public employees who take advantage of their official duties to harass, engage in negativity, and cause trouble for people and businesses.
Building the Party in terms of politics, ideology and ethics contributes to improving the leadership capacity and fighting strength of the Lai Chau Provincial Party Committee.
Lai Chau is a mountainous province, located in the northwestern border of the country with over 84% of the population being ethnic minorities. Lai Chau Provincial Party Committee has over 30,000 members, of which over 16,400 are ethnic minorities. In recent years, the Party building work of Lai Chau Provincial Party Committee has achieved some results.
In the work of building the Party politically, the Provincial Party Committee and Party committees at all levels have led the implementation of grassroots democracy regulations well; focused on implementing democracy in the activities of Party committees and authorities, promoted the people's mastery, created mechanisms and favorable conditions for people to supervise and participate in giving opinions to build a strong Party and government...
In the work of Party building in terms of ideology, the Provincial Party Committee and Party committees at all levels always pay attention to educating political theory, Marxism-Leninism, Ho Chi Minh thought, and educating revolutionary traditions and ethics for cadres and Party members.
Effectively carry out the struggle to protect the Party's ideological foundation, focus on fighting to defeat the plots and tricks of "peaceful evolution", propaganda of the "Mong State", and the exploitation of ethnic, religious, democratic, and human rights issues to sabotage the Party and State.
The organization of dissemination, study, propaganda and implementation of the Party's policies and resolutions has many innovations in the direction of applying information technology; focusing on improving the quality of reporters; compiling concise, focused and complete documents.
Cultural, literary, artistic and performing activities have many positive changes, basically meeting the needs of the people; actively fighting against the infiltration of harmful cultural products that destroy social morality; preserving, developing and honoring the fine traditional cultural values of ethnic groups in the province.
In the work of Party building in terms of ethics, the Provincial Party Committee and Party committees at all levels resolutely lead, direct, and implement, promoting the responsibility of leaders, innovating working methods, improving the quality of self-criticism and criticism, and overcoming the situation of deference, avoidance, and fear of conflict.
Strengthening the building and rectification of the Party and the political system; linking the implementation of resolutions of Party congresses at all levels with the implementation of Conclusion No. 01-KL/TW of the 13th Politburo on continuing to implement Directive No. 05-CT/TW.
Strengthening the management and evaluation of party members, especially the moral training and education of cadres and party members; the responsibility of setting an example for cadres and party members, especially key leaders at all levels.
The results in Party building in terms of politics, ideology and ethics have contributed to improving the leadership capacity and fighting strength of the Lai Chau Provincial Party Committee; strengthening solidarity and unity in Party organizations and consensus in society; consolidating the people's trust in the Party's leadership and the cause of national renewal, contributing to the successful implementation of political goals and tasks in each period.
