According to the report, by 2025, 87.5% of communes will meet school criteria (target 90%), 95.6% of communes will meet education and training criteria (target 90%), and 70.8% of communes will meet advanced new rural education criteria (target 60%).
The work of universalizing education has achieved many achievements: 99.9% of communes meet preschool standards for 5-year-old children. The literacy rate of people aged 15-60 is over 97%, 55/63 provinces meet level 2 literacy standards.
During the 2021-2025 period, the program supported vocational training for nearly 250,000 rural workers, developed more than 1,200 sets of elementary textbooks, contributing to raising the average income per capita in rural areas to about 54 million VND/year (1.3 times higher than in 2020).
The rate of schools meeting national standards increased from 10.9% in 2020 to 62.8% in 2024. However, the report also pointed out difficulties in sustainably maintaining criteria in mountainous areas and ethnic minority areas.

According to Vice Chairman of the People's Committee of Da Nang City Tran Anh Tuan, after the merger, Da Nang has more than 3 million people, 94 communes and wards. The poverty rate of the whole city is currently 3.07%, but there is a large gap between urban and mountainous areas, many mountainous communes have primary schools with up to 9 separate schools, lacking facilities and equipment.
Mr. Tuan suggested that educational criteria in the new rural program need to be flexible, suitable to regional conditions and budget capacity, instead of being rigidly applied.
At the same time, he affirmed that the merger opens up "new space, new momentum and new growth poles" for Da Nang, creating conditions for the development of education, culture-society, digital transformation and creative startups.
Speaking at the conference, Deputy Minister of Education and Training Le Tan Dung emphasized that education and training are key criteria of new rural areas, closely linked to sustainable development.
The Deputy Minister said that in the coming time, national target programs will be integrated and supported by each other. In particular, the Ministry will preside over the National Target Program to modernize and improve the quality of education and training development, covering from preschool to post-graduate levels.
With the coordination of ministries, branches and localities, the educational goals in the new rural program for the 2026-2030 period will be implemented effectively, substantially and sustainably.
