Many bright spots in provincial budget collection

The provincial state budget revenue in the first 6 months of this year recorded many bright spots, of which domestic revenue increased by 10.75% over the same period. This is the result of the drastic direction of the Provincial People's Committee from the beginning of the year, when sectors and localities simultaneously implemented solutions to manage revenue, maximized growth drivers, and contributed to promoting sustainable socio-economic development.

Domestic revenue increased sharply, many items exceeded 50% of estimates

According to the estimate assigned by the Provincial People's Council, the total state budget revenue in 2025 is VND 10,400 billion, including VND 9,250 billion in domestic revenue and VND 1,150 billion from import-export activities. It is estimated that by the end of June 2025, the total provincial budget revenue will reach more than VND 5,913 billion, equal to 56.86% of the estimate and an increase of 4.89% over the same period last year. Of which, domestic revenue is estimated at more than VND 5,360 billion, equal to 57.95% of the estimate and an increase of more than 10.75% over the same period. Phan Thiet City alone is the locality with the largest revenue in the province, collecting more than VND 902 billion, reaching nearly 62% of the estimate, although it decreased slightly by 3.67% over the same period.

Many domestic revenues were high and had good growth rates such as: Revenue from the central state-owned enterprise sector reached more than VND 279.4 billion (reaching 39.92% of the estimate and increasing by 25.27%), revenue from the foreign-invested enterprise sector reached more than VND 643.59 billion (63.85% of the estimate, increasing by 23.52%), personal income tax was more than VND 524 billion (66.37% of the estimate, increasing by 16.35%), revenue from lottery activities was more than VND 1,428 billion (66.46% of the estimate, increasing by 26.64%) and land use fee revenue was more than VND 553 billion (62.13% of the estimate, increasing by nearly 76%).

Notably, 10/18 domestic revenue items reached over 50% of the estimate, demonstrating the effectiveness of budget revenue management and the positive recovery of a number of key economic sectors. Provincial domestic revenue reached over VND 3,165 billion, up 23.41% over the same period; budget revenue at district, town and city levels was estimated at VND 2,195 billion, although down slightly but still reaching nearly 60% of the estimate. Many localities had positive results such as: Ham Thuan Bac district collected VND 263 billion, up 13.2%; Ham Thuan Nam collected over VND 180 billion, up 4.59%; Duc Linh collected VND 128 billion, reaching 85.33% of the estimate and up 8.47%; Tanh Linh collected VND 70 billion, up 8.77%; Phu Quy collected 24.5 billion VND, reaching 94.23% of the estimate and increasing 8.6%...

This positive result was achieved thanks to the close attention and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and the synchronous participation of sectors, especially the tax sector. Localities have actively coordinated to review and urge the collection of taxes that have expired, taxes arising in the fourth quarter of 2024, the difference in tax settlement in 2024 and the remaining after-tax profit after setting aside funds. At the same time, the socio-economic situation of the province continued to improve at the beginning of the year. Industrial production recovered, tourism , trade and services grew strongly, and export turnover of goods improved, contributing to creating a sustainable source of revenue for the budget.

However, besides the bright spots, there are still many revenue sources that have decreased. Specifically, revenue from local state-owned enterprises decreased by 2.18%; revenue from the non-state sector decreased by 11.31%; fees and charges decreased by 13.5%; mineral exploitation rights fees decreased by 64.45%; agricultural land use tax decreased by 84.09%... The main reasons are due to the internal difficulties of the local economy such as small economic scale, not fully exploiting the potential of revenue sources; slow progress in site clearance; many obstacles in determining specific land prices; the Government's tax exemption and reduction policies also reduce budget revenue.

Resolutely exploit revenue sources effectively

The remaining state budget revenue task for the last 6 months of 2025 is more than 4,486 billion VND, of which domestic revenue accounts for nearly 3,890 billion VND and revenue from import and export activities is 596,760 million VND. The socio-economic situation in the last months of the year is forecasted to have both advantages and difficulties, challenges, especially in the context that the province is implementing contents related to the arrangement and merger of provincial and commune-level administrative units and the organization of 2-level government. Therefore, in order to complete the annual budget revenue target, especially the target of increasing by 10% compared to 2024 according to the direction of the Prime Minister in Official Dispatch No. 137/CD-TTg dated December 20, 2024, the province requires sectors and levels to continue to closely follow the instructions, resolutely deploy specific, effective solutions and close to the actual situation.

The focus is on continuing to remove obstacles for production and business, simplify administrative procedures, improve the investment environment, and enhance competitiveness; at the same time, review all revenue sources, ensure correct, sufficient, and timely collection. The province requires the completion of revenue estimates from taxes, fees, charges, and other revenues to ensure a balance in regular expenditures; revenue from lottery, land use fees of the provincial budget to balance development investment expenditures, especially the provincial budget.

In particular, the Tax Department of Region XV closely coordinates with units and localities to effectively exploit potential revenue sources with untapped potential such as land, temporary basic construction, e-commerce, restaurant and hotel business, house rental, entertainment services, real estate, renewable energy, business households, etc. At the same time, continue to combat tax losses in business activities on digital platforms, cross-border e-commerce; effectively organize the implementation of electronic invoices connected from cash registers according to new regulations in Decree No. 70/2025/ND-CP. Focus on recovering large debts to the budget, especially debts related to the land sector.

The Department of Agriculture and Environment shall preside over and closely coordinate with relevant sectors and localities to urgently accelerate the progress of land use rights auctions, determine specific land prices for projects according to the time schedule directed by the Provincial People's Committee, and promote the collection of land use fees for eligible land plots...
