Resolution No. 71-NQ/TW: Great movement from digital transformation orientation

GD&TĐ - Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence are among the eight tasks and solutions set forth in Resolution No. 71-NQ/TW of the Politburo (Resolution 71) to make a breakthrough in education and training development.

Correctly defining the role of AI

Implementing comprehensive digital transformation, popularizing and strongly applying digital technology and artificial intelligence in education and training, Resolution 71 emphasizes the development of a data strategy to serve digital transformation and develop a national educational platform applying controlled artificial intelligence. Allocate sufficient resources to invest in facilities and technology infrastructure to accelerate digital transformation, popularize and apply digital technology and artificial intelligence in management and organization of educational and training activities at all levels nationwide.

At the same time, build smart education platforms, smart textbooks and curricula; promote the application of science and technology, artificial intelligence in innovating teaching and learning methods, testing and evaluation; promote the application of digital education models, artificial intelligence education, smart education management, digital schools, smart classrooms. Develop a national education and human resources information system that is interconnected with the labor market and employment information system and integrates scientific, technological and innovative information of educational institutions.

Improve digital and artificial intelligence competency standards for learners and teachers at all levels, incorporate them into educational programs, and promote creative and experiential activities. Have policies to encourage and mobilize businesses and higher education institutions to participate in training teachers and learners in digital and artificial intelligence competency.

From the perspective of a researcher and teacher in Computer Science, MSc. Huynh Ngoc Thai Anh - School of Information and Communication Technology, Can Tho University, said that Resolution 71 has correctly identified the role of AI. This is not only a tool but also a core competency for learners and researchers.

According to Master Huynh Ngoc Thai Anh, to effectively implement this goal, Vietnam needs a national AI competency framework for students at each level. This competency framework should closely follow international standards such as AI4K12, or UNESCO's AI competency framework, DigComp 2... to be measurable.

When deployed synchronously, the national AI competency framework will help students have a clear learning path: Understanding principles, using tools, creating products with AI; along with early orientations on AI ethics, so that learners can approach and make it a habit.

“Building a national AI capacity framework, promoting research linked to practice and ensuring transparency in academia will be key to realizing the vision in Resolution 71,” shared MSc. Thai Anh.

The driving force of comprehensive digital transformation

The orientation of comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in Resolution 71 has been welcomed and implemented synchronously by the Thai Nguyen Education sector, bringing about positive movements, opening up expectations for new developments in the quality of local education.

The goal by 2025 is for Thai Nguyen to complete the online teaching platform and digital learning materials warehouse; by 2026, 100% of schools will have standard digital infrastructure; by 2027, reach level 3 in digital transformation assessment; and by 2030, comprehensive digital education will be achieved.

Motivated by Resolution 71, the Thai Nguyen Education sector determined that digital transformation in education does not stop at applying technology, but more importantly lies in changing thinking, innovating methods, and improving digital capacity for each teacher, student and the entire education management system.

Mr. Nguyen Ngoc Tuan - Director of Thai Nguyen Department of Education and Training emphasized that digital transformation is not only a trend but also an inevitable need, a key driving force to improve the quality and effectiveness of education. Digital transformation does not simply stop at applying technology, but more importantly, it is about changing thinking, innovating methods, improving digital capacity for each teacher, student and the entire education management system.

From this awareness, the application of digital technology and artificial intelligence in teaching in educational institutions in the area has been widely deployed. In many schools, teachers proactively integrate information technology, use presentation software, combine simulation software, virtual experiments, and AI, helping to improve teaching efficiency.

Connected educational activities are actively implemented, creating a learning environment that connects learners and teachers between schools inside and outside the area through an online system, helping to promote cooperation between schools to share, exchange and improve the quality of education.

At Thanh Ninh Primary School (Kha Son Commune, Thai Nguyen Province), thanks to being fully equipped with computers connected to the Internet, televisions, and projectors for classrooms and functional rooms, the implementation of digital report cards, electronic lesson plans, AI applications, and the use of OLM in teaching has been smooth, with teachers always participating with a spirit of readiness.

Ms. Vu Thi Phuong - Principal of the school said that the orientation of Resolution 71 is very important, deeply affecting the awareness of school staff and teachers in digital transformation, helping the spirit and determination to keep up with technology become more positive.

At Tuc Tranh High School (Thai Nguyen province), the school identifies digital infrastructure as the foundation of digital transformation, so it prioritizes investment in technology equipment. A digital library has been put into operation, helping teachers and students access documents, exam questions, lesson plans, and lecture videos anytime, anywhere. Many teachers proactively learn AI, share knowledge with colleagues, participate in in-depth training courses, and gradually apply technology to daily lessons.

Ms. Dao Thi Thuan - Literature teacher shared, implementing the orientation of promoting digital transformation, innovating methods, and improving the quality of comprehensive education according to Resolution 71, we are more aware of our responsibility: Innovation is not only a requirement of the times but also the personal aspiration of each teacher, to reach a substantial, humane and modern education.

Ms. Nguyen Thi Hoa - Principal of Tuc Tranh High School emphasized that from the orientation of Resolution 71, staff, teachers and students have had more inspiration, creating a positive and effective working and learning atmosphere, forming a great movement in the whole school.

As a remote school in Phu Quoc Special Zone (An Giang), Bai Thom Primary - Secondary School has proactively implemented digital transformation with many innovations, from integrating digital ethics education to applying artificial intelligence (AI) and technology platforms into teaching.

Ms. Le Thi Bich Phuong - Vice Principal of the school commented that digital transformation and AI application in education is an inevitable trend. Resolution 71 has opened up strategic directions, but success depends on the initiative, creativity and efforts of each school and each teacher in practical implementation.

Bai Thom Primary and Secondary School has 3 campuses more than 7km apart and still has many difficulties in terms of infrastructure and human resources. The number of computer rooms and equipment is limited. Most of the computers are old, the configuration does not meet the requirements, the Internet connection is weak, causing many technology-based lessons to not be as effective as expected.

Although the teaching staff has actively participated in training and used many support tools, they still face many obstacles due to the heavy workload, many have to teach cross-subjects. In particular, some students do not have personal smart devices, teachers are forced to lend their computers or phones to support them.

Ms. Le Thi Bich Phuong said that to overcome this situation, the school needs to add more staff to reduce the pressure on teachers; at the same time, invest in synchronous facilities from computer rooms, projectors, interactive boards to stable Internet systems. Teachers really need support from policies to have time to learn and research new tools.

Many opinions say that in order for Resolution 71 to be put into practice, it is necessary to synchronously deploy many solutions. Accordingly, it is necessary to focus on training and fostering digital skills for teachers and managers; investing in technology infrastructure, ensuring a synchronous, safe, and easy-to-use network system, equipment, and software. In particular, it is necessary to soon issue a framework for guiding the application of AI in the general education program so that AI can truly become an effective support tool in education.
