In 1986, as soon as the country entered the renovation period, the multi-sector economy was officially recognized, in which the private economy was recognized as a component part of the multi-sector economy.
Through congresses, Party resolutions continue to affirm and emphasize the role of the private economic sector in the socialist-oriented market economy.
On May 4, 2025, Resolution No. 68 of the Politburo also continued to affirm that the private economy is the most important driving force of the national economy, a pioneering force in promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization, and restructuring the economy towards green, circular, and sustainable development.
Together with the state economy and collective economy, the private economy plays a pivotal role in building an independent, autonomous, self-reliant, and self-reliant economy associated with deep, broad, substantial, and effective international integration, helping the country escape the risk of falling behind and rise up to prosperous development.
This is considered a stronger and more decisive affirmation of the Party's viewpoint when considering the private economy as an important driving force of the economy.
Based on the Party's viewpoint, in recent years, the province has paid attention to and created favorable conditions for enterprises to develop quickly and comprehensively. Thanks to that, the private economic sector has increasingly participated deeply and widely in production and business activities in many fields such as agriculture , industry, transportation, trade, services, construction and processing of agricultural, forestry and aquatic products.
The team of entrepreneurs has gradually matured in all aspects, initially forming a new generation of entrepreneurs with dynamic and creative qualities in the face of challenges of international economic integration.
This economic sector also contributes greatly to the province's GRDP, creating jobs for tens of thousands of workers.
Tan Nhien Company Limited creates jobs for hundreds of local workers.
Mr. Dang Khanh Duy - Director of Tan Nhien Company Limited, said: “Currently, the company's non-wet rice paper products have been received by the market with very positive signals. To export products, the company has invested in modern production lines, improved the supply chain, strengthened the international sales team, etc. Up to now, the non-wet rice paper products have been exported to many large markets such as Japan, Korea, and the United States. The company has also created jobs for hundreds of local workers.”
“In addition to the efforts of the enterprise, during the operation, from the very beginning, we received enthusiastic support from the provincial leaders, relevant departments and branches in participating in trade promotion programs to expand the market, production and business training courses,... to improve knowledge. Besides, since the product was recognized as meeting the 5-star OCOP standard, consumers have chosen it more and more” - Mr. Dang Khanh Duy added.
In addition, to promote business development, recently, the province has focused on issuing resolutions, programs and plans to improve the investment and business environment, enhance competitiveness, and create conditions to support economic sectors to develop.
In addition, the province focuses on reforming administrative procedures, promoting the application of information technology, and effectively implementing policies to support small and medium-sized enterprises, especially newly established enterprises. The coordination mechanism between the government and enterprises has also been innovated in the direction of listening, sharing and accompanying.
Loan Phat Huy Company Limited was established in 2016 with its main product being Yen Loan bird's nest produced according to HACCP and ISO standards. The company currently creates jobs for about 30 local workers.
Starting with high-quality products, from the very beginning, the company received support from the local authorities in administrative procedures; participated in product introduction fairs, tourism promotion conferences in and outside the province; put products on reputable e-commerce platforms to reach more customers. Thanks to that, Yen Loan bird's nest products are known and trusted by many people.
Private economy still faces many difficulties
Trade promotion and advertising support policies help many private enterprises in the province expand their product consumption markets.
Over the years, the number of enterprises in the province has increased in most industries and fields. Many enterprises have proactively integrated deeply and widely, participated in the global value chain, and gradually applied new production and business models associated with digital transformation, green economy, and circularity. However, in reality, the development of private enterprises has not been commensurate with their potential in both quantity and scale.
Currently, the province has more than 37,000 registered businesses, of which more than 23,000 are operating, mainly small and medium enterprises, so they face many difficulties in capital, market and labor.
According to Mr. Huynh Huy Cuong - Vice Chairman of the Provincial Business Association, although the local government and departments and branches have created many favorable conditions for businesses, there are still bottlenecks in recruiting skilled workers and professional management; businesses are still not completely favorable in expanding production and business.
The private economic sector has been creating jobs for hundreds of workers.
“My company is also facing difficulties in some areas, especially land and planning. When I want to expand production, it is very difficult to find a site. When I find a site, it is stuck in planning. We hope that the government and departments will continue to accompany the company and have more open mechanisms, removing difficulties as soon as the company proposes,” said Mr. Huynh Huy Cuong.
Mr. Vo Nguyen Vu - Director of 7 Sang Clean Agriculture Company Limited, shared: "Not only my company, many enterprises in the province also face some difficulties in expanding production and business scale. Therefore, we really hope to soon access the province's support policies".
Developing and promoting the role of small and medium enterprises not only promotes internal strength to contribute to socio-economic development but also contributes to promoting economic growth, ensuring progress, social equity and effectively solving social problems in the province.
Therefore, in the coming time, the province needs to continue implementing policies to support enterprises for sustainable development in the new situation. In particular, with the spirit of innovation, eliminating prejudices, creating an open investment and business environment, Resolution No. 68 on private economic development is expected by many enterprises to remove bottlenecks, open up new development space, and new breakthroughs for this economic sector./.
