Resolution 71-NQ/TW opens the door for education to enter a new era

Dr. Nguyen Thi Huyen Thao, teacher at Tran Dai Nghia High School for the Gifted (HCMC), commented: Resolution 71-NQ/TW is considered the door to bring Vietnamese education into a new era; continuing the achievements from Resolution 29-NQ/TW issued by the Party Central Committee in 2013 - considered the door for Vietnamese education to enter a period of integration and development.

Resolution 71-NQ/TW sets out specific and clear goals and directions such as: by 2045, Vietnam must have 5 elite universities and be in the top 100 universities in the world .

In terms of institutions and policies, Resolution 71-NQ/TW has proposed solutions to remove bottlenecks in education such as: increasing preferential allowances to 70% and 100% for disadvantaged areas; committing to spend 20% of total state budget expenditure, of which 5% is for investment, 3% for higher education; building elite universities; attracting international experts; focusing on STEM and promoting strong digital transformation; considering artificial intelligence (AI) as a turning point to create breakthrough changes, bringing education into a new era.

According to Dr. Thao, Resolution 71-NQ/TW sets clear and specific goals in training human resources to become global citizens, good at foreign languages, technology, critical thinking and preserving cultural identity.

To achieve this goal, the State strongly mobilizes resources from society, businesses, funding funds and pays attention to non-public education. All are specified by clear targets and roadmaps, no longer general as before.

"This shows the determination and efforts of the Party and State in realizing the goals before the new school year, and is completely consistent with the general development context of the region and the world. The explosion of science and technology applications in all fields along with the transformation in thinking and perception of the world in the context of integration and cooperation at a new level. There, all citizens and countries aim for a common goal, but still have to preserve their own national identity," Ms. Thao shared.

Promoting international cooperation, approaching international education

According to Dr. Nguyen Thi Huyen Thao, Resolution 71-NQ/TW clearly states: international cooperation in the field of education and training is focused and expanded in many forms to mobilize investment resources from developed countries, corporations and foreign enterprises. At the same time, training of high-quality human resources is promoted through the establishment of scholarship funds.

Along with that is the expansion, diversification and deepening of international cooperation mechanisms in education, training and scientific research. The increased application of international standards in the national education system is carried out in a manner appropriate to the conditions and circumstances of Vietnam. At the same time, promoting negotiations and signing of agreements and treaties on cooperation in the fields of education, training, science and technology; actively participating in international education quality assurance and development organizations.

In addition, it is necessary to improve mechanisms and policies to effectively support higher education institutions in cooperating and linking with prestigious universities and large enterprises abroad, especially in key areas and emerging technologies. Encouraging cooperation and training links according to digital education models and across borders is also an important direction.

"This is considered a key opening point for Vietnamese education to approach and integrate with the region and the world. It is not until now that the Party and State have focused on international cooperation in the field of education. However, Resolution 71 has clearly and specifically pointed out the forms of cooperation, allowing the application of international educational models suitable to the conditions and circumstances of our country. In particular, the completion of policy mechanisms, strengthening of monitoring and inspection activities of educational quality shows due attention to educational activities 'in the name of international' but the quality is not guaranteed", Dr. Nguyen Thi Huyen Thao assessed.

"For the first time, students are supported by financial and credit policies for students. We often hear fairy tales of "poor families, good students, but the university door gradually fades away when there is not enough finance to study". This point is considered the door that opens up learning opportunities for everyone. This is completely in line with UNESCO's orientation of Education for all, education is not limited by administrative borders, financial difficulties or no one is left behind. This point, many countries in the world have done and done for a long time like the US, until now, this policy is present in our country".

In addition, this expert also commented that investment and financial support for learners has opened up opportunities for the non-public and international education systems to participate in investing in educational development.

This helps to take advantage of capital, facilities and high-quality human resources, especially the organizational and management capacity of the non-public education system - which is always considered the key point to develop education towards international standards, while contributing to bringing the public education system together and developing together.
