That is one of the conclusions of the Director of the Department of Education and Training of Ho Chi Minh City, Nguyen Van Hieu, after a meeting of principals of high schools in Ho Chi Minh City.

According to Mr. Nguyen Van Hieu, regarding the implementation of Circular 29/2024 of the Ministry of Education and Training regulating extra teaching and learning, the leaders of the Department of Education and Training of Ho Chi Minh City assigned the principals of high schools to disseminate to teachers to ensure that extra teaching activities comply with regulations, are public and transparent, and avoid abuse for personal purposes. At the same time, improve the quality of formal teaching so that students can learn effectively during class time, limiting the need for extra learning. Do not force students to attend extra classes in any form.

Schools must also check and review the assignment of teachers' compulsory lessons to ensure sufficient compulsory teaching volume. At the same time, they must strictly implement and fully and accurately declare data on the extra teaching and learning management system to ensure transparent and effective management.

The head of the Ho Chi Minh City Department of Education and Training requested high schools to review their budgets for educational activities, prepare additional estimates if necessary, and submit them to the Department of Education and Training for consideration of compensation. Ensure reasonable use of the budget, prioritize educational activities, support students, avoid loss or unreasonable allocation to teachers' income.

Leaders of the Ho Chi Minh City Department of Education and Training requested to assign enrollment targets based on the facilities and capacity of each school, ensuring suitability to reality and meeting the needs of students and society.

The HCM City Department of Education and Training assigned its specialized departments to inspect the assessment of students' abilities, guide schools to improve the quality of formal teaching; guide units to build budgets, ensure funding for educational activities; proactively propose and advise the City People's Committee to supplement funding if necessary. Control revenue and expenditure, prevent over-collection or organize collection outside of regulations; monitor and evaluate the implementation of extra teaching and learning. Advise and propose policy adjustments if there are any shortcomings. Regarding grade 10 admission: Grade 10 admission must ensure fairness, transparency, and compliance with regulations. High schools arrange flexible subject combinations to meet the diverse needs of students, creating favorable conditions for studying and transferring schools when necessary. Review facilities and teaching staff to ensure good learning conditions for admitted students. Regarding the implementation of Conclusion No. 91/2024 of the Politburo , the Department's leaders require schools to seriously implement surveys of teachers' foreign language proficiency according to the general plan, thereby developing appropriate training plans, ensuring teaching quality and practical application. Assign high school principals to proactively implement foreign language training plans for teachers, creating an effective English practice environment.

For students, it is necessary to diversify learning methods and enhance English communication through clubs, exchange programs, and debate competitions.
