Currently, the Ministry of Science and Technology is continuing to perfect the technical platform, build a database, and organize a model to effectively operate the Science and Technology Exchange.
The second initiative is the National Science and Technology Initiative Portal , at www.sangkien.gov.vn. The establishment of the National Initiative Portal stems from the urgent need to mobilize collective intelligence, promote the creativity of all people, and contribute to solving the country's major problems of the Steering Committee for the implementation of Resolution 57-NQ/TW of the Politburo.
The formation of the National Innovation Portal has created a centralized digital platform to receive, share and spread innovative ideas and initiatives from all walks of life, businesses, research institutes, universities, social organizations and experts at home and abroad, for the purpose of national development.
The third initiative is the National Strategic Technology Catalogue . In the current trend of strong development of science and technology, most countries clearly identify strategic technologies and strategic products to form strategic industries. The establishment of a strategic technology catalogue is important in identifying, prioritizing and developing technologies that have the potential to shape the economic, defense and social future of a country.
The Ministry of Science and Technology has advised the Prime Minister to issue Decision No. 1131/QD-TTg dated June 12, 2025 on the List of strategic technologies and strategic products, with 11 strategic technology groups. This is a timely step, continuing to concretize the strategic technology guiding viewpoint and is one of the key and core contents identified in Resolution No. 57-NQ/TW of the Politburo.
National Techfest 2025 was announced by the Ministry of Science and Technology as the fourth initiative. Techfest Vietnam is the largest annual national event on innovative startups, hosted by the Ministry of Science and Technology, in coordination with ministries, sectors and localities.
The annual event is directed and attended by the Prime Minister. Techfest plays a key role in connecting the ecosystem, attracting policy makers, managers, businesses, and domestic and foreign investment funds. After 10 years, the event has affirmed its key position, contributing to bringing the Vietnamese startup ecosystem to the international level.
In 2025, in the context of the whole country actively implementing Resolution 57-NQ/TW with many breakthrough initiatives, Techfest 2025 will apply an open model for the first time: combining an outdoor stage, an experience space along the street and in-depth sessions in the hall. Expanding the space not only helps to visually promote startup products and services, but also brings creative businesses closer to the public, creating more opportunities to reach the community, consumers and investors.
The fifth initiative announced by the Ministry of Science and Technology is the annual Future of Science, Technology, Innovation and Digital Transformation Report (from 2026) . In the context of the world changing strongly under the impact of new technology waves, innovation and digital transformation have become inevitable trends, determining the competitiveness and resilience of each country.
From 2026, the Ministry of Science and Technology will develop and annually publish the Future of Science, Technology, Innovation and Digital Transformation Report, to provide scientific basis, data and analysis for policy making, research orientation, investment and implementation of national strategies.
The report will help the Government, businesses, institutes, schools and the scientific community have updated and accurate information to build plans and choose priorities for research, investment and development.
At the same time, this is an important tool to make information transparent, spread awareness and create social consensus on the role of science, technology and innovation in enhancing national competitiveness and promoting sustainable development of the country in the digital age.
