Creating a unified, synchronous national digital space based on data and artificial intelligence

The Central Steering Committee for Science, Technology, Innovation and Digital Transformation has just issued Regulation No. 05-QD/BCĐTW on a unified, effective digital interoperability model and data-based governance in the political system.

The model is applied uniformly and synchronously throughout the political system.

The overall goal of the Regulation is to create a unified national digital space to fundamentally and comprehensively restructure the operating method of the political system, shifting from traditional governance to modern, effective national governance based on data and digital technology . Changing the mindset and governance method, as a basis for building a national digital architecture framework, towards a transparent, effective governance system, with people and businesses at the center.

Regarding specific objectives: Regulating a synchronous national digital interoperability model, based on infrastructure, data, digital platforms and shared applications to eliminate information segregation, investment fragmentation, form shared national digital resources, use data, digital technology and artificial intelligence as a driving force for socio -economic development, ensure national defense and security, etc. The implementation of the model aims for specific results, measurable by indicators (KPIs) on increasing transparency, accuracy, shortening time and compliance costs, improving analysis, forecasting and policy making capacity.

This model is applied uniformly and synchronously throughout the entire political system, including agencies and organizations of the Party, the State, the Vietnam Fatherland Front and socio-political organizations from the central to local levels. The application in localities with particularly difficult socio-economic conditions is carried out according to a suitable roadmap guided by the Central Steering Committee.

7 Core Principles of the Model

The construction, deployment, operation and evaluation of the Model must strictly adhere to 7 core principles, shifting from "administrative management" to "development management" thinking, including Results-based management; Leadership, direction and operation based on real-time data; Smart and automated operations based on prioritizing the application of Artificial Intelligence (AI First); Strong decentralization and delegation of authority on digital platforms; Taking users as the center with a unified service ecosystem; Ensuring information security and network security as a prerequisite and throughout; Promoting open data development, enhancing transparency, accountability and innovation.

The principles of the Model are closely linked and complement each other, forming a unified whole. In particular, ensuring network safety and security (Principle 6) is the foundation for the remaining principles to be deployed reliably and sustainably. On that secure foundation, Data-based leadership, direction, and management (Principle 2) is only feasible when there is an intelligent operating system that automatically collects data (Principle 3). The collected data allows the Central Government to effectively monitor, thereby decentralizing and delegating power to localities (Principle 4). The effectiveness of decentralization and the entire model is measured by substantive results (Principle 1), aiming at the satisfaction of people and businesses through a unified, user-centered ecosystem (Principle 5). User trust in the ecosystem is reinforced by the assurance of network safety and security (Principle 6). On that basis, publicizing, sharing, and opening data (Principle 7) not only enhances transparency and accountability but also promotes innovation, maximizes the value of data, and forms a closed and continuously improved cycle.

Overall 4-layer architecture of the Model

The model is built according to a 4-layer overall architecture, ensuring consistency, scalability, safety, and network security, including (1) Shared Digital Infrastructure and Network Security Layer, (2) Core Data and Platform Layer, (3) Shared Application and Business Layer, and (4) Interaction and Performance Measurement Channel Layer. with data and artificial intelligence playing the central role, connecting and operating throughout the entire system.

This layering helps to clearly define the roles and responsibilities of agencies and ensures that components can be developed independently but are still compatible and closely connected to each other; in which data and artificial intelligence play a central role, connecting and operating throughout the entire system.

Layer 1. Shared digital infrastructure and cybersecurity. This is the physical and logical foundation layer, providing basic resources and secure connections for the entire political system, including: National Data Center and Cloud Computing Platform in the National Data Center built and operated by the Ministry of Public Security; - Wide Area Information Network of the Party; Specialized Data Transmission Network of Party and State agencies; Specialized digital signature authentication system for public service managed by the Government Cipher Committee; National Cyber ​​Security Monitoring Center managed by the Ministry of Public Security; Specific connections for remote areas and areas with special geographical conditions; Infrastructure to ensure security and safety of end-to-end data.

Layer 2. Core data and platform. This is the central layer, playing an important role in the Model, where data is created, stored, shared and processed into knowledge. Data in databases must be standardized, ensuring the principle of "correct, sufficient, clean, alive", including: National and specialized databases: Including national databases (Population, Land, Enterprises, ...) and specialized databases built by ministries and branches, including specific databases (data on ethnic minorities, border management, ...); National general database at the National Data Center and the National Data Center's Data Sharing and Coordination Platform chaired by the Ministry of Public Security; National Data Integration and Sharing Platform; Electronic Identification and Authentication Platform; National Digital Map and Postal Code System; Big Data Analysis Platform and Shared Artificial Intelligence (AI Platform).

Layer 3. Common applications and operations . This layer includes application systems and digital platforms serving common operations throughout the entire political system, built on the principle of sharing to avoid duplication and waste such as: - National Public Service Portal, National Document Interconnection Axis, Information system serving the direction and administration of the Government, Prime Minister, National reporting information system (including Government reporting information system and Reporting information system of ministries, agencies, localities), Unified public email system, National online meeting platform, National platform for managing cadres, civil servants, and public employees, Specialized platforms and applications serving propaganda, mass mobilization, border management, natural disaster warning and other tasks of agencies in the political system.

Class 4. Interactive channels and effective measurement. This is the interface layer, where users (officials, civil servants, public employees, citizens, businesses) interact with the system and where the effectiveness of the entire Model is measured, including: Main interactive interface: National Public Service Portal (for web interface) and VNeID Application (for mobile); Direction and management tools (Management information boards (Dashboards) to monitor and manage the country, industry, sector, and locality); Monitoring and measurement framework (KPIs)

This architecture creates a closed loop: Data from the Databases (Layer 2) is processed by the AI ​​Platform (Layer 2) into information and knowledge. This knowledge is visualized on Dashboards (Layer 4) for leadership to direct and operate. The effectiveness of these directives is measured by the KPIs Framework (Layer 4), thereby realizing the Principle of Results-Based Management.

The Central Steering Committee for Science, Technology, Innovation and Digital Transformation assigns tasks to ministries, central agencies and localities to carry out tasks according to their functions, and to properly implement the information and reporting regime; at the same time, it requires that the development and implementation of the Model be considered a key political task, requiring revolutionary changes in thinking and leadership, direction and management methods at all levels and sectors. This is an urgent requirement to implement Plan No. 02-KH/BCĐTW and effectively serve the 2-level local government model, improving national governance capacity.

The implementation of the model goes hand in hand with the completion of the legal framework on connection, sharing, exploitation, use and protection of data. The model must be designed with an open, flexible architecture, easy to update and integrate new technologies./.
