The draft Political Report submitted to the Provincial Party Congress for the 2025-2030 term (referred to as the draft Political Report) demonstrates the strategic vision, spirit of comprehensive innovation and aspiration for breakthrough development. The goal by 2030 is for An Giang to become a fairly developed province in the country, a strong marine economic center of the country.

Long-term vision, clear goals

Looking at the overall goals and specific targets in the draft Political Report, it can be seen that this is a breakthrough document but still feasible. Targets such as: Average GRDP growth of 10% or more, GRDP per capita of about 6,000 USD by 2030, urbanization of over 50%, total social investment capital of more than 600,000 billion VND... are all feasible if the province continues to promote administrative reform, attract effective investment, develop synchronous infrastructure and digital transformation.

In particular, the orientation to develop the Long Xuyen - Chau Doc - Rach Gia - Ha Tien quadrilateral into a dynamic industrial, logistics, tourism, and high-tech agricultural region is a strategic step, helping An Giang affirm its position in the Southwest sub-region, towards the Cambodia - Vietnam - Thailand economic corridor.

The draft Political Report clearly identifies socio-economic, environmental, and defense targets, demonstrating comprehensiveness and high political determination. With the momentum of infrastructure development such as the Chau Doc - Can Tho - Soc Trang expressway, seaports, and an improved investment environment, An Giang is fully capable of achieving GRDP growth of 10% per year.

Regarding society, the targets: Over 95% of people participating in health insurance, 68% of schools meeting national standards, 14 doctors/10,000 people, 89.5% of rural people having access to clean water... are high goals, but not beyond reach if the province continues to focus resources, promote socialization, and improve the quality of human resources in the health and education sectors.

Regional Development

A highlight of the draft Political Report is the orientation for the development of 5 key dynamic regions to reorganize the development space in a specialized, connected and effective direction, suitable to geographical, socio-economic conditions and international integration. Accordingly, Rach Gia is oriented to become a comprehensive economic and marine economic center, making good use of its coastal location and connecting transport infrastructure. However, when investing in seaports and coastal urban areas, it is necessary to take into account the factors of climate change and rising sea levels. Phu Quoc is aiming to become an international tourism and service center. To achieve this level, the province needs a specific mechanism for investment, urban management and ecological conservation. Tourism development must be associated with environmental protection.

Long Xuyen is a center of high-tech agriculture and processing industry. This is the right direction, but it is necessary to promote enterprises to invest in deep processing and support farmers to access modern technology, creating a sustainable value chain. Chau Doc plays the role of a center for spiritual tourism and border trade economy. Tinh Bien international border gate, Chau Doc - Can Tho - Soc Trang expressway will help Chau Doc increase trade with Cambodia, strongly develop logistics services, cross-border tourism and border trade. Ha Tien is a center of maritime economy - border trade, playing the role of a gateway for international trade with ASEAN through seaports and international border gates. With the advantage of both having sea and border, Ha Tien is a strategic location in regional connectivity and regional integration.

Clearly defining the role and potential of each region will help effectively exploit comparative advantages, creating a spread of development throughout the province. The model of "5 dynamic regions" is the solution to the problem of rapid but sustainable development, expanding connections with the Mekong Delta and the Mekong region.

Marine economy - new development pillar

An Giang has a 200km long coastline and an important geostrategic position. The goal of developing An Giang into a strong national marine economic center by 2030 is a breakthrough direction, reflecting a clear awareness of the potential of the sea and islands. The construction of a fisheries center and a processing zone associated with raw material areas, combined with the development of renewable energy are correct, long-term solutions.

However, for the marine economy to develop sustainably, the province needs to prioritize protecting marine resources, controlling pollution and preventing coastal erosion, and building a modern marine data system to serve policy management. The development of populated islands must go hand in hand with ensuring livelihoods, security and the environment.

The goal is clear, the aspiration is aroused. With consensus in ideology, synchronization in action and high determination from the entire political system, An Giang can completely achieve the set goal, becoming a fairly developed province in the country by 2030 as a testament to the spirit of daring to think, daring to do, daring to break through.
