Removing difficulties for energy and mineral exploitation projects

In Lam Dong, the industrial production situation over the first 8 months of 2025, in general, maintained growth momentum thanks to the recovery of some key industries. In particular, the industrial production index (IIP) increased by 4.11% over the same period last year, with the mining industry alone increasing by 8.85% and the processing and manufacturing industry increasing by 8.65%... However, the past time also recorded some difficulties, especially regarding the problems of renewable energy projects, mineral exploitation...

According to the Department of Industry and Trade, up to now, the whole province has about 20 renewable energy projects facing difficulties, including 6 wind power projects located within the planning boundary of the zoning for exploration, exploitation, processing and use of bauxite ore in the period of 2007 - 2015, with a view to 2025. Of these, the Dak Hoa wind power project (50 MW) has generated commercial electricity, the Nam Binh 1 wind power project (30 MW) has completed construction but has not yet generated commercial electricity, and the Dak N'Drung 1, 2, 3 wind power projects (300 MW) have constructed dozens of turbine towers... For the remaining 14 projects located in the titanium mineral reserve area, 12 projects have been put into commercial operation and 2 projects have basically completed investment but have not yet been approved for acceptance, energized and put into commercial operation.

From the above difficulties, the industry and trade sector has advised the province to propose that the Central Government pay attention to resolving a number of related issues. For wind power projects that overlap bauxite planning, it is recommended to consider adjusting the location out of the mineral planning approved in Decision No. 866 of the Prime Minister ... It is known that at the end of last year, the Government issued Resolution No. 233, which advocated "dual-use planning" to handle and remove renewable energy projects that overlap minerals. Regarding this issue, the province proposed that the competent authority prioritize the development of renewable energy projects, because when the project life cycle ends (about 30 years), with the characteristics of bauxite and titanium in the province, there will still be and can continue to be exploited...

In the coastal area of ​​Lam Dong, there are currently 2 LNG power projects - Son My Power Center with a total capacity of 4,500 MW (including Son My I - 2,250 MW, Son My II - 2,250 MW) in the list of important national projects, key to the energy sector. Therefore, the locality also proposed that the Government consider and promptly direct relevant ministries and branches to resolve difficulties, obstacles and recommendations of investors according to their prescribed authority. Thereby, creating conditions and soon supporting the implementation of large-scale projects according to the planning schedule approved by the Prime Minister.

In August, the Department of Industry and Trade also developed a plan to implement key tasks and solutions to contribute to ensuring that Lam Dong province's growth target for 2025 reaches over 8%. In the industrial sector, the industry advised the Provincial People's Committee to work with the Ministry of Industry and Trade on proposing a plan to mobilize additional electricity production output from factories in the Vinh Tan Power Center. Timely support and remove obstacles and difficulties of power projects to strive to put into operation a number of wind power plant projects in the second half of this year such as: Hoa Thang 1.2 wind power (capacity 100 MW), Nam Binh 1 wind power (capacity 30 MW), Dak N'Drung 1 wind power (capacity 100 MW), Dak N'Drung 2 wind power (capacity 100 MW), Dak N'Drung 3 wind power (capacity 100 MW)... In addition, we also pay attention to supporting investors to remove obstacles, complete procedures and soon invest in mineral projects, including the complex of ore - alumina - aluminum processing plant.

When projects are cleared of obstacles, investment progress is accelerated, completed and put into operation, contributing to local socio-economic development...
