Immediately after the Prime Minister issued Decision 1446/QD-TTg dated August 30, 2021 approving the Program "Training and retraining to improve human resource skills to meet the requirements of the Fourth Industrial Revolution", the Provincial People's Committee promptly issued Plan No. 190/KH-UBND dated October 8, 2021 to specify the Central Government's policy on goals, tasks and solutions to implement the program in the province.
Propaganda work has been stepped up to raise awareness of workers, employers, students and stakeholders about the quality of human resources. The province has conducted a survey on the current status of vocational skills of workers at more than 300 enterprises, focusing mainly on the following areas: Manufacturing and processing industry, logistics, textiles, automobile technology, high technology, information technology and tourism services.
On that basis, vocational education institutions have adjusted the list of occupations and the structure of enrollment quotas according to labor market needs; built and updated short-term training programs and retraining programs for workers currently working at enterprises; and proposed to open new occupations with high technology applications or to meet future vocational skills requirements.
These institutions also focus on innovating the curriculum; strengthening cooperation with enterprises in organizing teaching and practice, contributing to improving the quality of training and the ability to meet the labor needs of enterprises. Accordingly, from 2021 to present, vocational training institutions have reviewed and updated more than 200 existing training programs and built 140 new programs towards integrating knowledge of the 4.0 industrial revolution. The programs and textbooks are reviewed and newly built according to current regulations, ensuring that the practice rate accounts for 70-80% of the total program duration; implementing innovation in the structure of training programs to help students and graduates immediately meet the practical requirements of enterprises and production and business establishments.
The province also focuses on organizing training activities to improve professional capacity, pedagogical skills and digital capacity for teachers and managers in vocational education institutions. On average, each year, the province organizes training to improve professional qualifications for about 150 teachers and managers. Some businesses in the area have coordinated with vocational education institutions to select and train highly skilled people to become internship instructors at businesses.
Quang Ninh also applies many policies to support enrollment and training for vocational training institutions, such as: Tuition exemption and reduction, support for study and dormitory costs; priority enrollment for disadvantaged labor groups (ethnic minorities, people with disabilities, unemployed workers). Training forms are diversified and flexible: Work-study; training at enterprises; training links between vocational schools and universities and colleges outside the province.
From 2020 to the end of June 2025, vocational training institutions in the area have enrolled 207,892 people in more than 120 occupations in 7 different occupational groups; of which 31,568 people are at intermediate level, 4,561 people are at college level, the rest are at primary vocational level and training under 3 months. The number of people studying at college level and Tourism - Service occupations tends to increase, basically meeting the human resource needs of businesses and the needs of society.
The province has also issued and implemented well policies to support vocational training. Specifically, according to Resolution 310/2020/NQ-HDND of the Provincial People's Council, in the period of 2021-2024, it has supported 53,893 people with a budget of VND 94.4 billion; according to Resolution 35/2021/NQ-HDND of the Provincial People's Council, it has supported 16,049 students with a budget of VND 67.9 billion. According to Decision 46/2015/QD-TTg of the Prime Minister, the province has supported vocational training for 8,058 people.
The coordination between the "3 houses": State - School - Enterprise has been strengthened. In the period of 2021-2024, the total local budget expenditure for education, training and vocational training in Quang Ninh province reached about 21,638 billion VND, accounting for about 20% of the total local budget expenditure. Since 2000, the province's sectors and localities have introduced more than 84,000 workers to enterprises. From 2021 to now, more than 48,000 workers have been trained at enterprises.
Thanks to the focus on improving the quality of human resources, by the end of June 2025, the rate of trained workers in the province reached 87.3%; of which the rate of workers with degrees and certificates reached 51.6%. In the first 6 months of 2025, about 17,580 workers in the area had new jobs. In the coming time, Quang Ninh will continue to strengthen the connection between training and the labor market; diversify solutions to improve the quality of human resources to meet the sustainable development of the province.
