Chief of Office of the State Council of Professors, Associate Professor, Dr. Tran Anh Tuan said that in 2025, there will be 117 basic Councils of Professors with 1,292 registered candidates, including 119 Professor candidates and 1,173 Associate Professor candidates.
The North has 68 councils with 729 candidates, the Central region has 10 councils with 149 candidates, the South has 39 councils with 413 candidates. The number of candidates in each council ranges from 1 to 46 people.
Notably, in 2025, there will be 5 interdisciplinary and interdisciplinary Professor Councils (Information Technology, Electricity-Electronics-Automation, Water Resources, Mathematics, Physics) reviewing applications completely online; candidates declare their applications electronically. The remaining 23 councils will review applications on online software, with paper applications attached.
Professor candidates must be Associate Professors; Associate Professor candidates must have a PhD. During the recognition process, candidates must assume the role of main supervisor of doctoral students and graduate students; preside over the compilation of textbooks for university and higher education; meet the requirements on teaching experience, teaching hours and scientific work scores.

Research works that are scored include: scientific articles as the main author published in prestigious international journals, exclusive patents, useful solutions, works of art, training achievements or sports competitions that have won national and international awards.
Professor candidates must be the main author of at least 5 published scientific works; Associate Professor candidates need at least 3 works.
“Scientific article” is understood as a work with an international standard code ISSN, clearly showing scientific ideas, research content, domestic and foreign research situation, theoretical and applied contributions, methods, sources of materials and references.
Professor candidates must preside over at least 2 ministerial-level scientific and technological tasks or 1 national-level task that has been accepted and met requirements or higher.
Associate Professor candidates must preside over at least 2 grassroots-level tasks or 1 ministerial-level task that has been accepted as satisfactory or higher.
According to some scientists, to ensure recognition of the title of Professor or Associate Professor, candidates need to provide clear, accurate scientific evidence in accordance with the prescribed criteria.
Many practical issues are of concern such as: articles from international conferences printed in a comprehensive book should be evidenced, the whole book or just the cover, table of contents and book chapters; patents issued abroad in English should be translated or accompanied by the original?
Candidate Lam To Trang (Ho Chi Minh City Open University) is concerned about how to declare if participating in many topics managed by differenteducational institutions.
Candidate Nguyen Hoang Dinh (Ho Chi Minh City University of Medicine and Pharmacy) raised the issue of whether articles with a single author violate scientific integrity.
Professor, Dr. Vo Van Sen, Chairman of the Science and Training Council of the University of Social Sciences and Humanities (Ho Chi Minh City National University), said that special attention should be paid to the use of AI in research. “AI is a matter of the times, so it needs to be specifically and strictly regulated to ensure transparency and scientific integrity for candidates,” he emphasized.
Associate Professor, Dr. Tran Anh Tuan said that each scientific work considered for the standards of Professor and Associate Professor must be suitable for the registered industry and major and have its points converted according to regulations, based on scientific quality.
For articles, scoring is based on the journal's impact factor and the article's citation index. Popular scientific articles, books summarizing research results, final reports, comments, assessments, translations, etc. are not scored.
He noted that if a candidate publishes many works in a short period of time, it is unreasonable in terms of research capacity. Therefore, the council needs to consider carefully and may question the reasons, motivations and funding sources for conducting research in such a short period of time.
In addition, to ensure transparency and scientific integrity in the consideration of recognition of the title of Professor and Associate Professor, the candidate's general scientific report must clarify the research directions with specific contents: reasons for implementation, research methods, research results and training associated with each research direction. The candidate must clearly analyze the relationship between the research directions and the results achieved. The report must also state the future research direction and affirm the capacity to meet the standards of the title of Professor and Associate Professor.
