
Strategic horizontal axis
Located at the northern gateway of Quang Nam, the “new urban area” Dien Ban is the intersection between Da Nang City, the ancient urban area of Hoi An City and the western districts of the province.
The town holds the function of sharing industrial, service and tourism activities through the system of Da Nang international airport, Tien Sa port, industrial parks, craft villages, the inter- regional world cultural heritage Hue - Hoi An - My Son and the Thu Bon river delta system in the south.
Therefore, Da Nang City and Quang Nam Province have promoted investment and put into operation key traffic infrastructure projects with strategic connections through Dien Ban, typically the Vietnam coastal road, National Highway (QL) 1, some routes in the eastern region...
However, a strategic horizontal axis running from the East to the West through Dien Ban town, connecting to National Highway 14B in Hoa Khuong commune (Hoa Vang district, Da Nang city) has not been able to take shape.

According to the plan, the northern belt road of Quang Nam province is about 18.7km long; of which the section passing through Da Nang city is 1.2km long, and the section passing through Quang Nam is 17.5km long.
Mr. Tran Uc - Chairman of Dien Ban Town People's Committee assessed that long-term sustainable development, satisfying all future needs of the urban cluster, cannot be separated from the formation of the northern belt axis like that.
The route will connect traffic from the coastal road in the East of Dien Ban, across Vinh Dien River, across National Highway 1, over the highway, across Yen River (via Quang Da Bridge being built by Da Nang) to National Highway 14B.
The northern belt road of Quang Nam province, when completed, will contribute to completing the East-West traffic axis of the economic-urban corridor, connecting the Nam Giang border gate economic zone (via National Highway 14D, Ho Chi Minh road, National Highway 14B) with Da Nang city and the northern coastal area of Quang Nam (Dai Loc, Dien Ban and Hoi An are the number 1 driving force).
“The above mentioned strategic horizontal axis also creates conditions for renovation and land fund to develop the urban space of northern Quang Nam, distribute population, form new urban areas, and reduce population density in the central area of the town.
Besides, it promotes socio-economic development in the western localities of the province; meets transportation needs and reduces traffic volume on DT609 route, the southern beltway of Da Nang city" - Mr. Tran Uc said.
Investment realization
Remember more than 3 years ago (March 12, 2021), the Standing Committee of the Provincial People's Council and the working delegation went to survey the field and listened to reports from sectors and localities on the content related to the proposed investment policy for the northern belt road project of Quang Nam province.

At the meeting, stakeholders highlighted the necessity of investment, its conformity with socio-economic planning, sectoral planning, scale, content and source of investment capital, impact assessment, project efficiency, etc.
Vice Chairman of Dien Ban Town People's Committee - Mr. Nguyen Xuan Ha said that the Northern Ring Road Project of Quang Nam province was decided by the Provincial People's Council on investment policy in Resolution No. 23 dated April 19, 2021, Resolution No. 55 dated July 22, 2021.
The Provincial People's Committee approved, approved adjustments and supplements to the project in Decision No. 1312 dated May 16, 2022, Decision No. 1960 dated September 18, 2023. On this basis, the Town People's Committee approved the construction design to be implemented after the basic design in Decision No. 8990 dated December 28, 2023, adjusted in Decision No. 329 dated January 17, 2024.
According to Decision No. 8990 dated December 28, 2023 of Dien Ban Town People's Committee, the Northern Ring Road Project of Quang Nam province will invest in constructing the section from the railway overpass (adjacent to Trang Nhat Industrial Park) to Quang Da bridge with a total length of about 4.62km and divided into 2 sections.
In particular, the railway overpass to route DT605 starts from the N3 intersection, in the administrative center of Dien Hoa commune, crossing the North-South railway at km808+325 (railway route) and Bau Sau river to the intersection with route DT605 with a length of about 1.39km (including the railway overpass and the bridge across Bau Sau river).
The section of DT605 route to the beginning of Quang Da bridge starts from the intersection with DT605 route, goes west and then crosses the Da Nang - Quang Ngai expressway at km8+788 (expressway route), the end point of the project connects to the end point of Quang Da bridge across Yen river with a total length of 3.23km.

As the locality where the project passes through, Mr. Nguyen Quoc Phong - Vice Chairman of Dien Tien Commune People's Committee said that the project affects more than 300 households in Thai Cam, Thai Son and Xuan Diem villages. The commune has coordinated with relevant departments and units to organize meetings, announce the policy, purpose and importance of the project and received the support of the people.
Up to now, households with affected agricultural land have received compensation and support. The implementation of site clearance for residential land and houses is being urgently carried out by relevant agencies and units.
According to Mr. Nguyen Quoc Phong, this project, when completed and put into operation, will have a great impact on Dien Tien commune in particular, creating convenience and shortening travel time to the center of Dien Ban town, or through Hoa Vang district, to Dai Loc district; exploiting potential, developing socio-economy, ensuring security and national defense.
In recent days, information about the groundbreaking of the Northern Ring Road Project of Quang Nam province has been of great interest to the people of Thai Cam village. The head of Thai Cam village - Mr. Nguyen Dinh Hung shared that the people and officials of the village all agreed when the State carried out this project of strategic significance.
Therefore, all cases of affected production land have received money and handed over the land. The main road opens, the appearance of the homeland on Dien Tien land with the historic Bo Bo Victory will change significantly, contributing to building a new life.
Total project investment 498 billion VND
According to the design, the roadbed from the beginning of the project to route DT605 is 9.5m wide; of which the road surface is 7.5m wide, the sidewalk on each side is 1m wide (reinforced sidewalk on each side is 0.5m wide). The roadbed from route DT605 to Quang Da bridge is 27m wide; of which the road surface on each side is 7.5m wide, the median strip is 2m wide, and the sidewalk on each side is 5m wide.
The railway overpass is 214.91m long and 10.5m wide. The Bau Sau bridge is 173.18m long and 10.5m wide. The highway overpass is 161.10m long; 22m wide (the traffic lane on each side is 7.5m wide, the median strip is 2m wide, the railing and sidewalk on each side are 2.5m wide). The project is undertaken by a joint venture of contractors Dai Thien Truong Joint Stock Company and 873 Joint Stock Company - Traffic Construction.
Mr. Nguyen Xuan Ha said that the Northern Belt Road Project of Quang Nam province was assigned by the Provincial People's Committee to the Town People's Committee as the investor, the investor representative is the Dien Ban Town Construction Investment Project Management Board.
The investment objective is to complete the road system connecting the Eastern and Western regions of the northern region of Quang Nam province and Da Nang city; creating momentum for local socio-economic development. The project has a total investment of 498 billion VND; of which the central budget supports 398 billion VND, the provincial budget 100 billion VND.
