This is a special exam as it is the first time it has been implemented for students studying under the 2018 generaleducation program, in the context that the whole country is promoting administrative reform, streamlining the apparatus and transforming the local government model.
Largest scale ever
According to the report of the Ministry of Education and Training (MOET), in 2025, there will be a total of 1,165,289 candidates registered to take the exam, an increase of nearly 100,000 students compared to 2024. Of these, 97.71% are students following the 2018 General Education Program - the first course to comprehensively approach the new program.
The exam will take place over 3 days (June 25-27, 2025), with more than 50,000 exam rooms at 2,493 exam locations nationwide. It is expected that about 200,000 officials, teachers, police, medical staff, volunteers, etc. will participate in organizing the exam.
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed: "This is a special and historic exam, because it is not only the first exam implemented under the 2018 General Education Program, but also takes place in the context of the entire political system being strongly restructured. Therefore, this year's exam is identified by the Ministry of Education and Training and the entire sector as a particularly important political task."
Close guidance from the Government
Since October 2024, the Prime Minister has issued Directive No. 37/CT-TTg on strengthening the direction of the exam. In May 2025, two more Official Dispatches (No. 58 and 61) were issued by the Prime Minister to ensure that the exam is organized smoothly, seriously and thoughtfully.
Deputy Prime Minister Le Thanh Long directly chaired a meeting with ministries and branches on exam preparation and issued Conclusion Notice No. 217/TB-VPCP. Here, the requirement is to ensure the exam is "safe, smooth, serious, objective, thoughtful, compact, reliable, effective"; organized in the spirit of "6 clear": Clear people, clear work, clear responsibility, clear authority, clear time and clear results.
Deputy Minister Pham Ngoc Thuong commented: "Never before has the organization of the exam received such direct, close and timely attention and direction from the Prime Minister, Deputy Prime Minister and ministries and branches as it does now. This is an encouragement, but also a great pressure for the whole industry to make outstanding efforts."

Ministry of Education and Training takes drastic action, localities proactively and synchronously participate
Since the end of 2023, the Ministry of Education and Training has developed a test format structure based on the competency assessment orientation, closely following the 2018 General Education Program. The test questions are designed to comprehensively test students' abilities, limit rote learning, biased learning, and enhance the ability to apply knowledge into practice. At the same time, 18 reference questions have been announced since October 2024, helping teachers and students have a long time to review in the right direction.
To ensure the quality of test preparation, the Ministry of Education and Training has organized training for more than 3,500 teachers nationwide, with the participation of international testing experts. Along with that, professional training programs on exam regulations, exam inspection, use of multiple-choice test scoring software, etc. are organized on a large scale and systematically.
The Ministry also requires schools to innovate teaching methods, increase practice, group discussion, and situation handling, and avoid dependence on textbook materials. Testing and assessment are regularly adjusted to suit the new exam orientation.
"We clearly define that to have a successful exam, everything from teaching, reviewing to organizing the exam must change in a practical, scientific direction, with learners at the center," Deputy Minister Pham Ngoc Thuong emphasized.
Regarding the exam format, candidates studying the 2018 general education program will take 2 compulsory subjects (Math, Literature) and 2 elective subjects; candidates studying the old program (2006) will still take the exam according to the traditional structure. The Ministry also directed all provinces/cities to organize trial exams, in which many localities have organized 2-3 times in the spirit of "trial exams but real operation".
In particular, for the first time, the official exam questions were transferred through the Government Cipher Committee's system, improving security and saving costs.
100% of provinces and cities across the country have established provincial exam steering committees, issued detailed implementation plans, and organized inspection teams for exam preparation. Localities have also reviewed security, fire prevention, and camera surveillance systems at places where exam papers are printed, stored, and graded.
The Ministry of Education and Training organized 13 inspection teams in localities and recognized their proactiveness and positivity. However, some places still had problems such as cameras not having enough coverage, expired fire extinguishers, improper sealing, etc. The inspection teams requested immediate corrections so as not to affect the official exam.

Deputy Minister Pham Ngoc Thuong also said that the 2025 High School Graduation Exam will use 3 main software systems including: Exam management system, multiple-choice test scoring software, and test support software that have been reviewed for safety by the Ministry of Education and Training in coordination with the Ministry of Public Security before operation.
The Ministry of Education and Training also organized online and in-person training for more than 3,500 teachers nationwide on test question development. Instructional materials, video clips, professional handbooks, and post-training assessment systems were also fully completed.
Deputy Minister Pham Ngoc Thuong emphasized: "The Ministry of Education and Training identifies communication work as a key task. We use multiple platforms - from traditional press to social networks - to provide complete and timely information, helping parents and candidates feel secure and confident in the exam."
Localities and schools also do not organize summer tutoring according to Circular 29 but instead switch to strengthening competency-based review guidance, organizing group discussions, and practicing experiences so that students are not pressured but still have a firm grasp of knowledge.
Deputy Minister Pham Ngoc Thuong once again affirmed: "We are very aware that this is not simply an exam, but a test of organizational capacity, inter-sectoral coordination and responsibility of the entire political system. Organizing this exam well is to create trust for society, parents, students and is the foundation for the next innovations of the education sector."
The 2025 high school graduation exam, with thorough and thorough preparation and the synchronous participation of the entire system, is demonstrating the great determination of the Government and the education sector in reforming education in a substantial and transparent manner, for learners and for the future of the country.
