Achieved many impressive numbers
Over the past time, the results of THADS have been continuously improved, basically completing the assigned annual targets and tasks. In addition, the legal institutions on THADS have also been continuously improved.
According to the Report at the 4th Party Congress of the General Department of THADS, during the 2020-2025 term, the work of building and perfecting institutions has always been given attention and achieved important results. The Party Committee has led and directed the General Department of THADS to advise the Ministry of Justice to build, submit to competent authorities for promulgation or promulgate under its authority: 01 Law, 01 Directive, 02 Decrees, 06 Circulars, Joint Circulars;
The General Department of Civil Judgment Enforcement proactively reviews and continues to improve internal regulations and procedures, thereby promptly contributing to removing difficulties and obstacles in practical work advising the Minister of Justice in state management of civil judgment enforcement work.
In order to continue to improve the institutions and laws on THADS, promptly remove difficulties and problems arising from practice, the Party Committee issued a specialized Resolution on "Leading the implementation of the tasks of the General Department of THADS on summarizing, building policies, and building the Law on THADS (amended)".
Based on the Resolution of the Party Committee, closely following the requirements in Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law making and enforcement to meet the requirements of national development in the new era, the General Department of THADS has advised on the development and completion of the dossier of the Law on THADS (amended) to report to the Government in accordance with regulations.
In addition, the General Department of THADS also actively researched and coordinated with the Ministry of Public Security in drafting a Decree regulating the management of evidence warehouses (replacing Decree No. 18/2002/ND-CP and Decree No. 70/2013/ND-CP); coordinated with the Supreme People's Procuracy and the Supreme People's Court in summarizing and evaluating the results of the implementation of the Civil Procedure Code, the Criminal Procedure Code, the Bankruptcy Law; the Law on Enforcement of Criminal Judgments; coordinated with ministries and branches in advising and amending contents related to THADS work in the Law on Credit Institutions, the Land Law, the Law on Property Auction... and many other important legal documents.
In addition, the General Department of Civil Judgment Enforcement has paid attention to the dissemination and education of civil judgment law in various forms; civil judgment enforcement results have been constantly improved, basically completing the assigned annual targets and tasks. The entire civil judgment enforcement system has achieved records in terms of workload and recovery value.
Accordingly, the results of THADS work nationwide in 2024 reached the highest ever in areas such as bank credit cases, economic corruption cases, administrative cases... Specifically, in 2024, nearly 622,000 cases were completed, with a total recovery of more than 117,000 billion VND.
In particular, over VND22,000 billion has been recovered from over 9,200 corruption and economic cases. These impressive figures reflect the great efforts of the enforcement force in challenging conditions, while also contributing to strengthening people's trust in justice.
The work of cadres, organizational apparatus, citizen reception, complaint settlement and anti-corruption all achieved positive results, contributing to improving the effectiveness and efficiency of civil and administrative judgment enforcement activities...
Creating institutional breakthroughs, promoting digitalization
During the 2025-2030 term, the Party Committee of the General Department of Civil Judgment Enforcement has set out key tasks including: Controlling power and preventing corruption. Accordingly, continue to strictly implement Resolution No. 27-NQ/TW and new regulations on controlling power and preventing corruption in civil judgment enforcement activities.
At the same time, perfecting the legal system: Accelerating the amendment and completion of the Law on THADS to meet reform requirements. Focusing on building a synchronous legal corridor, improving the effectiveness of asset recovery in economic-corruption cases.
Streamlined and disciplined organization: Implement the Project to streamline the organization of the General Department; perfect the organizational structure at the central and local levels, especially converting the model of the General Department of THADS into the THADS Management Department according to the policy of the Party and the Government.
In addition, the General Department of Civil Judgments Enforcement will promote the application of information technology, ensure funding and infrastructure for enforcement activities. Synchronously implement digital transformation solutions and reform administrative procedures to improve quality and shorten the time to resolve enforcement.
Promote international cooperation in the enforcement of judgments, learn from foreign experiences; strengthen political and ideological education, foster and improve the capacity and professional qualifications of the enforcement staff...
In the context that the entire political system is entering a period of profound transformation, requiring innovation in thinking, tightening discipline and promoting digital transformation, the General Department of THADS clearly identifies its pioneering role in law enforcement, recovering assets for the State and ensuring the legitimate rights and interests of citizens.
That is a practical contribution to the process of building a socialist rule-of-law state in Vietnam - a justice system that is honest, transparent, and serves the people.
