The Chairman of the Meeting

At the afternoon session, delegates listened to the Report on the results of the first 6 months of 2025 and the verification reports of the Provincial People's Council committees; the report summarizing the discussion opinions of the Delegation Groups. Accordingly, with the spirit of responsibility, proactiveness and accompanying the Provincial People's Committee in preparing the content of the session, on July 19, 2025, the Standing Committee of the Provincial People's Council issued Official Dispatch No. 75/HĐND-VP on organizing discussions on the contents presented at the Third Session, in which, it requested the Provincial People's Council delegation groups to carefully study the contents presented at the session. As a result, 17/17 delegation groups organized discussions in accordance with regulations, seriously and sent a report summarizing their opinions to the Standing Committee of the Provincial People's Council. Of which, 07 groups basically agreed with the contents presented at the Session; 10 groups had opinions on a number of specific contents and were fully summarized in the group discussion report.

Also at the meeting, heads of departments and branches clearly explained a number of contents that delegates, voters and people are interested in, such as: deciding on the number of labor contracts according to Decree No. 111/2022/ND-CP and the situation of local surplus and shortage of teachers; the work of building new rural areas after the rearrangement of administrative units; policies to support the development of the Thai Nguyen tea industry; the level of support for agricultural production to restore production after natural disasters and pests, and the work of practicing the right to prosecute and supervise the investigation of the People's Procuracy...

Comrade Ly Van Huan, Chief Prosecutor of the Provincial People's Procuracy reported and explained at the Session.

At the meeting, the Directors of the Department of Home Affairs, the Directors of the Department of Agriculture and Environment, and the Chief Prosecutor of the Provincial People's Procuracy reported, analyzed the causes and current situation, and proposed solutions to overcome difficulties and obstacles. Opinions focused on the issue of balancing the teaching staff, the labor contract mechanism at the commune level, solutions to expand and increase the value of the tea industry to become a "billion-dollar tree", as well as measures to support people to restore agricultural production effectively and transparently.
Concluding the discussion and explanation session, Mr. Do Duc Cong, Standing Vice Chairman of the Provincial People's Council, emphasized and requested departments, branches and localities to continue to synchronously implement the above solutions, promptly remove difficulties, and ensure the completion of socio -economic development goals in 2025 and the following years.

Delegates vote to pass resolutions at the Session.

At the closing session, delegates discussed and unanimously voted to pass 22 resolutions, including 03 resolutions on personnel work; 02 regular resolutions and 17 thematic resolutions. These are very important resolutions, promptly meeting the requirements and practical tasks of socio-economic development of the province, in line with the model of organizing a 2-level local government; at the same time, they are of long-term strategic nature, and are an important legal basis and basis for the Provincial People's Committee, all levels and sectors to implement and strive to successfully complete the socio-economic development plan for 2025 and the following years. Regarding supervision activities, along with reviewing the reports of the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and judicial agencies, the Provincial People's Council listened to the Report synthesizing voters' opinions and recommendations and forwarded them to competent authorities for consideration and resolution.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Binh delivered a closing speech at the meeting.

In his closing speech at the meeting, Mr. Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized that in order for the resolutions to come into effect soon, immediately after the meeting, the agencies of the Provincial People's Council, the Provincial People's Committee, departments, branches, localities and delegates of the Provincial People's Council should focus on developing plans to effectively implement the resolutions passed by the Provincial People's Council, especially reviewing and supplementing practical and specific solutions suitable to the province's conditions for implementation, striving to complete at the highest level the socio-economic development targets and tasks in 2025.
He requested that specialized agencies seriously receive and promptly resolve opinions and recommendations from voters and delegates; continue to promote administrative reform, digital transformation, and carefully prepare contents for thematic meetings and regular meetings at the end of the year. The Standing Committee, committees, delegations and delegates of the Provincial People's Council should strengthen supervision, especially the implementation of resolutions and the resolution of voters' recommendations; at the same time, coordinate with the Fatherland Front to develop a plan to meet voters to fully inform the results of the meeting and create consensus among the people.
Thus, after a day of urgent, serious, democratic and responsible work, the Third Session of the 14th Provincial People's Council has completed all the contents and programs set out.

1. Resolution on the results of implementing socio-economic development tasks in the first 6 months of the year and tasks and solutions for the last 6 months of 2025.
2. Resolution on the 2026 Monitoring Program of the People's Council of Thai Nguyen province .
3. Resolution promulgating the Working Regulations of the People's Council of Thai Nguyen province, term XIV, 2021 - 2026.
4. Resolution promulgating the Regulations of the 14th Thai Nguyen Provincial People's Council session, term 2021 - 2026.
5. Resolution promulgating the Regulations on receiving citizens, handling complaints, denunciations, recommendations and reflections of citizens of Thai Nguyen Provincial People's Council.
6. Resolution on the decision to apply legal documents stipulating the level of support for a number of regimes, policies and conditions to ensure the operation of People's Councils at all levels in Thai Nguyen province.
7. Resolution on the allocation of the 2025 state budget estimate for Thai Nguyen province.
8. Resolution on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 and the Public Investment Plan for 2025 of Thai Nguyen province.
9. Resolution on approving the policy of assigning the People's Committee of Cao Bang province as the competent authority to implement the investment project to build the Bac Kan - Cao Bang expressway.
10. Resolution on giving opinions on the Medium-term Public Investment Plan for the period 2026 - 2030 of Thai Nguyen province.
11. Resolution on deciding the number of labor contracts to perform professional and technical work according to Decree No. 111/2022/ND-CP, dated December 30, 2022 of the Government in the field of education for the 2025-2026 school year of Thai Nguyen province.
12. Resolution giving opinions on the percentage (%) to calculate land rental price, the percentage (%) collected for land for underground construction, the percentage (%) collected for land with water surface in Thai Nguyen province.
13. Resolution regulating the collection, exemption, reduction, collection, payment, management and use of fees in Thai Nguyen province.
