Actively listen and provide timely support
According to the PCI 2024 results, Hai Phong rose to the top with 74.84 points and 7/10 PCI component indexes improved, increasing points compared to 2023. It is worth noting that, according to the assessment of the Vietnam Federation of Commerce and Industry (VCCI), while the government dynamism index of many provinces and cities showed signs of slowing down and decreasing points, Hai Phong increased its points significantly, from 6.80 points in 2023 to 7.39 points. This result demonstrates the city's commitment and solutions to always listen to, accompany and support businesses.
For example, in early April 2025, right after the news that the United States planned to impose reciprocal tariffs on goods from many countries, including Vietnam, it would directly impact the country's import-export activities and economic growth. Assessing that Hai Phong is a key industrial, seaport, and logistics center in the North, with a large economic openness, it may be more affected than other localities. Therefore, at the 19th City Party Committee Conference reviewing the implementation of tasks in the first quarter of 2025, an "unexpected" content was discussed. That is to assess and predict the direct and indirect impacts of the US tariff policy on the city's growth and budget revenue, in order to have immediate solutions to adapt, support, and remove difficulties for the business community. The city's leaders' viewpoint is that the solution must be one step ahead, act quickly, both in the short term and in the long term to turn difficulties and challenges into opportunities. After the City Party Committee Conference, implementing the directive, many departments and branches immediately implemented many solutions. The Hai Phong Economic Zone Management Board organized meetings and dialogues with enterprises in industrial parks in the city with goods exported to the United States to promptly grasp information and opinions for timely support and resolution. Or the Customs Branch of Region 3 monitored and evaluated revenue on a weekly basis, especially fluctuations in export declarations to the US market registered at the Branch. Head of the Customs Branch of Region 3, Tran Manh Cuong, said that in addition to organizing meetings and dialogues, the leaders of the Branch directly worked with a number of enterprises with large quantities of goods exported to the US market; directed and assigned officers and civil servants to proactively discuss and promptly resolve arising problems.
More flexible adaptation
In recent times, not only have the city, departments, branches and localities held regular dialogues on a quarterly and annual basis, but they have also worked directly with, met with and contacted businesses as soon as the world market has changed, affecting domestic production and business activities, or when there have been changes in policies and legal regulations. Departments and branches have promptly provided full and accurate information to businesses, as well as listened to businesses' feedback and concerns. On that basis, the city, departments and branches have specifically answered concerns, as well as proposed flexible solutions to address difficulties and problems of businesses. This has been highly appreciated by the business community with the dynamic management of the city government, creating a favorable, equal and transparent business environment.

(An Duong Industrial Park) commented: The city's investment and business environment is increasingly favorable, administrative procedures are simplified and shortened. The city, departments and branches always accompany, helping businesses confidently stabilize and expand production.
The PCI Index results are based on the opinions, feedback, and assessments from the business community. Therefore, the PCI Index acts as a policy "radar", helping the government accurately assess bottlenecks and barriers, thereby creating a more favorable investment and business environment. In just a few days, implementing the Resolution of the National Assembly, Hai Duong province will merge with Hai Phong city, opening up a large development space, and at the same time implementing a 2-level local government model. In addition, many of the Party's policies on economic development such as promoting science and technology, digital transformation, and developing the private economy are gradually being concretized. Therefore, the city continues to propose many solutions, continuing to improve the PCI Index, always focusing on listening to businesses, operating flexibly, adapting to reality, and turning difficulties into opportunities. The city determined that after restructuring the administrative apparatus, eliminating the district level, and arranging the establishment of wards, communes, and special economic zones, it would not cause disruption but would review and cut unnecessary administrative procedures, creating more favorable conditions for businesses. In addition, after the National Assembly issued a Resolution replacing Resolution 35 on piloting a number of specific mechanisms and policies for the city's development, policies focusing on decentralization and delegation of power will be the basis and conditions for the city to create a modern, transparent, and open development institution, an opportunity for the city to attract investment and develop businesses.
