On the morning of July 31, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired an online conference to review the work of the Steering Committee in the first 6 months of 2025 and review the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway".
Reporting to the Prime Minister, Minister of Construction Tran Hong Minh said: In the first 6 months of 2025, the whole country implemented the Party and State's policy on merging provinces and cities, organizing a 2-level government model. However, with the attention and drastic direction of the Prime Minister and Deputy Prime Ministers, the regular, continuous and responsible coordination of ministries, branches and localities to mobilize people in compensation and site clearance work; urging contractors in construction implementation, the implementation of projects has achieved many outstanding results.
8 highway projects to start on August 19
The Ministry of Construction has completed investment procedures to start construction of 5 expressway projects with a total length of 271 km and is continuing to implement procedures to start construction of 3 expressway projects (Dau Giay - Tan Phu, DATP3 Hanoi Ring Road 4 project, DATP1 Gia Nghia - Chon Thanh) with a total length of 302 km on August 19, 2025.
By the end of 2025, the Ministry of Construction will select investors to start construction of the Tan Phu - Bao Loc (66 km) and Ho Chi Minh City - Moc Bai (51 km) projects with a total length of 117 km.
The Ministry has also completed adjusting the investment policy for the Huu Nghi - Chi Lang and Bien Hoa - Vung Tau projects; approved the adjustment of the feasibility study report for the Tuyen Quang - Ha Giang expressway project (phase 1).
Up to now, for projects scheduled to be completed in 2025, site clearance work has been basically completed, with only a few additional collector road or high-voltage power line locations remaining, but this does not affect the project implementation progress.

"Although Dong Nai is slower than the general requirement, in recent times it has tried and made efforts to increase the handover rate of the project's component 1 Bien Hoa - Vung Tau in 6 months from 42% to 97%," the Minister acknowledged.
The newly started projects have also been implemented by localities according to the principle of simultaneous site clearance; construction is organized as soon as the site is available, such as the Hoa Binh - Moc Chau project (section through Phu Tho) reaching 80%; Ninh Binh - Hai Phong, public investment project reaching 60%, PPP project reaching 63%.
Adequate supply of construction materials
Regarding construction materials, the Minister informed that currently, localities have actively resolved procedures for granting mines at the Hoa Lien - Tuy Loan and Tuyen Quang - Ha Giang projects to meet construction progress. Dong Nai province has allocated and increased mining capacity to meet the supply of stone for projects in the region.
As for the Mekong Delta project, after a long period of difficulty in determining the supply source, the Prime Minister and Deputy Prime Minister have repeatedly inspected the site and given instructions on allocating sand resources and increasing mining capacity; the Minister of Construction and the Minister of Agriculture and Environment also directly worked with localities with sand mines, thereby providing guidance on removing difficulties in implementing mining procedures.
Up to now, the provinces have reviewed and arranged sufficient supply (about 76.2 million m3 of sand/demand of 65.5 million m3 for 12 projects in the region) and completed the procedures for granting mines, removing major bottlenecks of the projects, creating conditions to speed up construction progress.
"After the problems with material sources and site clearance were basically resolved, the investors directed the contractors to actively organize 3 shifts and 4 crews, working during holidays and Tet, taking advantage of dry season weather conditions to speed up progress, and have achieved many positive results so far," informed Minister Tran Hong Minh.
Specifically, 4 component projects (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh and 70 km of Van Phong - Nha Trang section) with a total length of 208 km of the North - South Eastern Expressway phase 2021 - 2025, 19 km of Ben Luc - Long Thanh project (VEC is the investor), 10 km of component project 3 Bien Hoa - Vung Tau (HCMC is the investor) have been completed and put into operation by April 30, 2025, bringing the total number of expressways nationwide to 2,268 km.
It is expected that on August 19, 2025, an additional 208 km of the main route of the Vung Ang - Bung component project (55 km), Van Ninh - Cam Lo (66 km), the remaining 13 km of the Van Phong - Nha Trang project, some sections of the Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh projects will be completed, bringing the total number of roads nationwide to 2,476 km.
Expressway projects planned to be completed in 2025 to achieve the target of 3,000 km have accelerated to increase output in the first 6 months of the year, such as: North-South Expressway Eastern phase 2021 - 2025 increased by 20,193 billion VND, Bien Hoa - Vung Tau component project 2 increased by 1,266 billion VND, Ho Chi Minh City Ring Road 3 component project 1 increased by 3,378 billion VND, component project 5 increased by 970 billion VND, Khanh Hoa - Buon Ma Thuot component project 3 increased by 1,077 billion VND.
"In particular, the Bien Hoa - Vung Tau Expressway Component 1 project in the initial phase encountered many difficulties in terms of site clearance and construction materials, but is gradually regaining progress (increasing by 751 billion VND, equivalent to 30% of the contract value) and is committed to completing the main route in 2025. At the same time, investors continue to direct contractors to overcome weather difficulties and flexibly apply technical solutions to shorten construction time with the goal of completion in 2025," said the Minister.
Many projects planned to be completed in 2026 have also made efforts to implement and strive to complete the route or complete eligible sections by the end of 2025, shortening the plan by 4 to 5 months; construction output has also increased, such as: Khanh Hoa - Buon Ma Thuot component project 2 increased by 1,610 billion VND, Dong Dang - Tra Linh project increased by 1,871 billion VND, Huu Nghi - Chi Lang project increased by 1,643 billion VND, Chau Doc - Can Tho - Soc Trang project component project 2 increased by 1,328 billion VND, component project 4 increased by 1,649 billion VND.
The total construction output value of expressway projects nationwide in the first 6 months of 2025 reached more than 66,500 billion VND.
In the aviation sector, in addition to putting into operation Terminal T3 of Tan Son Nhat International Airport, component projects of Long Thanh International Airport are being implemented to meet the set plan.
Specifically, the headquarters of the management agency under the component project 1 have completed the rough construction, the shape of the works has become clear; the air traffic control tower under the component project 2 has basically completed the rough construction, is being completed and prepared for equipment installation; the component project 3 has completed the passenger terminal roof, and is installing mechanical and electrical equipment; the total construction value of the works under the component project 3 to date has reached nearly 40,000 billion VND. The essential works under the component project 4 have also basically completed the selection of investors and are currently under construction.
After the Prime Minister launched the "500 days and nights of emulation to complete 3,000 km of expressway", ministries, branches and localities actively responded and participated, achieving many remarkable results and had many different forms of rewards for cases with outstanding achievements in the emulation movement.
The Ministry of Construction has awarded 31 groups and 138 individuals, including 15 groups and 33 individuals for the 500-day and night peak emulation campaign; and has submitted to the Prime Minister for awarding 14 groups and individuals with outstanding achievements in emulation movements.
