Attending the meeting were representatives of the Department of Agriculture and Environment of Ha Tinh province, Thinh Thanh Transport Joint Stock Company (owner of Cong Thanh 07 ship), Northern Coal Trading Joint Stock Company (cargo owner), insurance and appraisal units.
According to information from the Ha Tinh Maritime Port Authority, the ship Cong Thanh 07 sank in the seaport waters of Ha Tinh on May 25; on board was about 30m3 of diesel oil, 1,400 liters of lubricating oil and 4,952.06 tons of coal; the area where the ship sank often had maritime vessels passing by.
Up to now, the implementation of contents related to oil spill prevention and ensuring maritime safety in the area of the sunken ship is still very limited.
Ha Tinh Maritime Port Authority requests the ship owner to determine the current status and location of the sunken ship; set up maritime signals according to regulations to ensure maritime safety for ships operating in the area. Urgently develop a plan and deploy the salvage of sunken assets (including ships, goods...).
In particular, immediately implement the recovery of the remaining oil on the ship to prevent the risk of oil spills. Sign a contract with a unit capable of responding to oil spills in the area to be ready to respond and handle in case of oil spills or leaks, without affecting the marine environment in the area.

Ha Tinh Maritime Port Authority requested the ship owner to report in detail the construction schedule and completion of oil pumping and salvage of sunken assets before June 16, 2025.
As reported by SGGP Newspaper, at 8:40 p.m. on May 25, Ha Tinh Maritime Port Authority received information from the ship Cong Thanh 07, with a deadweight of 5,162.5 tons, carrying 4,952.06 tons of coal, on its way from Quang Ninh to Quang Binh , when it encountered an incident in the waters of Ky Loi commune, Ky Anh town, Ha Tinh province.
On board were 11 crew members, from Thai Binh, Thanh Hoa and Binh Phuoc provinces.
The ship tilted, water flooded into the hold and then sank. Ha Tinh Maritime Port Authority promptly instructed on safety measures and activated rescue operations.

Through the vessel monitoring system (VTS) and feedback from vehicles in the area, it was determined that the crew had abandoned the vessel before it sank.
Immediately after that, the authorities urgently deployed rescue vehicles. By 1:30 p.m. on May 26, all 11 crew members in distress were safely rescued and brought to Vung Ang port.
