Mobilizing and effectively using resources from the private economic sector

The whole province currently has more than 17 thousand enterprises registered for production and business activities, of which about 12 thousand private enterprises are actually operating, along with more than 70 thousand business households.

In order to develop the private economic sector, in recent years, the province has built and issued many important mechanisms and policies to effectively promote, attract investment and support business development.

At the same time, promote administrative reform, regularly maintain dialogue conferences to promptly grasp and remove difficulties and obstacles for enterprises to operate production and business effectively and sustainably.

Prioritize investment resources to build and develop a synchronous, modern, and regionally connected transport infrastructure system, creating a driving force to attract investment and develop key economic sectors.

Thanks to that, the private economic sector in the area has gradually developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy.

According to statistics, every year, private enterprises nationwide contribute about 50% to GDP, while private enterprises in the province contribute about 30% to provincial GDP.

Regarding budget revenue, currently, the private sector contributes about 30% to the national budget revenue, while private enterprises in Vinh Phuc province contribute more than 10%. Regarding employment, the private sector nationwide provides jobs for about 80% of the workforce, and in Vinh Phuc it is 66%.

In addition to the achieved results, most private enterprises are micro, small and medium-sized. In the province, about 97% of enterprises are small and medium-sized, of which small and micro enterprises account for more than 70%.

Therefore, the financial potential and management level of enterprises are still limited, not making a breakthrough in scale and competitiveness. The connection between DDI enterprises and FDI enterprises is low, facing many difficulties and challenges when implementing digital transformation, green transformation and deep global integration...

Contributing to removing the above barriers, realizing the goal of national development in the new era, especially promoting all potentials and strengths, liberating all productive forces, activating, mobilizing and effectively using all resources, especially resources among the people for socio-economic development, on June 4, the Provincial Party Committee issued Action Plan No. 285 to implement Resolution 68 of the Politburo on private economic development.

The plan sets a goal that by 2030, the private economy will become the most important driving force of the provincial economy, a pioneering force in innovation, application of digital science and technology, green transformation, and development of a circular and sustainable economy.

The growth rate of private economic revenue is 14 - 15%, accounting for 10.5 - 12.5% of the province's total annual budget revenue. Accordingly, the group of key solutions and tasks include: Renewing thinking, reaching high consensus on perception and action, arousing national belief and aspirations, creating new impetus and new momentum for the development of the private economic sector.

Promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business, and the right to fair competition of the private economy.

Facilitate the private economy to access resources of land, capital, and high-quality human resources. Strengthen the connection between private enterprises in the FDI sector and domestic DDI enterprises.

Form and develop large enterprises and private economic groups; provide substantial and effective support for the development of small and micro enterprises and business households.

Upholding business ethics, promoting social responsibility, strongly promoting the entrepreneurial spirit, creating all conditions for entrepreneurs to participate in national governance. Thereby creating leverage to help private enterprises develop in both quantity and quality, improve competitiveness, and promote economic growth in the area.
