On August 28, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 149/CD-TTg on giving gifts to all people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

This is an activity of great political and social significance, aiming to continue to demonstrate the deep concern of the Party and State for the people, while creating an exciting and united atmosphere on the occasion of Independence Day.

According to the telegram, each person received a gift worth 100,000 VND.

The Prime Minister assigned the State Bank of Vietnam to direct commercial banks, especially units where the State Treasury opens accounts, to ensure a smooth payment system and adequate cash resources, without delays, omissions or duplication.

At the same time, the Prime Minister also assigned the Ministry of Public Security to coordinate with the State Bank and commercial banks to deploy technical solutions so that people can receive gifts via the VNeID electronic identification application.

Linking bank accounts with VNeID not only serves to pay 100,000 VND on holidays but also aims at the long-term goal of building a synchronous social security database.

Along with that, immediately after the Telegram was issued, commercial banks simultaneously issued detailed instructions so that customers can perform the linking operations themselves on the VNeID application.

According to the banks' instructions, with just a few steps on the VNeID application, people can register to receive social security money quickly, safely and officially through an account opened at the bank.

Specifically, if people already have a bank account and install VNeID, perform the following operations:

First step , log in to VNeID application, click on "Social Security".

Step two , select “Social Security Account.”

Step three , enter the passcode, select Bank, enter the bank account number, agree to share data, send the request. Then, the system will respond with confirmation from VNeID.

The bank notes that the linked account must be a VND account, with the same owner, active and unrestricted.

After completing the above three steps, people have completed and can wait for approval to receive money directly into their bank account.

If you do not have an account, you can download the banking application, open an account, then return to VNeID to link.

Statistics up to August 28 show that many banks have linked with the VNeID application to receive subsidies from social policies, including: Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, BVBank, ACB, Viiki Bank and Co-opBank.

More banks are expected to link to social security accounts on VNeID.

Ensuring safety and transparency

Not only serving the payment of 100,000 VND on the occasion of National Day, linking accounts also aims to create a synchronous and transparent social security database.

According to the Ministry of Public Security, the goal set for 2025 is for 100% of Vietnamese people to have a social security account linked to VNeID.

At that time, subsidies, pensions, support for the poor, meritorious people, etc. were all transferred directly, limiting paperwork, avoiding loss, and preventing the risk of fraud.

In particular, the VNeID application was developed by the National Population Data Center (Ministry of Public Security), officially released on CH Play and App Store, with the label of the Vietnamese Government.

People are advised to only download official applications and absolutely not use fake applications to protect personal information.

Link request response time is usually from 20 seconds to 1 minute. In case of rejection, the reason may be that the account number was entered incorrectly, the account is inactive or the personal data on VNeID does not match the bank data.

Regarding the legal basis for VneID, according to Decree 69/2024/ND-CP, electronic identification accounts have two levels.

Level 1: Allows Vietnamese citizens and foreigners to access and use some basic information.

Level 2: Allows full exploitation of integrated information, from electronic identification to national databases, used to perform administrative procedures, public services and other transactions.

Electronic identification information has the same legal value as traditional documents in many administrative transactions, creating convenience and saving time and costs. According to Notice 56/TB-VPCP in 2025, the Ministry of Public Security is assigned to preside over and coordinate with the State Bank and commercial banks (VietinBank, Vietcombank, BIDV, Agribank, MB...) to achieve the goal of 100% of people having social security accounts by 2025.

To coordinate the implementation, some banks have piloted social security payments via VNeID, thereby perfecting technical solutions and synchronizing population data. Therefore, the simultaneous implementation on the occasion of National Day September 2 is considered an important step to achieve the long-term goal.

6 steps to receive Independence Day gifts - National Day 2025 on VNeID

According to the Department of Administrative Police for Social Order (C06), people need to have a level 2 electronic identification account on the VNeID application and follow these steps to receive 100,000 VND on the occasion of National Day on VNeID:

Step 1: Open the VNeID app on your phone, then log in to your level 2 identification account. This is a mandatory condition to ensure information accuracy and security.

Step 2: On the main interface of VNeID, you will see the “Social Security” section. Click here to start the process of registering for support.

Step 3: In the Social Security section, select “Social Security Account” to declare information to receive support.

Step 4: Select your bank and fill in the correct bank account number. The support of 100,000 VND will be transferred directly to this account.

Step 5: Continue to fill in personal information such as: Full name, date of birth, Citizen ID number, permanent address... for the system to compare data. Then check the box "I have read the purpose of sharing..." and click "Continue". This is the step to confirm that you agree to share information to receive Social Security support.

Step 6: After checking all the information, click “Send information” to complete the money receiving process. The system will notify successful registration and proceed to process the money transfer.

In case people do not have a bank account, they can register to open an account by downloading the banking application. Then return to the above steps to complete the registration procedure.

SCAM WARNING regarding Independence Day gift giving policy

According to the news site A80.hanoi.gov.vn, on August 29, the Department of Cyber ​​Security and High-Tech Crime Prevention, Phu Tho Provincial Police issued a warning about fraud related to the policy of giving gifts of 100,000 VND/person to all people celebrating Independence Day on September 2.

However, Phu Tho Provincial Police found that taking advantage of this information, bad guys have launched many fraudulent tricks to appropriate property.

Common tricks include: sending fake messages or links with the following content:

Send fake messages/links: “Receive a gift of 100,000 VND”, “Fill in information to receive money”, “Install VNeID to receive gifts”…

Impersonating officers, police, or banks to call and ask for OTP codes, account information, or "authenticated" money transfers.

Create fanpages and websites impersonating authorities to collect personal data.

From the above information, Phu Tho Provincial Police Department recommends: People only use the official VNeID application when performing social security procedures.

Never give your account number, password, or OTP code to anyone.

Do not access strange links, do not install fake VNeID applications.

When receiving suspicious calls or messages, verify with local authorities before making any transactions.
