Sharp decrease in number of criminal cases, case solving rate exceeds target

At the meeting, the representative of the City Inspectorate said that in the past 10 months, Hue recorded 689 cases of law violations and crimes, down 15% compared to the same period. The rate of case discovery reached 91%, exceeding the target by 16 percentage points. The authorities proactively grasped the situation, strengthened the fight against high-tech crimes, drugs, and illegal credit, ensuring a safe living environment for the people.

State management in sensitive areas such as land, minerals, finance, investment, etc. has been tightened. A notable highlight is the transfer of the function of managing drug addicts and drug rehabilitation from the Department of Labor - Invalids and Social Affairs to the City Police, which is considered a proactive step, in line with practical requirements, enhancing management efficiency in the context of drug crimes tending to increase and become more complicated.

The City People's Committee also attaches special importance to the work of preventing and combating corruption, considering it an important part of building an honest Party and government. The City has seriously implemented the 2018 Law on Prevention and Combat of Corruption, in conjunction with the directions of the Central and City Party Committees. The coordination between inspection, investigation, prosecution, and court agencies has become increasingly close and synchronous, improving the effectiveness of detecting and handling violations. Accordingly, the City has prosecuted 7 cases/12 defendants for corruption; prosecuted 9 cases/18 defendants; tried 14 cases/31 defendants; and recovered 3.06 billion VND of corrupt assets.

The representative of the City Inspectorate pointed out that the fight against cybercrime, synthetic drugs and drug addict management still faces many challenges. The legal system is still inadequate and lacks consistency; rehabilitation facilities are overloaded, equipment and human resources are limited, causing difficulties in implementation.

The detection of corruption is still mainly through external reports or periodic administrative inspections. The reason is said to be that the legal system is not really consistent and overlaps; a number of officials in charge of anti-corruption work have not been properly trained and have inadequate awareness.

From the implementation practice, Hue recommends that the National Assembly and the Government promptly review and complete the legal system, especially in the fields of land, bidding, public finance, etc. At the same time, it is necessary to amend the Law on Anti-Corruption and related decrees to better control the transfer of work positions, asset declaration, and handling of conflicts of interest; issue specific instructions in the implementation of the Law on Criminal Procedure, the Law on Juvenile Justice, etc.

The city also requested the Central Government to support updating the list of new drugs, developing treatment regimens for synthetic drug addicts, and investing in upgrading rehabilitation facilities. There should be a clear mechanism binding the coordination responsibilities of network operators, banks, and technology companies in providing information to serve the investigation of high-tech crimes...

Adjusting the law to suit the new model

Many members of the survey team raised their opinions and proposed to clarify some issues. Among them, updating information on the implementation of legal regulations related to the two-level local government model, especially the impact on the activities of judicial agencies from the city to the grassroots level.

Some other notable contents mentioned include: The possibility of socializing the work of enforcing civil judgments; difficulties in coordination between functional sectors when operating a two-level government model. In particular, the delegation members were also interested in organizing the settlement of judicial procedures for people at the commune level in the new government model...

Receiving the delegation's opinions, Vice Chairman of the City People's Committee Nguyen Chi Tai said: The City always pays attention to and focuses on leadership and direction in law enforcement, especially crime prevention and control, law violations; anti-corruption work, as well as investigation, prosecution and trial activities in the area.

Mr. Tai informed: The City People's Committee will direct relevant agencies, especially judicial agencies, to actively participate in contributing opinions to relevant draft laws. At the same time, it is recommended that superior agencies provide additional specific instructions to make the implementation of the law more effective.

Vice Chairman of the City People's Committee Nguyen Chi Tai also pointed out the current situation where many legal regulations are overlapping and inconsistent. The city proposed that the survey team advise the National Assembly to classify, review, and evaluate the entire system of draft laws, thereby having appropriate adjustment plans to avoid affecting the quality of law making.

Concluding the survey, Mr. Nguyen Manh Cuong, Vice Chairman of the Committee, acknowledged and highly appreciated the results that the judicial work of Hue City has achieved in the past time. At the same time, he said that many targets assigned by the National Assembly have been well completed, demonstrating the great efforts of the local judicial system.

Evaluating the city's report, Mr. Cuong said that the content was carefully prepared, of high quality, and provided sufficient information to serve the survey team. In particular, the work of investigation, prosecution, trial, and anti-corruption was seriously implemented, achieving many positive results.

To better serve thematic supervision and policy recommendations to the National Assembly, Mr. Nguyen Manh Cuong suggested that Hue City continue to complete the report and review all statistical data to ensure accuracy and consistency among sectors and fields. At the same time, he also noted that the city needs to propose specific recommendations and comments on draft laws related to the judicial sector that will be submitted to the National Assembly in the upcoming session.
