National conference to review National Target Programs and Emulation Movement "For the poor - Leaving no one behind" for the period 2021-2025

(Haiphong.gov.vn) - On the afternoon of June 22, Prime Minister Pham Minh Chinh chaired the National Conference to review the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the Emulation Movement "The Whole Country Joins Hands to Build New Rural Development" and the Emulation Movement "For the Poor - Leaving No One Behind" for the 2021-2025 period.

The conference was connected online from the main bridge at the Government Headquarters to the headquarters of the People's Committees of provinces and centrally-run cities. Attending and co-chairing at the Hanoi bridge were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee members: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Tran Luu Quang; Vice Chairman of the National Assembly Le Minh Hoan.

Also attending the Conference were leaders of central and local ministries, departments and branches; members of the Steering Committees of the National Target Program and emulation movements; and representatives of a number of international organizations.

Comrade Le Tien Chau, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong presided at the Hai Phong city bridge.

According to the report at the Conference, in the 2021-2025 period, the National Target Programs on new rural construction and sustainable poverty reduction have achieved and exceeded many targets, contributing to changing the face of rural areas and improving people's lives.

By March 2025, the multidimensional poverty rate was 1.93%; the poverty rate in poor districts decreased to 24.86%, and that of ethnic minorities to 12.55%, all exceeding the set target. The number of poor and near-poor households is expected to be about 1.25 million by the end of 2025, reaching 52.49%, exceeding the target of reducing by half compared to the beginning of the period.

The program has invested in more than 2,600 infrastructure projects for disadvantaged areas, helping 19 communes meet new rural standards, exceeding the set target. The rate of stunted children has decreased to 25.42%. Nearly 200,000 children and 130,000 pregnant women have been supplemented with micronutrients.

Regarding labor, 100% of poor and near-poor people in need were consulted and connected to the market. More than 10,000 livelihood models were implemented and nearly 134,000 workers from poor and near-poor households were successfully supported with jobs, exceeding the minimum target.

The national target program on new rural construction has basically completed the goals for the 2021-2025 period, with many targets exceeding the set plan. Nationwide, 6,084 communes (79.3%) met new rural standards; 2,567 communes (42.4%) met advanced standards and 743 communes (12.3%) met model standards, all exceeding the targets of the entire period. At the district level, 329/646 units (51%) met new rural standards; of which 48 districts met advanced standards. 12 provinces and cities completed the task of building new rural areas, reaching 70% of the target of the entire period.

The average income of rural people in 2024 will reach 54 million VND/person/year, an increase of 1.3 times compared to 2020. Rural infrastructure continues to be invested synchronously, many localities build advanced new rural commune models, exemplary models associated with regional culture.

Restructuring agriculture associated with the rural economy achieved positive results, with production value per hectare of agricultural land increasing by 5-10% compared to 2020. The OCOP program developed strongly, with 16,543 products achieving 3 stars or more, an increase of more than 12,000 products compared to 2020.

After more than 3 years of implementation, the rural tourism development program has initially achieved positive results, attracting more and more tourists to the countryside. The two emulation movements "The whole country joins hands to build new rural areas" and "For the poor - No one is left behind" have spread widely, mobilizing the participation of the entire political system, businesses and people, contributing to building a rich, civilized countryside and effectively reducing poverty.

Many mechanisms and policies have been effective, creating a vibrant competitive atmosphere, receiving the people's approval and active response. Propaganda work has been promoted, raising awareness, arousing the will to escape poverty. Activities to discover, foster, reward and replicate advanced models have been focused on in accordance with the correct process. Attention has been paid to the preliminary and final summaries of the movement, promptly removing difficulties in implementation.

Concluding the Conference, Prime Minister Pham Minh Chinh emphasized that it is necessary to summarize the National Target Programs in June, promptly preparing for the two-level local government model to operate from July 1, 2025 and enter a new era of development for the country.

Regarding the upcoming orientation, the Prime Minister requested to continue to firmly pursue the goal of developing ecological agriculture, modern rural areas, civilized farmers and sustainable poverty reduction. The entire political system needs to focus on implementing the "4 pushes": perfecting institutions, developing strategic infrastructure, developing people and diversifying agricultural products. Farmers need "3 pioneers": pioneering poverty reduction, building civilized farmers and green production, and digital transformation.

The Prime Minister requested to urgently develop the national target program for the 2026-2035 period in an integrated and streamlined manner, with high determination and a clear division of tasks. The State plays a leading role, mobilizing all social resources, ensuring social security and fairness, leaving no one behind in the development process.

At the Conference, the Ministry of Home Affairs announced the Decisions of the President and Prime Minister to reward many outstanding collectives and individuals in implementing national target programs and emulation movements./.
