The workshop is a forum for ministries, ministerial-level agencies, enterprises, associations, and provincial People's Committees to exchange, discuss, and make recommendations on difficulties and inadequacies in the current legal system related to the development of science , technology, innovation, and national digital transformation.

On that basis, there are initial answers to identify, evaluate, classify feedback, recommendations, propose amendments, supplements, replacements, and abolishments of problematic and inadequate regulations and perfect the legal system.

Speaking at the workshop, Deputy Minister of Justice Nguyen Thanh Tu emphasized: Developing science, technology, innovation and digital transformation are decisive factors for the development of countries; are the prerequisites and the best opportunities for our country to develop richly and powerfully in the new era, the era of national development.

In recent times, our Party and State have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation.

“Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation has determined that it is necessary to perfect institutions to develop science and technology and make the institution for science and technology development a decisive factor in the development of countries; at the same time, Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era has affirmed that law and law enforcement are the breakthroughs of breakthroughs,” Deputy Minister Nguyen Thanh Tu stated.

According to the Deputy Minister, in recent times, all ministries, branches, localities, and the business community have made many efforts to contribute and perfect laws related to scientific and technological research and innovation... but the results have not been high.

The Deputy Minister said that in the report on the implementation of Resolution No. 57-NQ/TU of the Politburo in the first 5 months of 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, it was clearly stated that: The development and promulgation of institutions and policies still have limitations and challenges such as the quality of amendments and supplements to legal documents still has many challenges in ensuring the complete removal of institutional barriers; the coordination between ministries and agencies in law-making is still ineffective; the number of documents and policies that need to be completed is still large; laws related to science and technology, innovation and digital transformation are at risk of lacking connectivity and compatibility... Therefore, it is necessary to improve institutions and policies to unblock and liberate this important resource in the new context.

At the workshop, the opinions presented focused on identifying the difficulties and inadequacies in current legal regulations that hinder the development of science, technology, innovation and national digital transformation, proposing specific solutions and handling directions, especially issues considered as "legal gaps", "bottlenecks", "knots"...

Some opinions suggest adding regulations on innovation, support mechanisms for innovation activities, especially in enterprises to promote the application of new knowledge, new technology created by science, technology and innovation to form new ideas and solutions; adding separate provisions regulating the transfer of digital technology, software, artificial intelligence, blockchain...; Clarifying the transfer process, valuation and intellectual property rights for digital technology, data and software;….

A representative of the Department of Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade, said that regarding e-commerce law, the Ministry has submitted to the Prime Minister to include the content of law-making in the law program submitted to the National Assembly in 2025 and has held a meeting of the Drafting Groups to urgently put this content into practice.

Deputy Minister Nguyen Thanh Tu requested ministries and ministerial-level agencies to continue researching and using the results in this report as an input data source to serve the task of building and perfecting the legal system according to the roadmap and program for building documents approved by competent authorities.

In addition, the Deputy Minister of Justice also requested the agencies of the Ministry to urgently synthesize the results of reviewing the problems and inadequacies in legal documents that create "barriers" and "bottlenecks" causing difficulties for people and businesses in promoting the development of science, technology, innovation and national digital transformation, especially studying the opinions presented at the workshop, focusing on completing the report to soon submit to the Prime Minister and the Steering Committee for consideration and comments at the next meeting of the Steering Committee.
