Effectiveness from decentralizing vehicle registration to commune-level police

Implementing the policy of decentralizing the registration and issuance of license plates for cars, motorbikes and scooters to the commune-level police, in recent times, the police force at the grassroots level in the province has promoted the spirit of responsibility, served the people quickly and effectively, creating convenience in the process of handling administrative procedures.

Improve service quality

Previously, to register and get a license plate for a motorbike, people had to go to the district-level police station; for cars, they had to go to the Traffic Police Department (Provincial Police). Traveling long distances, taking a lot of time and travel costs, especially for people in remote areas, has caused many difficulties. Since the implementation of decentralization according to Circular No. 15/2022/TT-BCA of the Ministry of Public Security , people can register and get a license plate right at the commune-level police station. People only need to bring valid documents to the commune police station, all procedures are resolved quickly, publicly and transparently.

Thai Son commune has 30 villages, is a commune with difficult economic conditions, and has an unsynchronized traffic infrastructure. In previous years, to register a motorbike, people had to travel more than 20km to get to the district center. Mr. Ha Minh Tan, Trung Thanh 1 village, Thai Son commune shared: "Now it can be done directly at the commune, I can complete it in just one morning, it is very convenient and saves time".

For the border commune of Xin Man, located more than 20km from the center of Xin Man district (old), the movement of people when doing vehicle registration procedures is quite difficult and time-consuming. Mr. Vuong Van Vai, Diu Ha village, Xin Man commune said: Diu Ha village is more than 30km from the center of Xin Man district (old), it takes a lot of time to do vehicle registration procedures. Now the commune police have arranged for staff to receive documents locally, which is very close and convenient for people.

Not only reducing the burden on provincial police agencies, decentralizing the registration and issuance of license plates for cars, motorbikes, and scooters to commune-level police helps improve service quality, shorten the time to handle administrative procedures, and limit overload during peak times.

Grasp the local situation

Decentralizing vehicle registration to the commune-level police not only brings direct benefits to the people but also makes an important contribution to the state management of traffic safety and order. When vehicles are strictly managed from the grassroots level, registration data, license plates and vehicle sales and purchases are updated regularly and accurately, which will effectively serve the investigation and handling of violations as well as the prevention and fight against crime.

Captain Dang Chieu Duong, an officer of Thai Son Commune Police, shared: “From March 2025 to now, the Commune Police have received nearly 70 car registration applications and more than 350 motorbike registration applications. Of which, 20 cars were registered for the first time and nearly 40 car registration applications were received. Vehicle registration is carried out right at the commune, helping us to grasp the situation of local people's vehicles, serving the management work well."

Thanks to the synchronous, public and transparent implementation, people in the communes have learned how to register new vehicles right in their localities, limiting the situation of vehicles of unknown origin, contributing to ensuring security and order. This is also an important step in the process of reforming administrative procedures, modernizing public administration, and moving towards building a digital government.
