The Government has just issued Decree 116 regulating policies to overcome the consequences of animal epidemics, effective from July 25.
The Decree clearly states that the State will support part of the damage caused by animal diseases, without compensating for the damage. The support must be carried out publicly, transparently, promptly, with sufficient conditions, to the right subjects, at the right rates, in accordance with the actual conditions of the locality, without allowing for policy exploitation, negativity, or waste.
According to the Decree, livestock breeders whose animals and animal products must be destroyed due to infection with diseases on the list of diseases transmitted between animals and humans or on the list of diseases that must be declared epidemics will receive support.
Cases considered for support include areas where an epidemic has been declared or outbreaks that do not meet the conditions for declaration but have been confirmed positive or suspected by veterinary agencies. In addition, if it is a new infectious disease that has not been declared, a written confirmation from the competent authority is required.

In particular, the support level for sick pigs is 40,000 VND/kg of live weight. Buffaloes, cows, horses, and goats are supported with 50,000 VND/kg of live weight; sheep and sika deer are 55,000 VND/kg of live weight; chickens, ducks, geese, and pigeons are 35,000 VND/kg of live weight.
Aquatic animals supported include lobster seeds at 10,000 VND/each; white-leg shrimp and black tiger shrimp post-larvae at 10 million VND/million each; fish seeds (sea fish, pangasius, traditional fish, tilapia, cold-water fish) at 10,000 VND/kg,...
Breeders, households, cooperatives, and armed forces units (except enterprises) will receive support if their animals or animal products are infected and must be destroyed, or if they participate in disease prevention according to regulations.
The Government assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Finance and localities to guide and supervise implementation. Funding will be arranged by localities; in case of shortage, it will be supplemented from the central budget according to regulations.
