The numbers speak for themselves.
On May 1, 1990, Hai Lang district was re-established, marking a milestone for the beginning of a new journey. From a poor agricultural district with a rice yield of only 12 quintals/ha, lacking infrastructure, and people's lives still facing many difficulties, Hai Lang has persistently transformed itself in every step. And then after more than three decades, this land has taken on a new, more modern, more spacious and aspirational appearance.
Hai Lang's development achievements are the result of a systematic development strategy, based on the efforts of all classes of people and the correct leadership of the local Party Committee and government. In 2023, the district's GRDP per capita reached 66.3 million VND, a figure that surprised many people when looking back at the very low starting point of more than 30 years ago.
Up to now, the growth rate of Hai Lang's production value has been maintained at 10% - 12%/year. The total local budget revenue reached 830.5 billion VND; total social investment capital in the period of 2020 - 2024 reached 4,600 billion VND. These figures not only confirm the results, but also reflect the will to rise of a countryside that refuses to yield to circumstances.
One of the most obvious marks in the development process of Hai Lang is the economic restructuring. From a purely agricultural district, the proportion of agriculture - forestry - fishery now accounts for only 24.68%, giving way to industry - handicrafts - construction (35.22%) and services (40.1%). These figures reflect an important turning point, Hai Lang is gradually transforming itself to become an industrial "growth pole" of Quang Tri province. The three industrial clusters of Dien Sanh, Hai Thuong and Hai Chanh have attracted dozens of investment projects, with high occupancy rates. In particular, large projects such as My Thuy Port Area and Quang Tri Industrial Park, starting construction in the period of 2023 - 2024, are expected to create a "big push" for the comprehensive development of industry, trade and services.
Not only developing industry, Hai Lang is also a pioneer in the new rural construction program. As the first district to complete the new rural construction planning since 2013, up to now, the whole district has 15/15 communes meeting the standards, of which 3 communes meet the advanced new rural standards and Dien Sanh town meets the civilized urban standards.
With over 2,813 billion VND invested in rural infrastructure, Hai Lang’s appearance has “changed dramatically”: village roads and alleys are spacious, schools, medical stations, and cultural houses have been upgraded synchronously. People are not only confident in their land and village, but also proud that their hometown is a “livable” place.
The clean agricultural production model and organic agriculture are promoted. 177 hectares of organic rice with a yield of 60 - 67 quintals/ha is proof that Hai Lang farmers know how to get rich from their own fields.
In the field of education and training, Hai Lang has been at the top of Quang Tri province for 17 consecutive years, with the quality of excellent secondary school students. The school system has been invested synchronously, with 22/42 schools meeting national standards, especially preschool level reaching 70%. Along with education, Hai Lang's health care has also made much progress: 100% of communes meet national health standards, 100% of people have access to clean water, 93.5% of solid waste is collected according to regulations. Community health care programs, population work, and children are increasingly focused on, helping to improve the quality of life for people.
On the cultural front, the movement “All people unite to build a cultural life” has spread widely, creating a spiritual foundation for development. The rate of cultural families reached 96.7%, 100% of villages and hamlets were recognized as cultural. Activities to encourage learning, encourage talents, and build a learning society have developed strongly, demonstrating the unique identity of the land of studiousness and filial piety.
Building a strong Party and political system
The Hai Lang District Party Committee with 49 grassroots party organizations and more than 4,000 party members has truly become a comprehensive leadership core. The study and following of Ho Chi Minh's ideology, morality and style has spread to every party cell, every cadre and party member, becoming a guiding principle for action in all fields.
A sustainable rural development cannot lack a solid foundation of security and defense. Hai Lang is a bright spot in terms of social order and safety, with many good models such as "Clever People's Mobilization" and "All People Protecting National Security" being widely and effectively deployed. The construction of a national defense posture associated with a people's security posture is carried out synchronously. Disaster prevention and rescue work is always given top priority, especially in the context of increasingly severe climate change.
The movement "Skillful mass mobilization" is not only a slogan but has become a specific method and approach in site clearance, environmental protection and especially promoting the people's strength in the process of building and developing the homeland.
In 2025, Hai Lang celebrates the 50th anniversary of liberation. Looking back on the past journey, it can be affirmed that the land that was once devastated by war has now risen strongly, confidently stepping into the future. In the memory of every Hai Lang resident, whether they go far or stay, this land is not only their homeland but also a symbol of courage and unwavering faith. That memory does not only belong to the past but is a traditional flame, continuing to light the path to a future that is rich, civilized, modern and more livable than ever.
