Hanoi prioritizes resources to build more schools

In recent times, Hanoi city has prioritized resources in terms of capital, land, and removed many difficulties to invest in building and expanding the school network, gradually solving the shortage of schools and classes, meeting the needs of students in the capital.

Recently, the news that two new public high schools in Hanoi , Phuc Thinh (in Phuc Thinh commune) and Do Muoi (in Yen So ward) will organize "overflow" 10th grade enrollment throughout the city, right for the 2025-2026 school year, made thousands of families burst into joy.

Ms. Nguyen Minh Tam (in Dong Anh commune) happily said: Hearing that Phuc Thinh High School will start operating in the next school year, her family asked and searched for information everywhere. Looking at the new, spacious, modern school completing the final stages before the new school year, her whole family was excited.

Phuc Thinh High School (formerly known as Nguyen Khe High School) was built on a plot of land with an area of 25,233m2 , with a total investment of more than 217 billion VND, meeting the criteria of a national standard school. The school has a scale of 45 classrooms, meeting the learning needs of 1,800 students. Similarly, Do Muoi High School was built in Hoang Mai district (old), which is a hot spot for the lack of public schools. The school has a total investment of 332 billion VND, a scale of five floors above ground, one basement, including 45 classrooms, a headmaster's office, a multi-purpose building and functional rooms. Currently, these two projects are urgently completing the final stages to put into use immediately for the 2025-2026 school year, and enrollment has been completed with nearly 1,000 places for students.

With the establishment of two new high schools and the renovation and expansion of old schools, the enrollment target for grade 10 in the 2025-2026 school year in Hanoi has increased by 3% compared to the previous school year, to about 64%. Thus, there will be about 5,000 more students with places to study in public schools.

Not only reducing pressure at the high school level, in recent times, Hanoi has invested in building a network of modern schools, meeting the learning needs in the area at all levels. According to the city's Department of Education and Training, Hanoi is currently leading the country in terms of scale and quality of mass education . The school network is increasingly expanding, infrastructure is increasingly invested in, gradually solidified, standardized and modernized, meeting the learning needs of children in the capital.

There are currently more than 2,900 schools and 2.3 million students in the city, including 23 high-quality schools; nearly 80% of public schools meet national standards. In the 2024-2025 school year alone, the city will build and establish 35 new schools. The investment in building seven advanced and modern inter-level schools with an area of 5 hectares or more is being focused on. In the 2025-2030 period, the city plans to build 30-35 new public high schools to meet the learning needs of students. "This is a great effort by the city as well as localities, when arranging land funds and resources to build schools," emphasized Director of the Department of Education and Training Tran The Cuong.

Prioritize resources for education

In order to gradually complete the school network in the area, in recent times, Hanoi has prioritized investment capital for the education sector. In particular, the city has resolutely implemented Resolution No. 02/NQ-HDND dated April 8, 2022 of the City People's Council, Plan No. 139/KH-UBND dated May 6, 2022 of the City People's Committee on investing in the construction and renovation of public schools to meet national standards, upgrading the health system and renovating relics. In the period of 2021-2025, Hanoi's budget will support capital for 1,458 projects in the three fields of education, health care, and relics with a total amount of nearly 44,057 billion VND.

Every year, Hanoi adjusts and supplements its public investment plan, prioritizing capital allocation for school construction projects. Localities also proactively allocate budget resources, accounting for about 50% of the local public investment plan, to implement school construction investment. For example, in the 2021-2025 period, investment in education in Hoan Kiem district (old) accounts for 41% of total medium-term public investment capital. For Hoang Mai district (old), the district budget allocates VND 4,686 billion (about 50% of the local budget public investment plan) to implement 112 projects to build new, rebuild, renovate, and supplement equipment for school projects.

In addition to prioritizing capital sources, the city focuses on allocating land funds to build schools. In the inner city, land funds are still very limited, but localities have taken drastic solutions. In May 2024, the People's Committee of Hoan Kiem District (old) organized the enforcement and land recovery at plot 43F-47C Ngo Quyen Street and 36A Tran Hung Dao (now in the new Cua Nam Ward) to implement the project of building Vo Thi Sau Primary School. This is a "golden land" area, with many businesses trying to stay, causing difficulties in site clearance, but the local government is still determined to recover it to build a public school.

Similarly, Hoang Mai District (old) also received 19 plots of land from HUD Corporation to carry out infrastructure projects. With the land, this locality quickly implemented investment projects to build new schools, meeting the learning needs of local people.

The Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, clearly states that Hanoi prioritizes the use of land funds after relocating factories, headquarters, and universities according to regulations to build general schools; develop schools associated with urban reconstruction projects; allocate high schools to meet the needs of learners in residential areas; prioritize in inner-city areas lacking schools. The leader of the People's Committee of Bach Mai Ward said that after arranging working headquarters for agencies and units, the ward government will review and allocate the remaining headquarters to serve the two fields of health, education and activities of residents, especially to ensure the criteria of national standard schools.

The city's consistent policy is to invest heavily in educational infrastructure, including building and upgrading schools from kindergarten to university, affirming its position as the country's leading educational center, gradually standing shoulder to shoulder with the world.

Although the appearance of the school network in the capital has improved a lot, the pressure on schools is still concentrated in densely populated areas with limited land funds, especially at the high school level. For many years, the entrance exam to grade 10 in Hanoi has always been a fiercely competitive exam when only about 55-60% of junior high school graduates have a place in a public high school. Many schools have not met the standards of national standard schools as prescribed.

According to the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, Hanoi aims to completely resolve the shortage of schools and classes, ensuring favorable access to education, suitable for all ages with high quality education. The city will have 109 more high schools and 31 general schools with many levels. The rate of public schools meeting national standards is from 85-90%...

Director of the Department of Education and Training Tran The Cuong said that Hanoi will continue to review and arrange the network planning and standardize school facilities, ensuring enough schools according to regulations; supplement land funds, invest in building new schools; prioritize land funds after relocating agency headquarters and universities to build public schools; encourage and facilitate the development of non-public schools in suburban areas and new urban areas. Notably, with the project of 7 advanced and modern primary, secondary and high schools, the medium-term public investment plan has allocated capital for construction. When the projects come into operation, they will help overcome the shortage of schools in some densely populated areas.
