The document clearly states that, in order to ensure synchronous and consistent implementation in the management of digital signature certificates for specialized public services in the city, the City People's Committee requests departments, branches, sectors, and People's Committees of communes and wards to implement the following contents.
Specifically, the organization thoroughly disseminates Decree No. 68/2024/ND-CP of the Government, Decision No. 601/QD-SKHCN dated July 4, 2025 of the Department of Science and Technology on promulgating the Regulations on management and use of digital signatures for specialized public services, digital signature certificates for specialized public services, secret key storage devices and digital signature certification services for specialized public services in the activities of agencies and units under the Hanoi People's Committee to all cadres, civil servants and public employees under their management authority; especially regarding the contents on the responsibilities of organizations and individuals directly using digital signature certificates for specialized public services.
The People's Committees of communes and wards are responsible for performing state management of electronic transactions in their localities according to the functions and tasks prescribed in Decree No. 150/2025/ND-CP of the Government and Circular No. 10/2025/TT-BKHCN of the Minister of Science and Technology .
Departments, branches, sectors, People's Committees of communes and wards assign a single focal point to organize, implement, manage and guide the use of digital signature certification services for public services for subordinate units, cadres, civil servants and public employees under their management authority. Do not assign subordinate units to perform service requests for digital signature certification services for public services, ensuring unified management at the unit and in the area.
Organize a review of the unit's existing specialized digital signature certificates for public service; synthesize and implement digital signature certification requirements according to regulations to ensure that 100% of leaders, officers, and civil servants under their management authority (including affiliated units) can process work documents online and use digital signatures to resolve work.
In particular, the services of Renewing specialized digital signature certificates for public service; changing the content of information on specialized digital signature certificates for public service; restoring secret key storage devices managed by subscribers: units shall comply with the provisions of Decree No. 68/2024/ND-CP on the Information System for registration and management of authentication requests of the Department of Digital Authentication and Information Security - Government Cipher Committee at https://dichvucong.ca.gov.vn; and at the same time send to the Department of Science and Technology on the City's Document Management and Operation System.
Other services as prescribed in Article 6 of Decree No. 68/2024/ND-CP (in addition to the 3 services mentioned above): Implement according to the provisions of Decree No. 68/2024/ND-CP and send to the Department of Digital Authentication and Information Security. Units shall review, synthesize, and report on the implementation and use of specialized digital signatures for public service in the unit's operations, attaching monthly and quarterly periodic reports on Digital Transformation and building a smart city in Hanoi in 2025 for synthesis and reporting to the City People's Committee (through the Department of Science and Technology).
The City assigns the Department of Science and Technology to guide, periodically summarize the implementation results, problems and difficulties of the units, and report to the City People's Committee to direct the contents beyond its authority. See the list here cong-van-so-4414.pdf.
