On May 16, speaking at the National Online Conference to review the work of ensuring traffic order and safety in the first quarter, directions and tasks for the second quarter of 2025, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that Hanoi has over 8 million people with about more than 9.2 million vehicles of all kinds plus more than 1.2 million personal vehicles from other localities circulating daily, causing overload of the city's traffic infrastructure.

In addition, the growth rate of personal vehicles of 4-5%/year is higher than the growth rate of transport infrastructure of 0.35%/year, along with the low awareness of a part of the population, not strictly following the law on traffic order and safety, are the main causes of traffic congestion in the city.

To ensure traffic safety and reduce traffic congestion, the city has proactively implemented strategic transport infrastructure development investment projects to close belt roads and radial national highways; invested in 7 large bridges across the Red River; and invested in urban railway lines.

Of which, the Ring Road 4 project will be basically completed in 2026 and put into operation in 2027; the My Dinh - Ba Sao - Bai Dinh route will start construction on May 17; Tu Lien bridge will start construction on May 19; Tran Hung Dao and Ngoc Hoi bridges will start construction on August 19 and September 2, 2025, respectively.

In the 2025-2030 period, the city will invest in more than 100km of urban railway. Of which, the Nam Thang Long - Tran Hung Dao and Van Cao - Hoa Lac urban railways are being prepared for investment, striving to start construction in 2025.

In addition, the key traffic infrastructure routes such as National Highway 6, the intersection of Ring Road 3.5 - Thang Long Avenue, the Southern trunk road, and the Northern Ring Road 3 are being urgently deployed according to the required schedule.

In addition to investing in urban railway lines and subsidizing passenger fares, the city has issued a resolution to implement low-emission zones; approved a project and is converting buses to use electric and green energy; implemented a public bicycle project; built a policy mechanism to attract investment in developing green transport vehicles and infrastructure, and encouraged people to switch from motor vehicles using fossil fuels to using green and clean means of transport.

Since the beginning of 2025, the city has handled 2/37 points where traffic jams frequently occur; adjusted traffic organization at 68 locations; issued 41 notices to adjust traffic organization; handled traffic jams at 96 school gates in the inner city; reviewed and adjusted all shortcomings in traffic lights and traffic signs throughout the city.

According to statistics from the Hanoi Traffic Safety Committee, in the first quarter of 2025, there were 306 traffic accidents in the city, killing 177 people and injuring 199 people.

Compared to the same period in 2024, there were 81 fewer cases (-20.93%), 1 more death (+0.57%), and 115 fewer injuries (-36.62%).
