Sowing seeds of peace, building security from the grassroots

The models of ensuring security and order at the grassroots level in Thai Nguyen have recently shown remarkable effectiveness, contributing to crime prevention and maintaining social order. After the merger of Thai Nguyen and Bac Kan, the requirements for ensuring security and order have become even higher, requiring proactiveness, flexibility and cohesion from the grassroots level. The effective implementation of the models will contribute to maintaining social stability and strengthening people's trust.

Launching the model of "Self-management team to ensure security and order in Lung Trang - Dong Dam inter-village", Ha Hieu commune, Ba Be district (before merger).

Piloted since June 2018 in 88 villages and residential groups in 27 communes and wards of Bac Kan province (before the merger), the model of "Safe households, peaceful villages, hamlets and residential groups" has been replicated to 1,292 villages and residential groups. The model takes each household as the core to maintain security and order in residential areas, with a commitment not to violate the law, not to let relatives commit crimes, to actively reconcile conflicts and promptly report to the authorities. This is a typical model recognized by the Ministry of Public Security and replicated nationwide.

At Samsung Electronics Vietnam Thai Nguyen Co., Ltd., where thousands of workers work, the model of “Self-managed dormitory, safe in terms of security and order” has been implemented. The model promotes the role of workers themselves in internal management, supporting conflict resolution and preventing violations right in the accommodation area.

Along with the above two models, many other models have been built and replicated according to the characteristics of each locality, contributing to increasing self-management, autonomy and adaptability, such as: "Self-managed mobile team on security and order", "Security camera", model "Linking to ensure security and order" at Bac Kan General Hospital, model "Self-managed religious hamlet..." in Lan Quan hamlet.

The models are maintained in the direction of applying technology, connecting data, enhancing coordination between people, businesses and local police forces, thereby controlling the area well, curbing crimes and law violations.

After Thai Nguyen and Bac Kan merged, the Provincial Police continued to focus on building and expanding models of ensuring security and order, aiming to develop both scale and quality, creating a widespread influence in the community.

The province currently maintains 96 large-scale models, with nearly 7,000 mass organizations participating in protecting security and order at the grassroots level. The models not only cover residential areas, remote areas, but also extend to businesses, industrial parks, educational institutions, religions and ethnic minority areas.

The effective coordination between the police force, local authorities and socio-political organizations has formed many specific models, such as: "Reconciliation Team", "Self-management Team", "5 no, 3 clean" of the Women's Union, "Exemplary Veterans", "Exemplary Grandparents, Filial Children" of the Elderly Association, "Skillful Mass Mobilization Team" of the Provincial Party Committee's Propaganda and Mass Mobilization Department, "3 Together" Working Group of the Provincial Police... Thereby, people are no longer on the sidelines but become active subjects, proactively sharing responsibility, contributing to maintaining security and order in their place of residence.

The Commune Police force and members of the self-management model regularly organize patrols in the area.

From self-management models, the movement "All people protect national security" is increasingly developing in both breadth and depth. After 20 years of organizing the National Security Day (August 19, 2005 - August 19, 2025), the people of the whole province have provided over 200,000 sources of information, of which nearly 100,000 are valuable, helping to investigate and handle more than 20,000 cases; mobilize people to surrender and arrest nearly 3,000 wanted subjects.

Nearly 3,000 guns, 15,000 bullets, 612 grenades, bullets and thousands of support tools and primitive weapons were voluntarily handed over by the people. Thousands of internal conflicts and disputes were also successfully resolved, contributing to maintaining stability at the grassroots level.

Currently, in the context of geographical, cultural and development factors intersecting to form a new administrative unit, inheriting effective models and flexibly adjusting them to suit management requirements is the key to connecting localities and people. Security and order assurance models continue to be maintained and promoted not only in maintaining order, but also as a bridge to the community, enhancing social consensus, orienting public opinion in a positive direction, creating a foundation for stable and harmonious development in the new period.
