This is an activity to implement Decision No. 1079/QD-TTg dated September 14, 2022 of the Prime Minister approving the Project on communication on human rights in Vietnam and to celebrate the country's major holidays in 2025.

In that spirit, the Award is organized with the aim of mobilizing the participation of the people in the country, overseas Vietnamese and international friends in creating photos, videos or having creative ideas, telling good stories, meaningful discoveries on the topic of happy Vietnam, thereby contributing to spreading positive images of the country, Vietnamese people, the precious cultural and historical traditions of the nation or the achievements of socio -economic development of the country to the public at home and abroad, contributing to enhancing the prestige and position of the country in the international arena.
In 2025, Vietnam will make great strides in its happiness index, rising to 46th place in the world , up 8 places compared to 2024 and 19 places compared to 2023.
This is an important milestone, demonstrating the world's recognition and appreciation of Vietnam's policies and achievements in ensuring human rights over the years.
Through the Award, the Organizing Committee wants to convey the message that Vietnam is moving rapidly and developing strongly and comprehensively in all fields: (1) breakthroughs in science and technology development, innovation and national digital transformation; (2) International integration in the new situation; (3) Innovation in law making and enforcement; (4) Fast, sustainable, effective and high-quality private economic development.
Speaking at the launching ceremony, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh shared that each person and each era has a different view on happiness, but happiness also has a common value, happiness is associated with the common joy of humanity, with pride in the country. Vietnamese people are happy because they live in independence, freedom and peace.

According to Permanent Deputy Minister Le Hai Binh, happiness is also pride in what we have and are having.
Recently, the people of the whole country were happy and proud with the moments of celebrating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and coming up are the happy moments of the 80th anniversary of National Day September 2.

Permanent Deputy Minister Le Hai Binh shared that our Party has the greatest goal of making people happy. Consistent with this viewpoint, General Secretary To Lam directed that all activities should be for each Vietnamese citizen to truly have a secure, safe, free, prosperous and happy life.

Therefore, according to Permanent Deputy Minister Le Hai Binh, “The “Happy Vietnam 2025” Award is our way of affirming to the world, fighting against hostile forces and distorted views in the most humane way. Through the images participating in the Award, we affirm that these are happy moments of the people, not arranged.
"We spread the value of happiness, happiness is not a destination but a process. Similarly, the Award does not aim at the award ceremony but at the whole process of implementation. From today, we have pride, gratitude, moments of exploration... We work together so that the Award brings happiness to the participants" - Permanent Deputy Minister Le Hai Binh expressed.

At the launching ceremony, Mr. Pham Anh Tuan - Director of the Department of Grassroots Information and External Information (Ministry of Culture, Sports and Tourism) announced the Award rules.
According to the rules, authors, whether professional or amateur, Vietnamese or foreign, from 15 years old and up can participate in the Award.
The entries will be carefully selected by the Organizing Committee according to specific and clear criteria, stipulated in the Award Rules and judged fairly and objectively by leading experts, journalists, prestigious photographers and filmmakers in 02 Judging Panels: Preliminary Judging Panel and Final Judging Panel.

Each contest category (photo and video) has the following prizes and prize values:
01 First Prize: 50,000,000 VND
02 Second Prizes, each worth 30,000,000 VND
03 Third Prizes, each worth 15,000,000 VND
10 Consolation prizes, each worth 5,000,000 VND
01 Most Voted Work Prize worth 5,000,000 VND
The Organizing Committee encourages and will award 01 creative prize in each category (photo and video) worth: 20,000,000 VND for works with new ideas, creativity in content and form of expression.
In addition, the Organizing Committee will award monthly prizes including First, Second, and Third prizes to the highest voted works of the month in each category.
In addition, the Organizing Committee will award certificates of merit to the authors who won First, Second, Third Prizes and the locality with the most works participating in the Award; the locality with the most works winning First Prizes.
The award ceremony is expected to be broadcast live on Vietnam Television.
