According to a preliminary report from the Vietnam Pepper and Spices Association (VPSA), in the first half of 2025, the global pepper market continued to maintain stability in consumption and tended to increase slightly, although supply decreased somewhat compared to the same period in 2024.

Pepper prices remain high, nearly double that of the same period last year, motivating some countries to expand new planting areas. However, these new areas can only improve supply in the next 2-3 years and cannot immediately solve the current shortage.

In the production areas, as harvests took place amid limited supplies and farmers were in better financial shape due to high prices, the market did not experience the post-harvest sell-offs seen in previous years. This helped to keep prices stable and reinforced expectations that prices would remain high in the future.

Although tariffs in the US have a certain impact on trading activities, they are not the main factor affecting the market. Currently, the major challenge for Vietnam's pepper exports lies in the application of the Value Added Tax (VAT) Law in the agricultural sector without clear guidance from the authorities, causing difficulties for businesses in declaration, slowing down the transaction process and temporarily causing the domestic market to stagnate.

Once the tax regulations are clarified, pepper prices are likely to recover thanks to strong demand from international markets.

In the first 6 months of the year, Vietnam's pepper exports to the US decreased slightly, but this is considered a temporary impact during the period when the market adapts to the new tax policy.

It is forecasted that in the second half of 2025, pepper exports to the US market will have positive growth, especially in the fourth quarter of 2025 and the first quarter of 2026, when import enterprises prepare inventories for the peak consumption season.

Regarding the Chinese market, although Vietnam's pepper exports improved slightly in the first half of the year, there have been no signs of sudden growth. It is expected that in the last 6 months of the year, China will still increase imports from Vietnam, but it is unlikely to achieve a strong increase like in 2023, due to price competition from Indonesia - a country that increased exports to China by more than 100.7% in the first 4 months of the year. This requires Vietnamese businesses to have flexible pricing strategies and delivery methods suitable for fluctuating demand in each period.

In the context of international markets being affected by tax policies, geopolitical situations and seasonal consumption characteristics, international importers are increasingly prioritizing the strategy of purchasing in small, regular and controlled quantities instead of bulk purchases. This is considered an effective way to minimize cost risks and manage inventory flexibly.
