With a natural channel depth of -7m to -13.4m, this area is less affected by big waves and silt, and has the most favorable natural conditions to form a logistics center, a strategic goods transit center for the key economic region of the North and the whole country. In order for the port to promote its value, it needs to be invested in, complete the connecting infrastructure and support mechanisms for investors to get involved early.
Currently, the sea area of Cam Pha ward is mainly exploiting two anchorage areas: Con Ong coal port to receive 70,000-ton ships and Hon Net transshipment anchorage area with the capacity to receive ships from 3,000 to 200,000 tons. The total current exploitation capacity is about 7.14 million tons/year at the mainland port and 76.64 million tons/year at the transshipment anchorage area at sea.
Con Ong - Hon Net Port is identified in many national and provincial planning as one of the strategic seaports. The master plan for the development of Vietnam's seaport system to 2030, with a vision to 2050 (Decision No. 1579/QD-TTg, dated September 22, 2021 of the Prime Minister ) orients Hon Net - Con Ong area of Cam Pha seaport to have a general function, container, bulk cargo, liquid/gas, receiving ships with a capacity of up to 200,000 tons.
Mr. Nguyen Anh Tu, Director of the Provincial Department of Construction, said: With a sheltered location, large channel depth and the ability to connect with economic zones and industrial parks in the region, Con Ong - Hon Net port has the potential to become a strategic cargo transit center, supporting the reduction of load for major ports such as Hai Phong and Cai Lan.
Con Ong - Hon Net Port has been fully integrated into national development plans, Quang Ninh province's planning for the 2021-2030 period, the previous general planning of Cam Pha city, land use planning and transport sector planning. The Provincial People's Committee has added the port project to the list of investment calls in 2025, assigning relevant departments and branches to fully prepare legal basis, site planning, and inter-regional traffic connection roadmap to serve port development.
Despite its clear potential, the project has not yet selected a specific investor. According to the report of the Provincial People's Committee, the Vietnam National Coal and Mineral Industries Group (TKV) has proposed to study investment in a port to serve coal export needs. However, to reach an official investment decision, more incentive mechanisms and legal support are needed.
According to the Customs Branch of Region VIII, the development of Con Ong - Hon Net port helps form a new international customs clearance point, shorten the logistics chain, increase the ability to clear goods, and contribute to promoting local budget revenue. The leader of the Department of Finance said: The province is actively reviewing investment incentive policies according to the Investment Law 2020, ensuring competitiveness, transparency and accompanying businesses when implementing large-scale projects such as Con Ong - Hon Net port; at the same time, studying the use of the state budget to invest in building a route connecting the port with National Highway 18, Ha Long - Van Don - Mong Cai expressway.
To attract investors to this project soon, the province needs to specify incentive mechanisms, such as: Tax exemption and reduction, land support, credit incentives, reducing logistics costs at the port, proactively promoting investment, by inviting large domestic and foreign logistics and seaport corporations, promptly completing connecting infrastructure, roads leading to the port; ensuring stable and long-term planning, creating peace of mind for investors, avoiding sudden planning changes that affect project efficiency.
Con Ong - Hon Net Port has all the conditions of "heavenly time - favorable location - harmony of people" to become a new growth pole for Quang Ninh province and the Northeast region. Early implementation of infrastructure investment and selection of suitable investors will help Quang Ninh not only increase its cargo transport capacity and develop the marine economy but also increase its position on the national logistics map.
