Big challenges ahead of new school year

According to the Department of Education and Training of Ca Mau province, educational institutions under the Department of Education and Training are still short of 302 positions; commune-level educational institutions are short of 1,676 positions. Of which, preschools are short of 461, primary schools are short of 787, and secondary schools are short of 428. Although there are currently 24,266 managers and teachers working, this number still does not meet the demand, especially in remote areas.

The main reason is the overlap in recruitment decentralization. Specifically, Decree No. 142/2025 of the Government stipulates that recruitment authority belongs to the Department of Education and Training, while the Law on Organization of Local Government (issued on June 16, 2025) assigns authority to the Chairman of the People's Committee at the commune level. Along with that, the Government is issuing, adjusting and supplementing new regulations to replace Decree 115 dated September 25, 2020 (amended and supplemented in Decree 85 dated December 7, 2023) which also makes it difficult to develop a plan to recruit educational officials at the local level.

Faced with the above situation, the provincial education sector has directed the review and statistics of the existing teaching staff and developed a recruitment plan according to the assigned staff, based on the actual needs of each school, giving priority to disadvantaged localities.

Ensure "There must be teachers in the classroom where there are students"

The industry's guiding viewpoint is: "If there are students, there must be teachers in the classroom." This is not only a mandatory legal requirement, but also a decisive factor in the quality of teaching and learning, especially in the context of the entire industry implementing fundamental and comprehensive innovation in education and training.

However, the arrangement and assignment of teachers must be reasonable, effective and economical, avoiding dispersion or overlap, causing waste of resources. The Department of Education and Training has advised the Provincial People's Committee to direct localities to arrange staff in a scientific and flexible manner, through rotation and internal transfer between schools.

In addition to staffing, the provincial education sector also focuses on improving the quality of the existing staff. It is currently implementing training to upgrade the standards of 124 general education teachers and professional development for thousands of teachers and managers, with special attention paid to teachers of integrated subjects and the application of information technology, meeting the requirements of educational innovation.

Mr. Nguyen Van Nguyen, Director of the Department of Education and Training of Ca Mau province, said: “To improve the quality of teachers and managers in the coming period, the sector will focus on implementing 4 main groups of solutions including: continuing to train and improve the standard qualifications of teachers at all levels; enhancing regular training; training linked to practical needs and advising on the development of a project to develop teachers and managers for the period 2026-2030, with a vision to 2045”.

Solving the teacher shortage is not only the task of the education sector but also requires close coordination between all levels and sectors, especially in recruitment, staff allocation and resource allocation.

In the coming time, the Ca Mau Education sector will closely follow the orientation of the Central and the province, promote proactiveness and creativity to synchronously deploy solutions, ensure enough teachers, with the right qualifications and positions, contributing to improving the quality of comprehensive education, especially in areas with many difficulties.
