According to the National Center for Hydro-Meteorological Forecasting at 7:00 a.m. this morning, August 25, the center of storm No. 5 was about 160km east-southeast of Nghe An and about 145km east of Ha Tinh .

The strongest wind near the storm center is level 14 (150-166km/h), gusting to level 17. It is forecasted that in the next 3 hours, the storm will move in a West Northwest direction at a speed of about 15-20km/h.

It is forecasted that from this morning to this afternoon (next 12 hours), storm No. 5 will continue to move rapidly in a west-northwest direction, towards the mainland of the North Central provinces.

Coastal areas and islands from Hai Phong to northern Quang Tri have storm surges of 0.5-1.8m, and 1-1.8m in Thanh Hoa and Nghe An. There is a high risk of flooding along dykes, coastal roads, and river mouths due to very high storm surges and waves this afternoon and evening.

From this morning, August 25, on the mainland from Thanh Hoa to northern Quang Tri, the wind will gradually increase to level 8-11, gusting to level 12-14. Particularly, the southern Thanh Hoa - Ha Tinh area will have strong winds of level 12-14 (118-166km/h), gusting to level 15-16.

According to forecasts, by the end of August 26, in the midlands and deltas of the North, Lao Cai area and from Thanh Hoa to Hue, there will be widespread heavy rain with common rainfall of 100-150mm, locally over 250mm.

In particular, the area from Thanh Hoa to northern Quang Tri has heavy to very heavy rain with common rainfall of 200-400mm, locally over 700mm.

Faced with the unpredictable developments of storm No. 5, EVNNPT has requested units, especially Power Transmission Company 1 (PTC1) and Power Transmission Company 2 (PTC2), to regularly update information on the movement of the tropical depression when the storm forms to proactively take response measures.

Units focus on inspecting the corridors of power lines and transformer stations; thoroughly handle locations with potential safety risks such as tall trees, corrugated iron roofs, tents, flying objects near the corridors, swaying wires, low-lying phase-ground locations, and stations at risk of flooding.

In Thanh Hoa, Thanh Hoa Power Transmission Team is currently managing a large volume of nearly 560 km of 500kV lines, nearly 580 km of 220kV lines, 5 220kV transformer stations and 2 500kV transformer stations with a total capacity of 4,350MVA.

Mr. Lu Thanh Hai, Captain of Thanh Hoa Power Transmission Team, said that so far, preparations for responding to storm No. 5 have been completed. Transformer stations have been on duty 24/24 with 100% of the staff until the storm dissipates, following the "4 on-site" motto. The unit has also proactively reinforced and temporarily tied down vulnerable locations; dredged and cleared the flow in areas at risk of landslides, and covered with tarpaulins to prevent subsidence to minimize risks.

In Nghe An, Mr. Le Sy Thang, Head of Nghe An Power Transmission Team, said: Up to now, the unit is urgently implementing the response to storm No. 5, and by the afternoon of August 24, all work had been completed. Nghe An Power Transmission Team has created response scenarios for serious situations such as landslides, subsidence, tilted poles, etc. with the highest risk contingency plan.

The transformer stations have been inspected, outdoor equipment, control cabinets, and junction boxes have been reinforced to prevent rain from causing electrical short circuits, and diesel power has been prepared at the transformer stations to be ready for backup power generation. Any defects, if detected, will be immediately handled to ensure operational safety.

In Ha Tinh, Ha Tinh Power Transmission is managing 612 km of 500 kV lines, 385 km of 220 kV lines and 2 500 kV transformer stations with a total capacity of 2,175 MVA. Over the years, the unit has applied many modern technological solutions of EVNNPT and PTC1 in operation management, especially in natural disaster prevention. Applications such as fault location systems, GIS, lightning monitoring help detect and quickly handle abnormal phenomena; communication systems such as walkie-talkies, internal phones, mobile phones, and landline phones ensure smooth communication in all situations.

Mr. Le Trong Thai, Captain of Ha Tinh Power Transmission Team, affirmed that the application of science and technology has brought practical results, helping the unit promptly handle incidents, ensuring the safe and stable operation of the power transmission grid in the past time and has been applied to the maximum by the unit during this storm No. 5.

To respond to storm No. 5, EVNNPT has directed Power Transmission Companies 1 and 2 to organize 24/7 duty, develop storm prevention plans and scenarios, and ensure absolute safety for people, equipment and property.

Stations in the affected areas must re-establish enhanced duty during the storm. For stations at risk of flooding, it is necessary to develop appropriate operation and prevention plans to ensure readiness to respond to all situations. Diesel generators must be inspected and fully fueled; AC and DC self-contained electrical systems, especially battery charging systems, must be carefully reviewed to ensure stable and reliable operation.

EVNNPT requires units to continue to inspect and trim trees to protect the power grid safety corridor, clear rocks and soil, clear and add drainage ditches to direct water flow away from areas at risk of landslides. At the same time, urgently reinforce vulnerable points in a timely manner, increase warnings of landslide risks and deep flooding at stations and power lines passing through steep mountainous areas, along rivers and streams, especially areas with complex terrain or a history of landslides.

After the storm, units must focus forces to inspect and assess damage, quickly organize repairs, and restore power supply according to the "4 on-site" motto, ensuring absolute safety for people and equipment.

With proactive and drastic preparations, EVNNPT's affiliated units have been and are ready to respond to storm No. 5, ensuring absolute safety for people, equipment and assets, maintaining stable and continuous operation of the national power transmission grid. EVNNPT affirms its determination to seriously implement the motto "prevention is the main thing, timely response, quick and effective recovery", contributing to ensuring safe and reliable power supply to serve socio-economic development and people's lives.
