Regarding the information reflected by the press about the tomb blocking the road of the Project to build a new residential area on Road 390, Thanh Hai Commune, former Hai Duong Province (now Ha Tay Commune, Hai Phong), the Standing Vice Chairman of the City People's Committee Le Anh Quan assigned the People's Committee of Ha Tay Commune to direct the suspension of traffic in the area of the tomb blocking the road, and regularly inspect and supervise to ensure traffic safety in the area until the project's traffic infrastructure is invested and built synchronously.

The People's Committee of Ha Tay commune needs to strengthen mobilization and propaganda to create high consensus among the people to urgently complete site clearance for the land area with 5 graves within the project scope, and soon complete the entire project for exploitation and use.

Review the construction of projects on areas that have not been converted to land use purposes or have not been allocated land to have a handling plan according to authority and legal regulations. Proactively review site clearance records, complete and ensure compliance with the correct procedures to implement the project.

Complete compensation, support, and site clearance work before September 30, 2025 to hand over the site to the investor for construction and complete the remaining items of the project.

Standing Vice Chairman of the City People's Committee Le Anh Quan assigned the Department of Agriculture and Environment to preside over, together with the Department of Finance, Department of Construction, relevant departments, branches and units to monitor, guide and urge the People's Committee of Ha Tay commune to implement according to regulations.

The New Residential Area Project on Road 390, Thanh Hai Commune, Thanh Ha District, Hai Duong Province (Phase 2) was previously approved by the People's Committee of Thanh Ha District to adjust the detailed planning in Decision No. 1941/QD-UBND dated April 22, 2020, approving the project in Decision No. 3171/QD-UBND dated June 30, 2021, No. 1460/QD-UBND dated April 22, 2024.

The project uses 23,278.9 ^m2 of land. The investor implementing the project is the People's Committee of Thanh Hai Commune (now the People's Committee of Ha Tay Commune).

Based on the results of completing site clearance, the People's Committee of Hai Duong province previously issued Decision No. 1186/QD-UBND dated May 21, 2024 on changing the purpose of using 22,861.9 ^m2 of land to build a new residential area on Road 390, Thanh Hai commune (phase 2).

To date, there are still 417 m² of land that have not been changed in purpose or allocated for project implementation by competent authorities. This area includes the land of 1 grave located on the road (according to press reports) and 4 other graves. All 5 graves have not been cleared and moved out of the project; the remaining area is affected by the above graves, causing the plot of land to not be complete, and at the same time, the entrance must be left for the plot of land that has not been cleared.
