Nhat Le 3 Bridge project and the roads at both ends of the bridge still have more than 5 hectares of land remaining.

Component project 2 - Nhat Le 3 Bridge and the roads at both ends of the bridge under the Coastal Road and Nhat Le 3 Bridge Project invested by the Quang Tri Department of Finance.

The project has a total investment of 1,300 billion VND. The project crosses the Nhat Le River, the starting point of the route intersects with National Highway 1A in Quang Ninh commune and the ending point of the route intersects with Vo Nguyen Giap Street in Dong Hoi ward.

According to the design, the project has a total length of 2.826 km, of which the bridge length is 561.4 m. The project implementation period is from 2022 to 2026. The project started on January 8, 2023, and is expected to be implemented within 41 months.

Speaking to reporters, Mr. Nguyen Viet Vuong, Director of the Project Management Board, said that the project has now completed the entire Nhat Le 3 bridge landing and installed the steel arch.

“Currently, the contractor is installing the steel arch cable, railings and upper structures of the bridge. The project has achieved about 86.21% of the construction volume. The bridge is expected to be completed in September 2025 and the project will be completed in 2026,” Mr. Vuong informed.

However, Mr. Vuong said that the biggest “bottleneck” of the project at present is the site clearance work. Accordingly, the site clearance area for the entire project is 15.33 hectares (the western bank of Quang Ninh commune is 3.6 hectares; the eastern bank of Bao Ninh peninsula, Dong Hoi ward is 11.73 hectares).

Up to now, the project has completed land acquisition of 10.28 hectares and the remaining 5.05 hectares on the eastern shore of Bao Ninh peninsula, in Dong Hoi ward, are still undergoing land acquisition.

Of these, 2.1 hectares of 15 households have completed the public announcement of compensation and support plans. However, 14 households have not agreed to the compensation plan; 2.95 hectares of 19 households and 2 organizations are preparing compensation and site clearance plans.

Besides the direct scope of the project, the construction of the resettlement area of Project Component 2 - Nhat Le 3 Bridge and the roads at both ends of the bridge are also facing problems with site clearance.

Among them, 3 households have been approved for land acquisition by the Department of Agriculture and Environment on July 10, 2025, but so far there has been no confirmation of the origin and purpose of land use to have a basis for issuing the 8th land recovery notice.

At the same time, 14 households have finished publicly announcing the plan but have not agreed with the compensation plan due to petitions for low land prices and compensation prices, and land disputes with the People's Committee of Bao Ninh commune (old).

Also according to Mr. Vuong, recently, the Department of Finance has sent a document requesting the People's Committee of Dong Hoi Ward to organize the confirmation of land origin for households; as well as requesting the Dong Hoi Land Fund Development and Investment Project Management Board to coordinate with the People's Committee of Dong Hoi Ward to organize a dialogue and mobilize 14 households in land disputes with the People's Committee of Bao Ninh Commune (old), to propose low land prices.
