Breakthrough under Resolution 57: Promoting research and application transfer for regional and local development

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation affirmed: science and technology development, innovation and digital transformation are decisive factors in the development of nations; are prerequisites and the best opportunities for Vietnam to develop richly and powerfully in the new era - the era of national development.

Practically implementing the Resolution, in the Mekong Delta and the Southeast, highereducation institutions clearly define their roles in the national education system, have breakthrough solutions, contributing to the rapid, strong and sustainable development of the Mekong Delta, the Southeast and the whole country in the new era of the country.

Creating breakthroughs in investment and development of science and technology

According to Deputy Minister of Education and Training Hoang Minh Son, currently, universities in our country are not only scientific and technological organizations but also places to train human resources for science and technology, innovation and national digital transformation. At the same time, schools are also places to apply science and technology, artificial intelligence in administrative innovation, and teaching and learning methods innovation.

As a key national university and postgraduate training institution in the Mekong Delta - a particularly important strategic area in terms of politics, socio-economics, culture, national defense - security and foreign affairs of the whole country, Can Tho University soon has an action plan to implement Resolution No. 57-NQ/TW with many specific solutions.

Professor Tran Ngoc Hai, Vice President of Can Tho University, said: The University has a unified goal of investing in science, technology, innovation and digital transformation to become the main driving force and breakthrough for the development of the University, contributing to the socio-economic development of the Mekong Delta region and the whole country. Without spreading investment and development, Can Tho University focuses on promoting and improving the potential and level of research and application of science and technology to reach advanced levels in a number of areas with strengths and key points. At the same time, the University promotes the development and application of new technologies, especially artificial intelligence, the Internet of Things, big data, cloud computing and other digital technologies; developing a high-quality human resource team to meet the needs of the 4.0 Industrial Revolution and smart university governance. To concretize the results, the school sets specific targets: By 2030, the number of scientific and technological topics and programs with businesses and localities of the school will reach 25 topics/year; national key programs will reach 3 programs/year; the school will have the number of international publications increase by about 10% each year.

Marking an important step forward in the strategy of promoting scientific research associated with innovation, serving the sustainable development of the Mekong Delta and international integration, Can Tho University has just officially announced 2 strong research groups, including: Solutions to support the project of 1 million hectares of high-quality rice with low productivity in the Mekong Delta; Developing sustainable aquaculture and adapting to climate change. At the same time, the university also announced 5 leading research groups including: Biotechnology; Automation - Information Technology - Digital Transformation - Artificial Intelligence; Natural sciences on digital platforms; Digital applications in socio-economics - rural development; Improving the ability to use English as a second language in schools.

Meanwhile, based in the Southeast region - one of the key economic regions of the country, Thu Dau Mot University - a multidisciplinary, multi-field training institution, along with many schools in the Southeast region, have drafted and agreed on solutions to promote research, application of science and technology and innovation. Associate Professor Le Tuan Anh, Chairman of the Council of Thu Dau Mot University, informed: At the discussion of the Southeast University and College Club held at the end of May, Thu Dau Mot University and the schools agreed on the viewpoint that training human resources, developing science and technology, innovation and digital transformation are the responsibilities and requirements of each educational institution, contributing to the socio-economic development of the Southeast region and the country. Therefore, the important pillars are the mechanism and policies for developing scientific research and innovation in schools, training high-quality human resources, and at the same time creating a sustainable innovation ecosystem. Thu Dau Mot University and other schools focus on comprehensively innovating programs, content and training methods towards integrating digital technology, taking advantage of big data platforms, artificial intelligence, and digital tools in the process of management, training and assessment of teaching and learning quality.

In addition, Thu Dau Mot University and representatives of many schools proposed that the Southeast University and College Club deploy a sharing system such as an electronic science repository, research database, digital learning tools and shared digital resources among member schools, creating favorable conditions for training institutions to access new knowledge and technology more effectively.

Promote cooperation, connect schools - businesses - localities

Cooperation, connection, implementation of scientific and technological tasks, research, technology transfer and innovation are some of the directions implemented by many universities to train and provide high-quality human resources, grasp and implement seminars and research topics effectively related to local and business needs.

Sharing experiences in promoting strategic research, promoting the publication of research results, especially developing applied research related to contemporary social, local and global issues, a representative of Ho Chi Minh City University of Economics said: Schools under Ho Chi Minh City University of Economics implement two parallel strategic research approaches, including: Research related to internationalization strategy through international publication associated with multidisciplinary training; research related to contemporary social, local and global issues. In particular, one of the solutions that Ho Chi Minh City University of Economics is promoting is applying research results into policy consulting products, contributing to the development of regions such as the Southeast, the Mekong Delta, the South Central Coast... Recently, international and national conferences organized by the school are closely linked to local and regional development such as: National Conference "Driving force for socio-economic development in the Southeast region: Potential and Challenges", International Conference "Towards a more sustainable Mekong Delta", Annual macroeconomic report for Ho Chi Minh City, Policy discussion "Carbon market: Forecasting impacts and policy orientation from Ho Chi Minh City"...

Associate Professor Le Tuan Anh, Chairman of the Board of Thu Dau Mot University informed: Currently, many localities and enterprises in the Southeast and the Mekong Delta are very interested in developing digital agriculture, applications of the Internet of Things, artificial intelligence, big data, robots and automation in agricultural production, bringing opportunities to increase productivity, improve the quality of agricultural products, reduce costs and risks, clarify the origin, and increase the value of agricultural products. From practical needs, Thu Dau Mot University has recently signed a memorandum of cooperation and a memorandum of understanding with Ho Chi Minh City University of Technical Education and a number of enterprises to lay the foundation for many specific cooperation projects on human resource training and scientific and technological research to serve digital agriculture, contributing to the socio-economic development of the Southeast, the Mekong Delta and the whole country.

In addition, Thu Dau Mot University has signed a cooperation agreement and implemented a joint program with Hanoi University of Pharmacy and the Academy of Science, Technology and Innovation (Ministry of Science and Technology), Department of Science and Technology, Department of Education and Training, Department of Industry and Trade of some localities to promote scientific research activities, innovative startups, e-commerce development, industrial promotion, international economic integration, smart manufacturing, green transformation, etc.
