Support people to develop production

In the 2025 - 2030 term, in the 3 breakthrough tasks identified by the La Êê Commune Party Committee, the locality focuses on developing the agricultural and forestry economy . The focus is on developing medicinal plants under the forest canopy and non-timber forest products; gradually forming a concentrated medicinal plant area.

At the same time, prioritize investment in reviewing and supplementing planning, expanding and developing the inter-commune and inter-village road system, roads to production areas, and focusing on concentrated resettlement for people.

The commune expects to increase investment in socio-economic development resources of the city for the mountainous areas in the coming time. Thus, the commune has resources to expand traffic connecting 6 villages and the main roads of the commune; invest in civil infrastructure of offices, schools, medical stations, clean water; resettlement planning; support people to develop production, grow medicinal herbs under the forest canopy; raise livestock; strengthen forest management and protection...

Pay attention to population planning and rearrangement.

The mountainous area is large, with hills and mountains dominating the majority, and the population is sparsely distributed, making it vulnerable to natural disasters. In the coming time, the city needs to continue to pay attention to planning and rearranging the population to minimize the impact of natural disasters, along with synchronous investment in infrastructure to serve people's lives.

Prioritize investment in regional, inter-regional and internal transport systems associated with production development and value chain linkages in production, especially in medicinal and forestry production.

Form a number of industrial clusters to attract businesses to invest in rural and mountainous areas to gradually solve employment problems, increase revenue, and gradually change labor practices and discipline.

There are outstanding preferential policies to train indigenous teachers and primary health care workers to contribute to fundamentally solving the shortage of teachers and medical staff in mountainous areas.

There is a policy of linking labor, vocational training facilities and enterprises that employ labor to create jobs and increase income for people, contributing to hunger eradication and poverty reduction for the people.

Prioritize investment in production infrastructure, education and digital transformation

In the context that the city's investment capital is not large and cannot cover all areas of social life in mountainous areas, the locality wants to prioritize 3 areas, including: production infrastructure, education and digital transformation.

Regarding production infrastructure, the city allocates investment resources to upgrade the traffic system connecting national and provincial highways to large production areas of residential communities; invests in medium and small-scale multi-purpose irrigation works, associated with natural disaster prevention.

Regarding educational infrastructure, focus on investing in solidifying schools and dormitories for students living 2km or more away from school, and supporting meals to help improve the health and stature of children from ethnic minorities and mountainous areas. Increase investment in equipment to serve the application of information technology in teaching and learning, reducing the gap in educational quality compared to the plains.

Regarding digital transformation infrastructure, the city is researching investment in the form of public-private partnerships to complete telecommunications network infrastructure, broadband internet coverage; eliminate gaps in mobile phone signals and 4G networks to create conditions for the formation of community digital centers in communes, schools, and medical stations and promote the implementation of online public services, supporting farmers to access e-commerce.

In planning medium-term public investment for the period 2026 - 2030, the city needs to clearly define the decentralization norms (centralized basic construction budget sources) for the commune level in the medium-term plan, not allocating according to the list. The list of projects in the medium-term plan is assigned to the Party Committee and the People's Council at the commune level to determine according to the actual needs of the locality, not exceeding the total allocated resources, avoiding the situation of asking for - giving projects in public investment.
