Vice Chairwoman of Dong Anh District People's Committee Nguyen Thi Tam said that after the city People's Committee approved the investment policy, Dong Anh District People's Committee asked for opinions from scientists in the field of archaeology; thereby, agreed on the architectural restoration and embellishment plans for the project to submit to the Hanoi Department of Culture and Sports for appraisal according to regulations.
The project was approved by the People's Council of Dong Anh district in Decision No. 9977/2024/QD-UBND and the People's Committee of Dong Anh district issued Decision No. 3542/QD-UBND approving the project with a total investment of 261 billion VND, implemented on a land area of 2.14 hectares, including: Restoration and embellishment of the bell tower, Tam Bao, Ancestral temple, Ta Vu - Huu Vu house, guest house, ceremony preparation house, monk house and some auxiliary items; completing the technical infrastructure system to match the landscape of the relic.

According to legend, right after moving the capital from Hoa Lu to Dai La, King Ly Thai To built the Ly Cung Ngu Uyen in Trang Coi Giang, Hoa Lam Vien. This was considered the most important palace outside the Thang Long Imperial Citadel under the Ly Dynasty, a symbol of power, expressing the ideology of "protecting the country and bringing peace to the people" and the aspiration to build an independent and prosperous nation from the beginning of the country's founding.
The ancient Phuc Lam Pagoda (Hoa Lam Vien) is considered a place to preserve the quintessence of the Ly Dynasty's heritage, a place to connect the heritage from the past with the present and the future. It is a resource to promote the development of spiritual cultural tourism , concretize the strategic goal in developing the cultural industry, continue to preserve and promote the value of heritage, form a unique and meaningful spiritual cultural tourist destination on the ancient Hoa Lam land - the origin of heritage, spreading the quintessence of the Ly Dynasty's cultural heritage.
To serve the restoration and embellishment work, the District People's Committee has assigned the District Construction Investment Project Management Board to complete the contractor selection, with a package implementation period of 450 days. Construction is expected to be completed in the fourth quarter of 2026.

“Along with the projects that have been, are being and are about to be invested in the Red River axis according to the planning, the project to restore and embellish the ancient Phuc Lam pagoda aims to preserve and maintain typical relics, antiques and artifacts dating back to the Ly Dynasty, which are valuable evidences that vividly reflect the cultural, political and spiritual life of the Ly Dynasty, contributing to affirming the special position of the Ly Dynasty palace at Hoa Lam Vien relic site in the historical process of the nation”, Vice Chairman of Dong Anh District People's Committee Nguyen Thi Tam added.
In addition, the project to restore and embellish the ancient Phuc Lam pagoda will recreate the architectural space in the style of the Ly dynasty, preserve and promote the value of traditional cultural heritage, contributing to creating momentum for economic and tourism development for Dong Anh district in general and along the Red River in particular according to the orientation in the Hanoi City Tourism Development Plan to 2030 approved by the City People's Committee.
