Youth Union members support people at public administrative service centers. |
During the day, the youth union members of Phan Dinh Phung ward are busy with their professional work, supporting people in carrying out administrative procedures at the ward's Public Administration Service Center. At night, the youth union members of Phan Dinh Phung ward continue to wear green volunteer shirts to each residential group to guide people in updating their documents such as: citizen identification cards, health insurance cards, personal digital signatures...
Mr. Pham Nhu Cuong, a member of the Community Digital Transformation Communication Team of Residential Group 46, Phan Dinh Phung Ward, shared: At first, many people were still confused when approaching applications and software on smartphones. Thanks to the active support of young people, people have gradually become familiar with and proficiently used digital transformation platforms. I am very happy to see the youth union members in the residential area and ward participating enthusiastically, youthfully, dynamically and having been well-trained. This is a force that needs to be maintained and promoted in the coming time.
Youth Union members are a quick-witted force, early to approach and proficient in new things, especially digital technology . Taking advantage of that advantage, the youth union members have proactively divided into groups, deployed in a "rolling" manner from residential groups, each village and hamlet to ensure that no household is left out.
Ms. Vu Duong Bao Chau, Deputy Secretary of the Phan Dinh Phung Ward Youth Union, said: When the two-level local government came into operation and promoted digital transformation, the Phan Dinh Phung Ward Youth Union proactively launched a campaign to support the installation and activation of electronic health books and the installation of personal digital signatures in residential areas.
With the advantage of being creative and quick to approach new technology, the youth force is the core in digital transformation activities at the grassroots level. Many localities have established community digital technology groups, in which the majority of members are union members and young people.
They are the "powerful assistants" of the two-level local government in bringing technology closer to the people, helping all classes of people, especially the elderly, farmers, and small traders, to access digital services conveniently and quickly.
During Youth Month 2025, the province established 175 "Digital Literacy" teams with 6,800 members participating, and organized 30 training sessions to popularize digital skills for nearly 15,000 people. To date, 70% of young people have improved their digital skills; 65% of young people use online public services; 75% of young people make electronic payments and over 200,000 people have been supported with digital signatures.

Mr. Hoang Anh Duc, Deputy Secretary of the Provincial Youth Union, said: Youth Union members are trained in skills to improve their knowledge to serve their lives, work and economic development. To support the two-level local government to operate effectively, the Provincial Youth Union has organized a digital society forum to train and improve the skills of youth union members and students in the province. Focus on bringing youth union members to participate in community digital transformation teams to support people at points and public administrative service centers to handle administrative procedures...
